4 INTRODUCTION For the implementation MOMENT-UP project information and dissemination tasks the tender documentation was prepared for procurement of two types of services: - Activities for WUP anchoring, information and awareness raising and - Information campaign for phosphate free detergents. The contract of procurement of information and dissemination services was awarded to the public establishment Klaipėdos publika and signed on 27 May Contractor s activity plans, preparation of dissemination material and events were closely followed and coordinated by CORPI project team members by reviewing and endorsement of articled, radio/tv programmes, agenda s, etc. 4

5 IMPLEMENTATION Information campaign for phosphate free detergents were organised for the implementation of three subtasks: - dissemination through developed website; - preparation of dissemination material: (articles, leaflets, brochures etc.) - arranging dissemination events (meetings, excursions, seminars, work shops etc.) Dissemination through developed website The website name was created and registered in September Website is divided in several sections containing different information: first column River-killing phosphates developed for publishing information on damage done by phosphates to the environment and water bodies; data on both MOMENT and MOMENT UP is placed in second section. A separate column is devoted to the activities of the Akmena-Dane River Water Users Partnership. The website was updated several times and till February 2013 viewed by more than 6000 visitors. Dissemination material - A leaflet Choose phosphate-free detergents! was prepared and published in 2000 copies in September It provides information on phosphates contained in detergents, how to choose detergents, how to wash without phosphates, as well as good practice examples. It also has a summary in English; - A leaflet It depends on us! was prepared and published in 2000 copies on 9 September It provides information on eutrophication in the Akmena-Danė River, its impact on the Baltic Sea, summary data on the pollution extent, as well labels of ecological washing and cleaning products; - A transportable information stand Everyone can fight against river pollution. Choose phosphate-free detergents! was designed and made in October The stand is easy to assemble and has a transportation case. The stand provides information on the Akmena-Danė River Basin, the tributaries of the river and other relevant data; - Five articles were published in January and February The articles announced and advertised the radio programmes providing summary information about the MOMENT and MOMENT-UP projects, funding sources, project implementers and other relevant information related to the Akmena- Danė River, promotion of phosphate-free detergents, etc. - A press article Quality of the Akmena-Danė River: Is it Improving? was published on 19 May A press article Less Phosphates in Detergents Cleaner Rivers and the Baltic Sea was published on 29 May A press article Blooming Sea - sources of various diseases was published on 12 July A press article Kretinga, Klaipeda and Gargždai residents are encourage to choose detergents without phosphates was published on 16 July A press article Residents from smaller urban areas lack information about environmentally friendly detergents was published on 18 of July An article Ecological campaigns took place in Kretinga, Klaipeda and Gargždai was published. - An article Algal blooms in the Akmena-Dane river was published on 15 December A press article When choosing eco-friendly detergents we improve water quality was published on 19 December

6 - A press article Washing with P-free means we will reduce water blooming was published on 29 December Five radio programmes were prepared and broadcasted in December 2012 covering the following topics: information about the Akmena-Danė River Basin, sources of pollution of the Akmena-Danė River Basin, P-free detergents. Dissemination events - An EcoKiosk was made and exhibited during a Sea Festival on 23 July A tent (size: ca. 20 m 2 ) was rented, a permit for the event was agreed on and granted by Klaipėda City Municipality. The EcoKiosk contained computer equipment for demonstration of video films, as well as stands, tables and chairs. Experts were invited to provide information to the public. The EcoKiosk was visited by around 100 people, who were given hand-outs and provided with information on damage of phosphates to water bodies, other relevant information on the Akmena-Danė River and MOMENT UP project; - Three open discussions Everyone can fight against river pollution were arranged in October 2011 in the gymnasium Vaivorykštė (Gargždai, Klaipėda district), basic school Vaivorykštės takas (Klaipėda city) and in the basic school of Kretingalė town. The discussions were moderated by the Head of the Water Users Partnership of the Akmena-Danė River Mrs D. Žukienė. The participants of each event included upper-grade pupils, teachers of chemistry, biology and geography, as well as the school management (directors or deputy directors); - Seminar Water pollution with phosphates: approaches, threats, possibilities was held on 18 May 2012, with a participation of up to 20 people. The following topics were discussed during the seminar: Eutrophication of the Baltic Sea: sources of nutrients and available solutions ; Analyses of phosphates in wastewater, surface and marine water, Removal of phosphorus and changes in discharges from point pollution sources in Klaipėda region, Pollution of drinking water and its impact on health, Hazardous chemical substances in consumer goods. - Two open discussions were arranged in February and March 2012 in schools within the Akmena- Danė River Basin Everyone can fight against river pollution, with a participation of 30 senior class children, as well as teachers, in each event. The discussions were moderated by the head of the Water Users Partnership of the Akmena-Danė River Mrs Dalia Žukienė. Maps of the Akmena-Danė River Basin were exhibited on the information stand. The children were asked various questions related to the Akmena-Danė River and its problems, such as Do you know the name of the river you live at?, Do you know where it comes from?, Is it allowed to bathe in the Danė?, What birds live at the Danė?, Why do we have to know the composition of household detergents and other cleaning products?, etc. The discussions were very active and the most active participants were awarded with small presents and project leaflets. - Three campaigns "Buy P-free detergents arranged near shopping centres in Kretinga, Klaipeda and Gargždai, on 9 th, 10 th and 11 th of July 2012 respectively. During the campaigns residents were informed about phosphates damage to the environment, especially water bodies, they were encourage to choose to environmentally-friendly detergents. During the events leaflets on P-free detergents were distributed among the participants 6

