4 4319 January 14, 2015 Routine Business Matters II Approval of Meeting Minutes II A There was a motion by Mr. Hasler, seconded by Mr. Guttenberg, to approve the meeting minutes of December 10, 2014, as submitted. New Business III Communications III A Board Chair s Report III A 1 Future Meeting & Event Schedule III A 1 a Dr. Stoner reported on recent activities and reviewed the schedule for upcoming meetings and College events. Student Liaison Report III A 2 Ms. Hawkins did not have any student news to report. College/Campus Announcements III A 3 Ms. Ahedo and Ms. Bakke reported on activities and initiatives occurring at regional campuses. Mr. Webb thanked members of the Board for attending the Convocation opening session on Tuesday morning. Dr. Cornille reported that spring enrollments are down by about two percent from the same time last year, but that enrollments are still occurring. Mr. McDowell reported that the classification study is in the process of being finalized and the consultant s recommendations are expected within two weeks. President s Report III A 4 Action item III.C.1. was moved up on the agenda without objection. 4

5 4320 January 14, 2015 Consideration of Approval of Tentative Agreement with Madison Area Technical College Part-Time Faculty Union (Local 6100, AFT-Wisconsin, AFT, AFL-CIO) III C 1 Dr. Daniels reported that a tentative agreement was reached with the Part-Time Faculty Union Local 6100, and recognized Mr. Webb, Mr. McDowell and union leadership for their commitment to the process. Dr. Daniels invited comments from Part-Time Faculty Union President Mike Kent. Mr. Kent thanked the Board for the opportunity to speak and encouraged them to read the tentative agreement. Mr. Kent stated that part-time faculty were satisfied with the outcome and that the tentative agreement addressed several years of missed opportunities. Mr. Kent stated that the union membership appreciates the positive change in culture at the college, especially the improved relationship between administration and the union. As a result, part-time faculty feel more respected and valued than in the past. Mr. Kent encouraged the Board to approve the tentative agreement. There was a motion by Mr. Hasler, seconded by Mr. Halvorson, to approve the tentative agreement with the Part-Time Faculty Union Local 6100, AFT-Wisconsin, AFT, AFL-CIO. Motion approved. Dr. Daniels recognized Ms. Patricia Svendsen for her assistance in the president s office. Ms. Svendsen s retirement is effective February 12, Ms. Judith Castro-Romaker will assume the duties of Executive Assistant on January 26, Dr. Daniels introduced Mr. Webb to present monitoring information related to Board End statements (Student Transfer) and (Lifelong Learning Adults). Mr. Webb presented data showing the annual earnings for bachelor s and associate degree holders in the United States, both of which earn more than the median income in the country. General productivity has grown more significantly in states where there is greater 5

6 4321 January 14, 2015 growth in educational attainment, with Wisconsin ranking 24 th in the nation. Currently, 54 percent of job postings within the Madison College District require a bachelor s degree or higher, while only 32 percent of adults in the District meet this requirement. Wisconsin s Department of Workforce Development reports that currently, 36 percent of Wisconsin residents over the age of 25 have an associate s degree or higher. It is predicted that 41 percent of all new and replacement Wisconsin jobs in the year 2030 will require a bachelor s degree or higher. This data demonstrates that the need for transfer programs will continue to grow to assist students in achieving a four-year degree. Mr. Webb shared the percentage of diverse Madison College students transferring to the University of Wisconsin system. Over 26 percent of all graduates transfer to the University of Wisconsin-Madison. Once entering the UW system, 80 percent of Madison College graduates are retained for the second year. Ms. Huntley-Cooper asked if international students are able to transfer their Madison College credits to colleges in their home country. Mr. Webb stated that this can depend on several variables, including the transfer concept being unheard of in many countries. Mr. Webb stated that the college has established transfer agreements with many out-of-state institutions. Mr. Hasler expressed concern that some students transfer to for-profit or proprietary institutions, and asked if the College attempts to guide these students to less costly options. Mr. Webb responded that the College generally establishes transfer agreements with any institutions who are accredited, and this would include for-profit colleges. From 2010 to 2014, enrollments in Adult Basic Education, General Education Diploma (GED) and other similar programs have decreased significantly while enrollments in Adult Secondary Education courses have increased. This was an intentional shift as the College 6

