2 Policy Context: Scotland All policy and legislation in Scotland is entirely underpinned by the principles of people having choice and control over their support. This means services fitting around people rather than people fitting into services. Social Care Self-Directed Support (Scotland) Bill Will place a duty on Local Authorities to offer self-directed support to anyone eligible for support services. 3 Facts & Figures: Scotland ARC Scotland in Numbers Demography and Strategic Context 11 Staff (7 full time, 4 part-time). 200 Senior professionals who are members of our local provider networks. 176 Members of the Scottish Transitions Forum. 50 People with learning disabilities who are members of the National Involvement Network. 1,750 People with learning disabilities who have benefited from the Charter for Involvement. 56 Organisations purchased training products (2011/12). 297 People attended ARC conferences and workshops about Self Directed Support in the first 6 months of ARC member organisations in Scotland. In Scotland it is estimated that around 120,000 people have learning disabilities. In 2011, 32 local authorities provided information regarding 26,036 adults know to them with a learning disability. 330 adults with learning disabilities remain in long-stay hospitals a reduction of 80% over the last 10 years. 2,100 adults with learning disabilities are resident in care homes a reduction of 33% since ,300 adults with learning disabilities receive home care services. Around 7,800 adults with learning disabilities now live in their own tenancies. 1,249 adults with learning disabilities are using direct payments to directly purchase the services they require. 4 Member Views: Scotland Feedback from ARC Members and providers highlights that the main issues facing providers in Scotland are: local authorities have not yet indicated their preferred outcome framework, so it is difficult for providers at a local level to make progress. Self-Directed Support (SDS): Easily the biggest issue facing providers. There is little practical experience of this, however, concern that it will lead to: - Increased vulnerability of people who get support due to unregulated PAs, tightened eligibility criteria, social isolation and council cost-cutting - Organisational challenges concerning their ability to compete with the unregulated market, organisational change processes and HR processes Providers are also generally optimistic that SDS will help to improve the quality of life and support for people and many see it as an opportunity to positively re-shape the social care sector. Links with Local Authority: Providers are seeking a partnership approach with the local authority so they can engage with and influence local strategies. Tendering arrangements and hourly rates are of key concern. Outcomes frameworks: Most providers recognise the need to focus on outcomes as a way to deliver services more effectively and in ways responsive to individual need as opposed to organisational structure. This approach underpins the Government SDS Strategy and Bill and presents a real challenge to change the care culture of many provider organisations. Most Co-production: There is increasing expectation (Scottish Govt, Local Authorities, Care Inspectorate) that providers will involve people they support in how their services are planned and run. Many tell us that they want to improve involvement, but are unsure how to do this. Workforce Development: Cost savings passed down from Local Authorities is impacting on resources to invest in non-mandatory workforce development. There is also pressure on providers to meet deadlines for mandatory training. Providers tell us they want support to develop their capacity to deliver in-house training and also training that is tailored to meet their individual organisations needs. Transition to young adult life: Continues to be poorly co-ordinated. Providers feel there is a positive legislative and policy framework, however, this is inconsistently applied and there is confusion about how these overlap. The proposed Children and Young Peoples bill may help. Learning disabled offenders: The number of people with learning disabilities in prison is increasing, leading to some calling prison the new form of institutional care. Providers face many challenges in supporting ex-offenders, particularly related to risk enablement, prevention of re-offending and staff retention. 4 ARC Strategy: Business Intelligence Sheets Scotland