7 Other information and awareness raising activities 1. A one-day information trip to the Akmena-Danė River Basin arranged on 8 June Most of the 49 participants were teachers of biology from various schools of Klaipėda, as well as eight gymnasium pupils (aged 16-17), two students, the head of the Europe Information Centre (EIC) in Klaipėda Ms. Dalia Urbutytė, and the ecologist of Kretinga Municipality Mr. Raimundas Jocius. The participants of the trip visited Mosėdis Stone Museum and Tūbausiai hydro-power plant which is currently being built on the Akmena River. During the trip, various information was provided about the Akmena-Danė River Management, projects and problems of entry of phosphates and nitrates contained in detergents into the sea were discussed. 2. An open discussion Everyone can fight pollution was held on 11 June An open discussion led by the head of the Water Users Partnership of the Akmena-Danė River Mrs. D. Žukienė was held on the shore of the Akmena-Danė during a general meeting of the inhabitants of Žolynai residential quarter, with a participation of about people, including a number of schoolchildren, as well as the mayor or Klaipėda Mr. Vytautas Grubliauskas and a few members of Klaipėda Municipality Council. Maps of the Akmena-Danė River Basin were exhibited on the information stand of Žolynai residential quarter. Discussions were held in groups of both children and adults, who were asked various questions related to the Akmena-Danė River and its problems, such as Do you know the name of the river you live at?, Do you know where it comes from?, Is it allowed to bathe in the Danė?, What birds live at the Danė?, Why do we have to know the composition of household detergents and other cleaning products?, etc. The discussions were very active. Three most active participants were awarded with small presents and given information material about the Akmena-Danė River. The organizers of the event and the moderator of the discussion were provided with a possibility to sum up the discussion on the stage in public. 3. An excursion Water protection problems in Kretinga district municipality within the Akmena River Basin was arranged on 20 June Twelve people took part in the trip visiting WWTP, laundry where phosphate-free detergents are used, and tributaries of the Akmena-Danė River. 4. Fourth Akmena-Dane River WUP meeting - conference was arranged on 13 December 2012 in Klaipeda. 30 participants attended the conference. Representatives from Ministry of Environment, EPA, Klaipėda Regional Environmental Protection Department, Kretinga town Water Company, Geological Survey, Akmena-Dane WUP members made presentations on the following topics: - Programme of Measures to Reduce Pollution of Surface Water Bodies in the Akmena-Danė River Basin; - Project MOMENT: stormwater projects and perspective in Kretinga town; - Groundwater quality in the Akmena - Dane River Basin; - Phosphorus removal and variation of discharges from point sources of pollution in the Klaipeda region; - Phosphate research in wastewater, surface water and sea water; - Recent Akmena-Dane river water quality monitoring data. 8 Summary Dissemination through developed website: The website name was developed and several times updated. Website viewed by more than 6000 visitors Dissemination material: Two leaflets, one stand produced, 14 press articles in local and regional newspapers published, 5 radio programmes broadcasted Dissemination events: Three open discussions arranged with 105 total number of participants, One EcoKiosk, organized, which was visited by about 100 people One seminar with 20 participants Two open discussions organised with total number of 60 participants, Three p-free campaigns organized In total 10 events were arranged with participation of nearly 300 people. 8

9 PUBLIC SURVEY In July 9-11, 2013 an information campaign "Buy phosphate-free detergents in the major shopping centres of Klaipeda, Kretinga and Gargždai towns have been organized, whose purpose - to draw customers attention that detergents with phosphates damage the environment, and especially - water. During these events population survey were carried out. The aim was to find out what kind of detergents residents choose to use, how they use them, what is their knowledge about detergents impact on the environment and water bodies. Nearly 50% of survey participants reported that all detergents are harmful to the environment and water bodies. Information on this issue mostly missing in Gargždai town - even 19% residents surveyed said that they do not know whether these products have an impact on the environment. Approximately 30% of all surveyed noted that environmentally friendly laundry products could be found in Lithuanian stores. Klaipeda city residents said that most of the information about the environmental impact of detergents on water bodies receiving from the internet, Kretinga town residents - from TV and radio broadcasts, and the greater part of Gargždai inhabitants pointed out that there is no information about this problem. They noted that more attention is paying to the health effects. Minority are interest in detergent composition - 9.7% in Kretinga and 4.1% in Klaipeda. Gargždai residents said that they do not read notes on the packs, mainly due to small letters. Almost half Klaipeda residents (47.1%) said that detergent dosing "by eye", others respect the rules - 35%. In Kretinga higher percentage of respondents argued that they trust the recommendations stated on the packs. The same amount of Gargždai residents (about 41%) follows both criteria for the detergent dosing. All surveyed inhabitants stressed two main criteria for the selection of detergents washing effects and affordability. The survey data suggest that such information campaigns on p-free detergents is necessary, especially in smaller towns, where environmental issues are perhaps less emphasized. 9

10 REPORT 5.2 Scanning for existing Water User Partnerships and innovative projects ABOUT PROJECT MOMENT In cooperation between seven regions in four countries around the South Baltic Sea area the project MOMENT aims at reducing the outflow of nutrients and hazardous substances by modern water man-agement. This includes the establishment of Water User Partnerships allowing a bottom up approach starting at a local level and working within river basins letting the water set its own independent boarders.