7 4322 January 14, 2015 increased its focus on developmental courses. The creation of bridge courses has assisted the College in being ranked the highest in the state for successfully transitioning students from developmental to college courses. For non-credit, continuing education enrollments, the College is focusing on vocationaloccupational and adult avocational (self-enrichment) courses. Strategies include a focus on skillbuilding and professional development. Digital badges have been established in several of the College s healthcare and technology programs. Students achieve these badges online as they master skills and concepts within their courses. Revenues from Adult Continuing Education courses have steadily increased over the past several years. Ms. Huntley-Cooper asked how the College might help high school students who are interested in entrepreneurial opportunities. Dr. Cornille described how the College is connecting with high school students. Mr. Guttenberg stated that his school district appreciates these partnership efforts and the outreach being done by the College. Dr. Daniels stated that he envisioned a fully functioning transfer center at Madison College in the future. Dr. Daniels introduced Mr. Qader to give an update on the launch of Workday. Mr. Qader reported that the human resource and payroll software successfully went live on January 1, 2015, providing significant new functionality for users. The finance module is scheduled to go live on July 1, Information Item III B FY Budget Forecast III B 1 Dr. Daniels introduced Mr. Casper to share the FY budget forecast. Mr. Casper presented future revenue projections, estimated FY expenditures, and the general fund balance for the current fiscal year. Projections indicate an estimated deficit of $5.4 to $8.7 7

8 4323 January 14, 2015 million in the FY budget. Future decision points as the budget is developed include Madison metro campus leases and the completion of 2010 referendum projects. Pressure points include implementation of WorkDay as well as other software and maintenance costs. Mr. Casper stated that the proposed FY budget will be presented to the District Board on April 8, 2015, for approval to go to public hearing on May 13, The budget is scheduled to be presented for Board approval on June 10, Action Items III C Capital Projects Borrowing III C 2 Resolution Awarding the Sale of $8,500,000 General Obligation Promissory Notes, Series B III C 2 a On December 10, 2014, the District Board authorized the sale of $8,500,000 of General Obligation Promissory Notes for the acquisition of movable equipment costing $500 or more per unit or set, and for the public purpose of paying the cost of constructing building additions or enlargements. Mr. Casper reported that the Notes were offered for public sale and the College continues to main AAA bond ratings from Moody s and Standard & Poor s. Mr. Casper introduced Ms. Michele Wiberg with PMA Securities to report on the outcome of the sale. Ms. Wiberg reported that a competitive bidding process occurred, with a total of 45 bids submitted from nine companies. Ms. Wiberg reviewed the results, reporting that the winning bid came from Janney Montgomery Scott with a final true interest cost of 1.62 percent. Ms. Wiberg noted that the competitive bidding process and low interest rates continue to be a testament to the College s strong financial condition. Ms. Wiberg recommended that the District Board adopt a resolution awarding the sale to Janney Montgomery Scott. There was a motion by Mr. Pfaff, seconded by Mr. Winn, to adopt the Resolution Awarding the Sale of $8,500,000 General Obligation Promissory Notes, Series b. Motion approved. 8

10 DATE: February 11, 2015 MADISON AREA TECHNICAL COLLEGE TOPIC: ISSUE: Purchase of Land for a new Emergency Vehicle Operator s Course In the June 2010 Facilities Master Plan, the College identified a need for an emergency vehicle operator s course (EVOC), for the protective services programs. These needs were also identified as priority projects in the 2010 Referendum. The College initially purchased an 80-acre site in the Town of Westport for development of the EVOC facility but subsequently determined that the cost to develop the site was prohibitively high. That property was sold at a profit in December The College has carefully studied several alternative sites that can be costeffectively developed to meet the programmatic needs of the protective services programs. Preliminary feasibility analyses indicate one site in particular is best suited to meet the college s needs within available funding parameters. This site is located at W2140 Krause Road in Columbia County, and is more commonly known as the Columbus 151 Speedway. The property contains approximately 40 acres and is situated approximately 18 miles northeast of the Truax Campus. The site is well-suited for driver training and already has significant and usable improvements, including paved access, utilities, buildings, and asphalt and concrete driving surfaces. The College has entered into a contract to purchase the property for $530,000, subject to various approvals and other contingencies. In addition, the College anticipates less than $100,000 in expenses for preliminary due diligence services such as an appraisal, environmental assessments and various other nominal real estate services. The proposed source of funding for the purchase of the property and all preliminary due diligence services is from remaining Referendum funds that have been budgeted for this purpose. ACTION: 1. Approve the purchase of approximately 40 acres of land and improvements located at W2140 Krause Road in Columbia County contingent upon approval of the Wisconsin Technical College System Board. 2. Authorize staff to submit a request to the Wisconsin Technical College System Board for approval to purchase this land. 3. Authorize staff to identify this project in the Three Year Facilities Plan. 10

