2 TO: FROM: Warden David Inglis Members of the Emergency Services Committee Director of Emergency Services/Chief of EMS DATE: February 9, 2012 RE: Fleet Maintenance RECOMMENDATION That the County of Bruce continue to have its ambulance fleet serviced by Marvin Freiburger & Sons Inc. of R.R. 4, Walkerton for one year, subject to further review. BACKGROUND Marvin Freiburger & Sons Inc. of R.R. 4 Walkerton is currently the service center responsible for servicing all ambulances in the County of Bruce. Ideally, a service center responsible for servicing emergency vehicles should have the following available: A Service Inspection B Service Inspection C Service Inspection Front End Alignments Compression Testing Emission Testing Warranty Work 24/7 Road Service 24/7 Float Service Machine Shop Certified Welding Shop Fabrication Shop Hoist Lift Frame Straightening Emergency Services Fleet Maintenance

3 Marvin Freiburger & Sons Inc. of Walkerton is capable of providing all of the above services. They have consistently provided twenty-four hour emergency service, seven days a week. They have a fully equipped service van to complete emergency repairs on the spot and they do not charge for picking up and delivering ambulances from the Walkerton station. FINANCIAL/STAFFING/LEGAL/IT CONSIDERATIONS The budget estimate for vehicle maintenance in 2012 is $162,038. This includes labour, parts, collision deductible and licensing. BACKGROUND Bruce County Emergency Medical Services is hosting a Critical Incident Stress Management (CISM) course; Group Crisis Intervention level one (1) on June 4 5, 2012 facilitated by Murray N. Firth an ICISF approved CISM trainer since 1994 and past president of the Canadian Critical Incident Stress Foundation. The CISM training is a 2 day workshop (brochure attached), which is open to any professionals who wish to know more about crisis intervention strategies for responders and victims impacted by traumatic stress. This course is designed for anyone in the fields of Business & Industry Crisis Intervention, Disaster Response, Education, Emergency Services, Employee Assistance, Healthcare, Security, Mental Health, Military, Spiritual Care, and Traumatic Stress. Emergency Services workers (police, fire, and ambulance), hospital/medical personnel, mental health professionals, health care workers, occupational health nurses, Social Workers, Educational Professionals, Youth Workers, military personnel, chaplains and coroners are typical workshop participants. 7 Group Crisis Intervention Designed to present the core elements of a comprehensive, systematic and multi-component crisis intervention curriculum, the Group Crisis Intervention course will prepare participants to understand a wide range of crisis intervention services. Fundamentals of Critical Incident Stress Management (CISM) will be outlined and participants will leave with the knowledge and tools to provide several group crisis interventions, specifically demobilizations, defusings and the Critical Incident Stress Debriefing (CISD). The need for appropriate follow-up services and referrals when necessary will also be discussed. This course is designed for anyone in the fields of Business & Industry Crisis Intervention, Disaster Response, Education, Emergency Services, Employee Assistance, Healthcare, Homeland Security, Mental Health, Military, Spiritual Care, and Traumatic Stress. Program Highlights Relevant research findings Relevant recommendations for practice Incident assessment Strategic intervention planning Resistance, resilience, recovery continuum Large group crisis interventions Small group crisis interventions Adverse outcome associated with crisis intervention Reducing risks Critical Incident Stress Debriefing (CISD) Completion of Group Crisis Intervention and receipt of a certificate indicating full attendance (14 Contact Hours) qualifies as a class in ICISF s Certificate of Specialized Training Program. Who should attend? Facilitator: Murray N. Firth Murray retired after a twenty-six year career in emergency services. He held positions as a senior fire service commander and staff officer, emergency medical attendant and he worked for nearly 14 years as an air traffic controller. Murray holds an Advanced Fire Protection Technology Diploma from the Ontario Fire College, is certified by the Ministry of Health as an Emergency Medical Care Assistant (EMCA) and worked for 6 years as a paramedic in the Hamilton system. Murray has been actively involved internationally in the delivery of critical incident stress management education and services for over 20 years and was Ontario s original chair of the Ontario CISM Advisory Council and the province s only CISM Program coordinator. Other Qualifications: Masters in Public Administration Member of the International Advisory Board of the International Critical Stress Incident Stress Foundation (ICISF); National Organization for Victim Assistance (NOVA) Community Crisis Response Team Training Institute certified; Member, Canadian Traumatic Stress Network, & Association of Traumatic Stress Specialists; ICISF approved CISM trainer since 1994 Past President of the Canadian Critical Incident Stress Foundation
