1 February 15, 2013 MEETING NOTICE NOTICE IS HEREBY GIVEN that the Madison Area Technical College District Board will meet in executive session at 3:00 p.m. on Wednesday, February 20, 2013, in Room 241, Madison Area Technical College Protective Services Center, 1701 Pearson Street, Madison, for the purpose of discussing bids related to presidential search services as authorized in Section (1) (e) and (f) of Wisconsin Statutes. 3 A meeting of the Madison Area Technical College District Board was held January 9, 2013, at Madison Area Technical College, 1701 Wright Street, Madison, Wisconsin. Board members present: Frances Huntley-Cooper Chair, Janice Bultema, Josephine Oyama-Miller, Noel Radomski, Vera Riley, Carolyn Stoner and Joel Winn. Board members excused: Jon Bales and Arlyn Halvorson. Also present: Bettsey Barhorst, President; Jon Anderson, Legal Counsel-Godfrey & Kahn; Turina Bakken, Associate Vice President-Learner Success; Aaron Burkes, Interim Vice President for Administration; Tim Casper, Assistant Vice President-Budget & Public Affairs; Keith Cornille, Vice President of Student Development; Charles McDowell, Vice President of Human Resources; Diane Walleser, Vice President of Enrollment Management; Terry Webb, Provost; and Ellen Hustad, Recording Secretary. Call to Order I The meeting was duly noticed and called to order at 5:36 p.m. Additions to or Deletions from the Agenda I B There were no additions to or deletions from the agenda. Routine Business Matters II Approval of Meeting Minutes II A There was a motion by Dr. Stoner, seconded by Dr. Riley, to approve the meeting minutes of December 12, 2012, as submitted. Motion approved. 3

4 Public Comments II B There were no public comments. New Business III Wisconsin Technical College District Boards Association Report: Paul Gabriel, Executive Director III A Mr. Gabriel congratulated Dr. Barhorst on her recent retirement announcement. Mr. Gabriel thanked the District Board for the opportunity to meet with them. Action Items III B Monitoring College Effectiveness III B 1 Board End Statement #5: Madison College proactively provides support and resources to the enhancement of collaborative community efforts to the extent resources will allow III B 1 a Dr. Barhorst stated that this was the final monitoring report in the FY series focusing on District Board End statements. Dr. Cornille presented scorecard data related to high school districts within the Madison College service area that currently offer courses in one or more Madison College subjects. Of the 40 public high school districts in the College s service area, 35 districts (87.5 percent) offered courses during whose credits could be applied toward completion of a Madison College degree or diploma. Dr. Cornille stated that it would be difficult to achieve 100 percent participation because several of the school districts are very small. However, the College is working to partner with these districts so that dual credit courses can be provided online and/or through Interactive Television. Dr. Cornille noted that many of the high school students taking these courses continue on to Madison College. Ms. Oyama-Miller requested the break-out of minority students participating in the Youth Options program. 4

5 Dr. Cornille presented scorecard data related to the number of students transferring from Madison College to four-year colleges each year, and the number of postsecondary institutions with articulation agreements that allow Madison College graduates to participate in a Bachelors degree completion option. Transfers have increased steadily from 2008 to 2012, with 3,571 Madison College students transferring to four-year colleges during The College currently has 128 program-to-program articulation agreements with 28 four-year colleges and universities. This allows students to transfer their credits earned in a technical program towards the completion of a bachelor s degree. In addition, students may transfer to hundreds of other four-year colleges using specific course-to-course and other articulation agreements. Madison College continues to be the largest transfer institution to the UW System and to UW Madison. Ms. Walleser provided the results of the most recent DaneTrak Survey, which is a telephone survey of 400 district residents in Dane County and 200 residents outside of Dane County. Each participant is asked to rate the College in eight categories. For , overall ratings showed significant improvement over The college s referendum was passed during this time, and the higher rating likely reflects a vote of confidence for the direction taken by the College. Ms. Walleser reported that a recent survey of College faculty and staff indicates that 47 percent of respondents participate in at least one community organization, and 42 percent hold leadership positions. The results indicate that Madison College employees play a significant role in a diverse array of community and professional non-profit organizations. Ms. Bultema suggested that general talking points about the College be developed for faculty and staff to use when they are out in their communities. 5

6 There was a motion by Dr. Riley, seconded by Ms. Bultema, to accept the monitoring report for Board End statement #5. Motion carried. Capital Projects Borrowing III B 2 Resolution Awarding the Sale of $10,500,000 General Obligation Promissory Notes, Series B III B 2 a Mr. Casper stated that the District Board approved the sale of $10,500,000 of General Obligation Promissory Notes on December 12, 2012, for the acquisition of movable equipment costing $500 or more per unit or set, and for the purpose of paying the cost of building remodeling and improvement projects. Mr. Casper introduced Ms. Michele Wiberg with PMA Securities to report on the outcome of the sale. Ms. Wiberg stated that this was a highly competitive bidding process, with a total of 47 bids received from ten companies. Ms. Wiberg reviewed the results, reporting that the winning bid came from Janney Capital Markets with a final true interest cost of percent. Ms. Wiberg stated that the ratings bureaus continue to be impressed with the College s ability to hold steady in the face of the current fiscal environment, and that AAA bond ratings from both Moody s and Standard & Poor s continue to attract interest and result in competitive bidding processes. It was recommended that the District Board adopt a resolution awarding the sale to Janney Capital Markets. There was a motion by Ms. Oyama-Miller, seconded by Dr. Riley, to adopt the Resolution Awarding the Sale of $10,500,000 General Obligation Promissory Notes, Series B. Motion carried. Facilities Proposed Capital Remodeling Backfill Projects III B 3 Mr. Casper stated that four construction projects were identified for funding as part of the College s capital projects planning process: 6