11 MADISON AREA TECHNICAL COLLEGE DATE: February 11, 2015 TOPIC: ISSUE: Truax Campus Backfill Remodel Projects A remodeling project has been identified for funding as part of the capital projects planning process. The College has determined this project should take place in FY This project has been developed in synchronization with the comprehensive College-wide Master Planning project. The backfill project includes: 1. Relocation of College and Career Transitions office from 1 st floor to 3 rd floor to make way for the remodel work adjacent to the new culinary project, 2. Relocation of the Grants office from 2 nd floor to 3 rd floor to allow for Technology Services (TS) expansion, 3. Relocation and consolidation of the School of Online and Accelerated Learning (SOAL) from leased space in the TEC3 building to vacant space on the 2 nd floor adjacent to the offices of the Center for Excellence in Teaching and Learning (CETL), 4. Consolidation of TS presentation lab and CETL training room to a 3 rd floor shared technology intensive meeting room, 5. Consolidation of the office of Interest Based Problem Solving (IBPS) to the 3 rd floor near the existing IBPS meeting room, and 6. Relocation of two existing large 1st floor meeting rooms to vacant 3 rd floor health science lab space to allow for the 1 st floor student services remodel project adjacent to the culinary lab project expansion. These backfill remodel projects comprise 14,000 square feet in parts of the B & C blocks on floors 1, 2, and 3 at Truax Campus. Significant portions of the backfill area are vacant due to health and information technology students being moved to the new Health Education Building. Much of the vacant Truax health space is filled with original science cabinets, sinks, special electrical connections, and old equipment from the original 1980 s building construction. These renovations will allow for updated and efficient space to support improved office and learning environments. 11

12 These proposed remodeling projects will: 1. Provide adequate office, meeting, and lab space, 2. Allow for the integration of new active learning instructional models, 3. Allow for use of simulation and other new innovations within the industry, 4. Provide training to meet community needs, 5. Improve staff working conditions, 6. Allow for shared uses and flexibility, and 7. Make more efficient use of existing space. The cost for this remodel project will not exceed $1,500,000. This includes a 10 percent contingency and all related soft costs (general contractor fees and design fees, permits, etc.). If approved, construction would have an approximate start date of May 2015, with an approximate project completion date in August ACTION: 1. Approve the Truax Campus backfill remodel projects. 2. Authorize staff to have detailed construction drawings and specifications prepared and proceed with the bidding process. 3. Authorize staff to submit this request to the Wisconsin Technical College System for Board approval. 4. Authorize staff to identify this project in the Three-Year Facilities Plan. 12

13 MADISON AREA TECHNICAL COLLEGE DATE: February 11, 2015 TOPIC: ISSUE: Fort Atkinson Campus Secondary Data Center A construction project has been identified for funding as part of the capital projects planning process. The College has determined this project should take place in FY This project has been developed in synchronization with the comprehensive College-wide Master Planning project. This project involves the construction of a modular, secondary data center at Fort Atkinson Campus to ensure system stability for infrastructure technology systems and to reduce the risk of unanticipated system failures. Over the last 12 months, the College has experienced three system outages that required a manual recovery system. These outages took 3-5 days to recover. As equipment ages, and in the event of unforeseen events (power surges, weather/lightning, fiber outages, etc.), business and operational functions are vulnerable to outages. Creation of a secondary data center will provide failover capacity of IT services for such things as TelePresence, 911 and phones, Internet, wireless, portal, etc.; to students, faculty and staff in the event of a primary data center failure at the Truax location, and will ensure most instructional technologies remain operational. The cost for this construction project will not exceed $1,135,000. This number includes a 10 percent contingency and all related soft costs (general contractor fees and design fees, permits, etc.) If approved, construction would have an approximate start date of May 2015, with an approximate project completion date in September ACTION: 1. Approve the Fort Atkinson Campus Secondary Data Center construction project. 2. Authorize staff to have detailed construction drawings and specifications prepared and proceed with the bidding process. 3. Authorize staff to submit this request to the Wisconsin Technical College System for Board approval. 4. Authorize staff to identify this project in the Three-Year Facilities Plan. 13

14 MADISON AREA TECHNICAL COLLEGE DATE: February 11, 2015 TOPIC: ISSUE: Portage Campus Remodel Several remodel projects have been identified for funding as part of the capital projects planning process. The College has determined these projects should take place in FY These projects have been developed in synchronization with the comprehensive College-wide Master Planning project. This 2,805 square foot remodeling project would create three standard-sized rooms where two existing large rooms (102 and 103) currently exist. Significant portions of each of these rooms are taken up by equipment and furniture designed in 1977 for a vocational course use. After removing this material, three similar sized rooms can be built: one computer lab for standardized testing, one general lecture classroom, and one active learning classroom. These three rooms will result in the Portage Campus being in compliance with testing requirements, will make use of the existing space more effectively, and will expand the campus ability to support new learning environments. The cost for this remodel project will not exceed $500,000. This includes a 10 percent contingency and all related soft costs (general contractor fees and design fees, permits, etc.). If approved, construction would have an approximate start date of May 2015, with an approximate project completion date in September ACTION: 1. Approve the Portage Campus room remodel project. 2. Authorize staff to have detailed construction drawings and specifications prepared and proceed with the bidding process. 3. Authorize staff to submit this request to the Wisconsin Technical College System for Board approval. 4. Authorize staff to identify this project in the Three Year Facilities Plan. 14

