(Grantee) in the amount of $151,200 for renovation/restoration work; (2) the Preservation and Restrictive Use Agreement between Hillsborough County and Tampa JCC/Federation, Inc., requiring repayment of grant funds in the event that the improved property is transferred without the County's consent within five (5) years; and (3) a Resolution allocating Historic Preservation Challenge Grant (HPCG) funds to Tampa JCC/Federation, Inc., a nonprofit corporation. Funding for the Historical Preservation Matching Fund Project is in the Adopted FY 14 - FY 19 Capital Improvement Program. These funds are administered by the Economic Development Department. The Project supports the roof repair and replacement of the building at 522 North Howard Avenue in West Tampa. Financial Impact Statement: Funding for the Agreement, in the total amount of $151,200, was approved by the Board on November 6, 2013, as part of the FY 13 round of funding for the Historical Preservation Matching Fund Project which is included in the Adopted FY 14 - FY 19 Capital Improvement Program. The Business and Support Services Department reviewed the Tampa JCC/Federation, Inc.'s application and attachments, capital funding request information form, and Agreement with respect to conformity with Policy , Capital Funding for Outside Agencies. The Grantee has provided Audited Financial Statements. The Agreement includes financial reporting requirements. (C , Historical Preservation Matching Fund Program)
2 Background: The Historic Preservation Challenge Grant (HPCG) Review Committee is comprised of nine (9) Hillsborough County (incorporated and unincorporated) citizens who have expertise in historic preservation, architecture, heritage tourism, marketing and economic development, landscape architecture, and interior design. It includes at least one resident of Temple Terrace, Plant City and Tampa. The Committee is responsible for overseeing the use of HPCG funds and making recommendations to the BOCC regarding award allocations. On November 6, 2013, the BOCC approved the HPCG Committee recommendations to award funding of $151,200 for the Project proposed by Tampa Jewish Community Council (JCC)/Federation, Inc. (Grantee) on a 1:1 match basis. The Agreement is to support the Grantee's Project for the repair and replacement of the roof of the Fort Homer W. Hesterly Armory (Armory) building. The total cost for the completion of the roof replacement is estimated to be $580,000, rounded. This is one of the initial phases of redevelopment to establish a Tampa Jewish Community Center South Campus project which will transform the Armory building and site into a community center serving the needs of the local community, particularly children, seniors, and low-income households in the Downtown and West and South Tampa neighborhoods. The total redevelopment cost for the five acre site and adaptive reuse of the historic buildings is estimated to be over $20 million. Upon completion, the complex will include a preschool, visual fine arts center, theatrical multipurpose space, community health and wellness center, event space, cafe, and fitness and aquatics centers. The final square footage of the entire project will be over 100,000 square feet of usable community space. With the additional funding of $1.7 million in FY 14 for the HPCG Program in the Adopted FY 14 - FY 19 Capital Improvement Program, the Grantee has indicated its intent to return to ask for more support for a later phase of the complex as it gets underway. The Armory, at 522 North Howard Avenue, in Tampa, Florida 33606, extends along the Armenia Street and Howard Avenue corridors. Approximately one half of the Armory site, or five acres, rounded, has been transferred to the Tampa JCC/Federation, Inc. on a 99-year ground lease. Grantee uses a postal address of 514 North Howard Avenue for the southern part of the property it leases. The Ground Lease is effective June 21, 2013, between the Tampa JCC/Federation, Inc. as the Tenant and the Armory Board of the State of Florida, as the Landlord. Dedicated on December 8, 1941, it was constructed under Franklin Delano Roosevelt's Works Progress Administration project and is a locally designated Landmark and is in the National Historic District of West Tampa. The Grantee is working to obtain the property's listing on the National Register of Historic Places. It has submitted the national register application and has received initial approval. The $151,200 award will go toward the repair and replacement of the roof of the Armory building. The total cost for the completion of the roof replacement is estimated to be $580,000, rounded, with Project close out by December 31, 2015.

4 4 BACKGROUND INFORMATION CONTINUED: Grantee must satisfy the requirements set forth in Board Policy regarding Capital Funding for Outside Agencies. Policy requires that the BOCC make an express finding, by Resolution, that capital funding requests meet the requirements for funding under the specified revenue source and that the funding serves a public purpose. The Business and Support Services Department reviewed the Grantee s application and attachments, capital funding request information form and Agreement with respect to conformity with Policy , Capital Funding for Outside Agencies. The Grant Agreement includes a condition that grant funding will be returned to Hillsborough County if the property is sold within five (5) years of award date without the County's prior written consent. This condition is enforced through the Preservation and Restricted Use Agreement with the Grantee, which will be recorded in the County's public records.
