2 This document presents the 6 challenges defined in the International Request for Ideas BCN OPEN CHALLENGE. 3 LOT1: CHALLENGE 1: REDUCING BICYCLE THEFTS IN THE CITY To encourage more bicycle use in the city, Barcelona is looking for a bike parking system that enhances the security of private cycles. The City of Barcelona continues to make an important commitment towards the use of bicycles as a sustainable and safe means of transport. In 2012 there were 97km of cycle paths in the city and the network is continually being extended and improved. Over 126,000 trips are made daily by bicycle in Barcelona with two thirds of those being taken on private bikes. Barcelona currently has over 22,000 parking spaces for cycles distributed in 2,500 installations across the city. However, growing these figures further is hindered by the security of bicycles in the city. Measures have been taken to tackle bicycle thefts including a citywide registration system accessed by the local police to help with returning stolen bicycles. Some local retailers are also offering customers a combined cycle registration and insurance system which covers public liability and third party incidents. However, the schemes are not having the necessary impact and bicycle security continues to be an issue in the city. Barcelona is looking for a bicycle parking system to roll out across the city to provide cyclists with a secure option when leaving their bikes. The system should be user-friendly and robustly link owners directly with their bicycle as well as integrate additional elements to incentivise cyclists to use the service. These may include insurance against theft, bicycle registration, partnerships with local retail outlets or other innovations. As in most urban contexts, public space is limited. Designs involving overground, underground or multilevel solutions will be considered. The ideal solution will use public space rationally and offer a compact solution optimising the restricted space available. The winning solution must offer a sustainable business model. The system should be modular and easily scalable so that it can adapt to the needs of different neighbourhoods. The implementation of the service will take place progressively but the winning solution will need to implement at a significant scale from the beginning to incentivise use. Barcelona s vision is to continually improve the safety and security offered to bicycle users in the city. The winning solution will enhance the services offered to cyclists and so encourage more private bicycle usage and support the city s drive towards increasingly sustainable innercity transport. 4 LOT2: CHALLENGE 2: EMPOWERING SUPPORT SYSTEMS TO REDUCE SOCIAL ISOLATION Barcelona is looking to support families and healthcare professionals in the care of senior citizens to reduce isolation and loneliness. Recent studies show the devastating effects of loneliness on health and the quality of life. Emotional isolation has been proved as high a risk factor for mortality as smoking. As isolation increases in Barcelona and across Europe, the elderly are increasingly vulnerable. Loneliness reduces their quality of life and directly affects their health and ability to remain independent. People with a strong support network remain healthier and independent for longer, which has a positive effect on local communities and the wider society in general. In Barcelona, there are currently 338,000 people over 65 years old, a third of whom are over 80. By 2040, 1 in 4 people in the city will be over 65 years old. The City of Barcelona presently serves 19,000 users with regular visits from social workers as well as offering a teleservice project that responds to emergencies for 60,000 people. Two other programmes engage the community in detecting cases of social isolation (Radars) and in relieving the burden of caregivers (Respir). The aim of the challenge is to deliver a technology platform that can promote coordinated networks to strengthen the relationships between those supporting isolated and housebound senior citizens. The platform will create synergies between formal and informal stakeholders the care sector (professionals) and the informal sector (family, friends, neighbours and volunteers). This will allow different stakeholders to communicate, participate and respond to alerts and the needs indicated by the isolated person, the caregivers or the professionals. This will break down barriers and improve the ability of the individual support systems to provide better care and reduce social isolation. The winning solution will preferably offer an open-source platform as it is essential that new layers of services can be added at later stages in a dynamic framework adaptable to future needs. A solution with a sustainable business model will be a benefit. The functionalities of the digital platform should include: communication service by , video and/or voice all stakeholders should be connected and in permanent dialogue social media features with photograph and video storage to help promote socialisation a shared calendar to support daily activities and manage healthcare appointments; alert system encrypted safe storage of important documents and personal data this must support the security and privacy of personal data at all times health monitoring features provision of advice and training on use Enhancing communication and empowering families and professional caregivers in an efficient and inclusive way transforms lives. Barcelona is committed to promoting and enabling quality of life among its citizens as well as building the support structures for a better future.