15 MADISON AREA TECHNICAL COLLEGE DATE: February 11, 2015 TOPIC: General Fund Financial Report as of December 31, 2014 ISSUE: Review current year to date revenues and expenditures in the general fund. The current fiscal year general fund revenues are 53.68% of the current budget. This compares to 94.86% during the prior fiscal year. Local Sources (Tax Levy) recognizes 100% of our annual tax levy as revenue, even though a portion will be collected in the next fiscal year. Also included are the revenues from dissolved TIDs, taxes from DNR lands, and net refunds for personal property. Tax Levy revenues to date are % of budget, compared to % last year. State Sources includes general state aid, performance based funding and property tax relief aid. Also included are interdistrict tuition supplement, state incentive grants, exempt computer state aid, aid in lieu of property taxes, and the WI GI bill remission aid. The State Aid revenues received to date are 13.70% of budget, compared to 71.23% last year. The lower percentage collected in the current fiscal year is due to timing issues related to the property tax relief aid, which is new for fiscal year The property tax relief portion is budgeted to be $60.4 million or 82% of the entire State Aid revenue and will be received around the same time as the second tax levy payment, in February, As this new state aid revenue source represents such a large portion of the total State Aid, the percentage of the total received will be lower than the previous year until the property tax relief aid is collected. Program and Material Fees revenues represent the fees for summer school, and the first and second semesters of the current school year. The program fee revenues to date are 94.73% of budget, compared to 94.18% last year. The material fee revenues to date are % of budget, compared to % last year. Material fees increased in the current year due the change in the base fee from $4.00 to $4.50 per credit. Other Student Fees include graduation, nonresident tuition, Group Dynamics, and community service classes. Revenues to date are 89.18% of the amount budgeted. Last year, revenues to date were 87.94%. Institutional Sources include contracts, interest income, rental and royalty income, along with miscellaneous revenues. The revenues to date are 50.75% of the budget compared to 41.56% of the budget in prior year. The increase is primarily related to facilities rental income from new rental lease with Upper Iowa University. Federal Sources consist of cost reimbursements on federal grants and administration for student financial assistance. Current year revenues are 25.59% of the budget, compared to 36.08% last year. The lower 15

16 percentage is attributed to a large contract that ended related to billing of Indirect Federal Costs. Transfers from Reserves are related to Post Employment Sick Pay reserve for $280,000 and Technology Operations for Maintenance and Licensing Fees designation for $2,661,200. Other Sources include transfers in from other funds to the general fund. The functional expenditure classifications are defined by NACUBO s Financial Accounting and Reporting Manual for Higher Education. Total expenditures as of December 31, 2014, are 44.34% of budget, compared to 45.83% on December 31, Instructional includes expenditures for all activities that are part of the College s instructional programs. Current year Instruction expenditures are 41.60% of budget, compared to 42.82% last year. Instructional Resources includes all expenditures incurred to provide support for instruction, such as library and academic administration and support. This year s Instructional Resources expenditures are 39.26% of the budget, versus 40.86% last year. Student Services includes expenditures incurred for admissions, registrar, and other activities that contribute to students emotional and physical well-being, such as counseling, student aid administration, and intercollegiate athletics. Student Services expenditures are 41.52% of the current year s budget, compared to 41.82% last year. General Institutional includes expenditures for centralized activities that manage planning for the entire institution, such as the President s Office, human resources, and financial operations. General Institutional expenditures equal 49.30% of budget, compared to 56.99% last year. The expenditures are mainly down in salaries/wages. Physical Plant includes expenditures for the administration, supervision, maintenance, and protection of the institution s physical plant. This includes items such as janitorial services, care of grounds, maintenance and operation of buildings and security. Physical Plant expenditures equal 63.10% of budget, compared to 62.18% last year. Public Service includes expenditures for activities established for noninstructional services, such as the athletic director s office. The current year s expenditures are 51.44% of budget, compared to 48.92% last year. Other Uses are transfers out of the general fund to other college funds. ACTION: Accept report and place on file. 16

A Request for Proposal for Miscellaneous Architecture, Engineering, & Environmental Services to be provided on an "as needed basis" was sent to prospective vendors and advertised according to policy. All proposals received were categorized by discipline and evaluated by a Madison College selection committee.
