Chem Tankers Prepare To Carry Gasoline Stolt-Nielsen and Odfjell, the two biggest chemical tanker operators, are among shipowners switching more of their vessels to carry gasoline to the U.S. to meet surging demand as the International Energy Agency releases fuel from its stockpiles. The conversions will avert a shortage of tankers to carry additional oil supplied by the agency, Jenkins said. The agency's 26 member nations plan to release 1.97 million barrels of oil a day for a 30-day period, of which 19 percent will be gasoline, the agency said. A jump in demand for tankers has pushed freight rates to near records after Hurricane Katrina disrupted production in the Gulf of Mexico, prompting oil companies and traders to move fuel across the Atlantic to profit from differences in prices between the regions. Crude oil makes up 65 percent of the agency's stockpile release, distillates such as gas oil make up 14 percent, and fuel oil makes up 2 percent, the agency said. CPA fines 35 vessels for violating maritime rules The Chittagong Port Authority (CPA) fined 35 cargo ships, oil tankers and trawlers for their alleged involvement with violating of the maritime rules. Sources said, the CPA Magistrate Mohammed Munir Chowdhury conducted a mobile court at the sea area of Chittagong Port yesterday and today and fined a total Taka 4 lakh from 3,535 cargo ships, oil tankers and trawlers under Merchant Shipping Ordinance of The CPA magistrate ordered the withdrawal MV Kafil Uddin for the sake of security of the port channel. PSi-Daily maritime press clippings Page 3 9/14/2005

And the yard will continue to improve its efficiency, as part of a strategy including investment, its boss Torben Anker Soerensen told the Jyllands-Posten newspaper, The AP Moller-Maersk yard wants to improve the use of its capacity. In June, Lindo said it was looking for 175 new staff, including 25 engineers. It has about 2,000 employees and builds boxships for Maersk Line. China will build at least 30 tankers over the next decade to ship in liquefied natural gas to feed its voracious energy appetite, according to an industry official. Although China's first ever LNG tanker will not be delivered until the end of 2007, its shipyards will be able to build more than 10 tankers annually by 2015, Yan Weiping, general manager of China LNG Shipping (Holdings) said at an industry conference Tuesday. Each will cost about US$160 million (HK$1.25 billion), he said. Beijing has decided to allow three domestic oil majors, CNOOC, PetroChina and Sinopec, to build 10 or 11 LNG terminals along the coast, with total capacity of about 30 million tonnes by The first terminal for the super- cooled, compressed natural gas will start operation in the middle of next year in Guangdong. Before the first China-made LNG ship is in use, Australia LNG, the gas provider to the Guangdong terminal, would offer tankers to meet requirements until 2007, Yan said. Boxship rates sliding downhill DESPITE the fixture of several vessels in long-term deals being recently concluded, boxship charter rates continue to head slowly downhill. According to Braemar Seascope: Some encouraging signs this week that charterers are still willing to commit to longer period fixtures have not been enough to halt the general erosion of rates in the market. A return to rate levels seen earlier in the year appears to be elusive with the slump that began during the summer continuing for the foreseeable future. Recent fixtures include the BV2200-class Pacific Senator, which has been fixed to Zim. This F Laeisz-owned 2,680 TEU ship has attained a rate of $30,500 a day for a 40-month charter commencing in October. Meanwhile, CMA CGM has fixed the Klaus E Oldendorff-owned, UCC14-class Nordsun for a two-year charter at $16,000 a day. In the feeder vessel sector, SITC Container Lines has secured the 724 TEU Sky Bright for two years at $12,000 a PSi-Daily maritime press clippings Page 9 9/14/2005

13 THE NEDLLOYD HONG KONG is expected at the CERES terminal September 16 th around 17:00 hrs AIRCRAFT / AIRPORT NEWS US offers India 8 P-3C Orion surveillance aircraft The US has offered to sell eight P-3C Orion naval reconnaissance aircraft to India and New Delhi is examining the proposal, Chief of the Naval Staff Admiral Arun Prakash said today. The US has offered to modernise eight old P-3C Orion planes and supply to India, he told reporters here. "We are examining that offer," the Naval Chief said. Admiral Prakash said India needs some maritime reconnaissance aircraft as "we lost a few and some have retired." "So, we are looking out for a replacement. This (the US offer) is one of the candidates." Russia has also offered to sell naval reconnaissance aircraft to India, said the Naval Chief who earlier inaugurated the 46th annual conference of the Indian Society of Aerospace Medicine here. Pakistan has recently taken delivery of eight P-3C Orion patrol aircraft from the US. The planes, worth up to USD 970 million, were provided free of cost. Orions, manufactured by US defence firm Lockheed Martin, are long-range maritime patrol aircraft with an endurance of 18 hours, reports said. On the Scorpene submarines deal with France, the Naval Chief said once India starts producing submarines, "our force level will be adequate to meet any threat." He said India would build six submarines at Mazgaon dock in Mumbai under license from the French. "From the date the contract is signed which should be very shortly, the first submarine should be out in five or six years," Admiral Prakash said. "After the first production of six submarines is over, we will design and produce our own submarines," he said. "We are required to have certain force level of submarines which were slowly running down because they were getting old and being decommissioned," he added. Admiral Prakash said China is helping Pakistan to build a commercial port but it's not a cause for concern for New Delhi "at this moment." Asked if he anticipated "much more than that" (Chinese going beyond helping Pakistan in port building), he said, "We are watching. We will see what happens in the future. We are prepared for any future developments. At this moment, there is no cause for concern or alarm to us." The Naval Chief said he was unaware of any move by Beijing to set up a naval intelligence unit in Pakistan or a naval base there. He said about Rs 300 crore has already been invested in designing and developing naval version of the Light Combat Aircraft. Once it receives certification, expected in 2011 or 2012, it will fly from "both of our aircraft carriers." PSi-Daily maritime press clippings Page 13 9/14/2005

14 On the seabird naval base at Karwar "INS Kadamba", he said it is one of the largest and most capable bases that India has and is meant to relieve the load from the Mumbai Port, which is very congested. "Over the years, we will shift many units from Mumbai to Karwar that includes an aircraft carrier," he said. Asked about the recent naval helicopter crash in the jungles of Belgaum, he said the inquiry is going on. He said one crewmember survived the crash, while four died. One is still missing.