5 LOT 3: CHALLENGE 3: MONITORING PEDESTRIAN FLOWS IN THE CITY Real-time data on people distribution throughout the city enhances the management of Barcelona s public spaces. The management of traffic and pedestrian flows is a challenge shared by all major cities, and Barcelona is no exception. Knowing the real-time distribution of people in the open spaces of a city allows for the flow management to be improved, which makes a city a much more agile, safer, and more pleasant to live or work in, or to visit. This challenge aims to make planning and flow management in Barcelona more efficient and coordinated across agencies. The city is very proud of the many public activities it organises throughout the urban area. The Institute of Culture of the City Council of Barcelona (ICUB) is responsible for promoting and facilitating cultural activities, boosting the activities of the non-profit sector, promoting cultural and leisure activities in the city and organising popular events in public spaces. Barcelona s success as a tourist destination also means that large numbers of people (more than 25 million visited in 2012) are often concentrated at the same points of interest which adds to the complex management of the day-to-day usability of areas of the city. The city is particularly interested in solutions for open-air public spaces for example, Parc del Forum, Parc de la Ciutadella, Castell de Montjuïc, Plaça Sant Jaume and Plaça dels Angels where major cultural events take place on a regular basis throughout the year. Barcelona is looking for a real-time monitoring system for open spaces to measure capacity and pedestrian flows, identify hot spots and improve the operation and design of flow management around the city. The system should be able to calculate as accurately as possible the number of people that there are in a particular area at any one time. Solutions will need advanced- and location-analytics software based on historic data and real-time input. Proposed solutions should utilise and be compatible with the 440 antennas distributed across 70% of the city which support the public Wifi network. Some of these locations have thermal cameras installed at access points but their cost and maintenance make them difficult to roll out and they have proved inflexible and limited as a resource. In the main, flow management is currently mainly based on visual estimates which are often inaccurate. The winning proposal should include: additional compatible with existing Wifi antennae, where necessary server and licences to collect and process data business intelligence software the necessary indictors plus real-time and comparative reports defining and applying the algorithms and correlations necessary for the indicators the capability to run and maintain the proposed solution compatibility and interoperability with other information systems in the city, which means that it should have an API to access data.

6 By solving this challenge the City of Barcelona will be able to better plan and manage public events and people flows in the city to the benefit of both residents and visitors.

7 LOT 4: CHALLENGE 4: TOOLS FOR DIGITISATION OF MUSEUM AND ARCHIVE COLLECTIONS Digitisation of Barcelona s rich archives of books, manuscripts, photographs and other documents will enable this unique record of Catalan culture to be better shared with citizens. The archives and museums of the Institute of Culture of Barcelona have large amounts of documents (including pre-19th century books, manuscripts, incunabula (books printed ), archive collections and documents, post-19th century books, photographs, glass plates, slides and negatives, and plant collections) that make up the historical memory of the city, its citizens, and its relationship with the rest of the world. It is a unique collection of great value and major importance mostly awaiting digitatisation that needs to be preserved and opened up to citizens. Currently, the different archives and museum content of the Institute of Culture of Barcelona are being digitised in small quantities according to the operative and budgetary capacity of each case. With limited resources for the large collection in need of digitisation, the winning solution will provide technology that can deliver this process to the highest international standard, but also quickly and in an agile way. Barcelona is looking for a solution that can digitise 320,000 pages from books and documents from different historical and photographic archives and museum libraries during The technological and logistical solution that Barcelona is looking for will be capable of digitising large volumes of a variety of documents, optimising costs, providing quality to the process and ensuring a return on investment for the citizens. The technological solution should fulfil the following conditions for digitisation: Allowing each institution to work in situ to reduce the insurance and transport costs. Allowing the treatment of collections of diverse nature, format and characteristics (manuscripts, books, posters, photographic negatives, etc.). Optimising the cost and quality of the digitisation to create copies of the original material suitable for their preservation, broadcast and. Optimising the processes of digitisation to create digital copies in the shortest possible time. Contemplating the creation of a high security deposit that allows the management of large amounts of data and the subsequent transfer of the digital copies to the repositories of the Institute of Culture. Adding the overall basic metadata (technical characteristics, name of documentary, etc.) linked to the resulting archives so as to ensure that they are correctly classified. Defining the strategies for the digital preservation of the digital copies. Ensuring the creation of the technical documentation of all the processes and actions involved. Having the mechanisms that ensure the possibility of making adjustments that are defined during the process of digitisation (rotations, cutting, correction of levels, filters, etc.) in an agile way. Technologies that provide digitisation for the specific needs of certain kinds of documents will be considered.