7 1. Truax Campus: 3 rd Floor Science Lab Remodeling (vacated Health Education offices); 2. Truax Campus: 2 nd Floor Active Learning Classrooms (vacated Library); 3. Truax Campus: 1 st Floor Room 159 Enrollment Center Remodeling; 4. Truax Campus: 2 nd Floor Testing Department Renovation and Expansion. Funding for the first two projects would come from the successful $133,770,000 referendum held in November Funding for the second two projects would be part of the College s future general capital borrowing plan. Mr. Casper reviewed the future borrowing schedule as presented at the December Board meeting. There was a motion by Dr. Stoner, seconded by Mr. Winn, to: 1. approve all four projects, 2. authorize staff to submit these projects to the Wisconsin Technical College System for approval; and 3. authorize staff to proceed with the bidding process. Motion carried. 8 There was a motion by Ms. Bultema, seconded by Dr. Stoner, to approve consent agenda items III.B.4.a. through h. as submitted. Motion carried. Information Items III C Association of Community College Trustees Policy Action Agenda for Student Success III C 1 Dr. Cornille led a discussion regarding the Association of Community College Trustees Policy Action Agenda for Student Success. This report contains strategic goals, partnerships and measures, as well as board priorities, designed to enhance student success and completion. The goal of this initiative is to encourage thoughtful discussion about student success and completion by all community college governing boards. Dr. Cornille presented information related to Madison College s progress and efforts to ensure student success and completion. Madison College currently performs above the national average related to graduation and retention rates. The College s Strategic Plan, as well as retention planning, intake model, K-12 partnerships, advisory boards, monitoring reports and other efforts reflect the College s dedication to the issues of access, success, equity and quality of education. Several state-wide initiatives also focus on student success. There was discussion regarding the College s efforts to assist school districts in preparing students for college. Smart Future Building Implementation III C 2 Mr. Burkes provided a brief report on the College s progress in implementing projects contained in the Facilities Master Plan. Construction continues to progress on schedule for the Health Education, Gateway and Ingenuity Center buildings, and the new Protective Services building opened in early January. The College continues to research options for moving the culinary program to the downtown location. 8

10 MADISON AREA TECHNICAL COLLEGE DATE: February 20, 2013 TOPIC: Monthly Financial Report as of December 31, 2012 CONTACT: Aaron Burkes, Interim Vice President for Administrative Services Ed Noehre, Chief Financial Officer/Controller ISSUE: Analysis of revenues and expenditures year-to-date and comparisons with prior year-to-date. The current fiscal year General Fund revenues are percent of the current budget. This compares to percent during the prior fiscal year. A review of the categorical revenue sources would indicate the following: A. Property taxes (Local Sources) are levied for the current fiscal year in October. Included in the revenues are dissolved TIDs, taxes from DNR lands, and net refunds for personal property. B. State sources (general state aid, interdistrict tuition supplement, and state incentive grants): The general state aid revenues to date represent five payments (75 percent) of the general state aid due the district. C. The program and material fees revenues to date represent the fees for summer school and first semester of the school year. The program fee revenues to date are percent of the budget, compared to percent for last year. The material fee revenues to date are percent of the budget, compared to percent for last year. D. Other Student Fees (graduation, nonresident tuition, Group Dynamics, and community service) are percent of the amount budgeted. Last year, revenues to date were percent. E. Accounts Receivable/Federal & Taxes -- $91,160,743: These accounts control receivables from property taxes ($91,075,998) and state and federal agencies ($84,745). Accounts Receivable/Students -- $21,116,580: This amount is composed of receivables from individual students ($23,486,555) less the allowance for doubtful accounts ($2,800,000.00); third party payers ($274,278); and other receivables, i.e., contracts, high school contracts, rental, accrued interest, and cafeteria charges ($155,747). ). The third party and student receivables would be unpaid tuition and fees for summer, first and second semesters for current and past terms. Prepaid Expenditures -- $65,231: This amount is comprised of $37,718 for employee payroll advances, and $27,513 in prepaid postage and deposits. Madison College agrees to pay for airfare and ICISP placement fees related to this exchange. Exchange partners assume the costs for food and lodging of their guests for the duration of the exchange. This results in a cost effective way to enhance faculty international development and encourage lasting peer-to-peer partnerships among exchange participants.
