Estonia is one of the fastest growing economies in Europe, with a GDP growth of 7.6% in 2011 and 3.2% in 2012, in contrast to the respective EU 27 perfomance of 1.5% and 0.3%. Estonia has the lowest level of sovereign debt relative to GDP in the EU, at 10% whereas in 2012 the EU 27 average was 85%. Estonia s government is committed to balanced budgets, and the country has an AA- credit rating. Estonia utilises to the fullest the trade, language and cultural links that the country s strategic location at the intersection of the European, Nordic and Russian markets provides.

In the World Bank s Ease of Doing Business Index Estonia ranks 21st globally thanks to its business friendly policy-making and low levels of red tape and when considering only countries with small populations then Estonia ranks third. More importantly, within this index it ranks as the seventh best global location for cross border trading. The business environment is supported by a simple, transparent and stable flat-rate tax system, which encourages long-term value creation. There is no tax on retained profits, no capital gains tax, no withholding tax on interest or dividends and numerous double taxation treaties, facilitating efficient flows. Corporate tax of 21% is payable only on distributed profits no other taxation occurs.

The vision was based on smart city conceptions. Two-thirds of the Ülemiste City campus development is being undertaken by Mainor Ülemiste AS. 8 CITY OF THE FUTURE Today the 36 hectares already contain m 2 of contemporary office space for 200 companies and employees. By 2025 there would be a total of m 2 in office space and m 2 for apartments as well as a sports complex, cultural centre, parks and cafes.