8 The digitisation of this collection will open up the city s heritage to the world and enable citizens to actively engage with this unique resource in many ways. Only with the digital transformation of this documentation is it possible to understand the culture of Barcelona to its full extent and to explain the city as the centuries-old Catalan cultural capital and receiver of European culture to the present day. 9 LOT 5: CHALLENGE 5: AUTOMATIC DETECTION AND ALERTS OF DAMAGED ROAD SURFACES Responsive, efficient road-surface management is essential for ensuring a citizen- and commerce-friendly city. The correct maintenance of the over 20Mm2 of road and pavement surfaces in Barcelona is vital for the economy and liveability of the city. It is essential for the maintenance process to be as efficient and timely as possible to detect where intervention is necessary and to ensure the smooth day-to-day running of the city. The aim of this challenge is to find a solution that can gather data and analyse the 11Mm2 of asphalt paving surfaces road, cycle and pedestrian across the whole city. The priority is the road surfaces, but the solution would ideally cover all areas. Currently the system involves people-intensive data collection by the maintenance contractor coupled with a little-used online portal for residents to report road problems but Barcelona is looking for more efficient, more accurate systems where a solution is delivered more speedily. The quality of road surface maintenance in Barcelona is very high. It currently costs the city around 18 /m2 for road and pavement maintenance. The winning solution will innovate by its precision and the level of detail that it can detect. Solutions will need to identify road damage smaller than 20x20x3cm as the technology currently in place can detect cracks of 20x2cm. Proposals that include the ability to analyse below the road surface to identify developing problems are also very welcome. Solutions will be judged on their speed in capturing and validating data; the timeframe needed to map the entire city; and, the inclusion or not of an efficient alert system. Priority will be given to sophisticated solutions that can also identify deterioration and understand current conditions based on a comparison of current and historic data. Implementation of the winning solution should take place within 3 to 6 months of the winner being announced. Proposals are welcome that include an innovative business model potentially maximising the data collected. In the future, there might also be possibilities to expand the services offered to include maintenance.

10 LOT6: CHALLENGE 6: EMPOWERING LOCAL RETAIL THROUGH TECHNOLOGY Improving the competitiveness of small local retail businesses by increasing their online visibility. Local retail is a key element for the City of Barcelona, fundamental in terms of employment, GDP, and as a model of coexistence and urban structure. The definition includes small food shops, household goods and clothes stores and other local retailers in any district in the city as well as larger businesses on the main streets of each neighbourhood. The weight of this commerce in Barcelona is far higher than in other cities where large commercial centres have grown over many years. The consumer crisis and new consumer habits mean that this sector has been suffering in recent years and many small shops have closed down, which has the secondary effect of blighting the urban landscape. Currently, these small, local retailers take very little advantage of the benefits of ICT and there are various obstacles to their uptake. The strengths that local shops have to offer variety, convenience, quality customer service and expert advice - are not necessarily key to internet shopping. Additionally, smaller businesses often don t have the margin needed for discounts (coupons, aggregated purchasing, etc.) or the turnover or logistical infrastructure to offer online sales. Technological knowledge and internet-use are usually lower than for customers and premises in large retail centres. Barcelona is currently running the programme Obert al Futur (Open to the Future) which provides specialist training to small shop owners. It includes options on business strategy and management, ICT knowledge and use of Social Media. The aim of this challenge is to discover innovative solutions to improve the competitiveness of small, local retail with technology. These solutions should include measures to increase footfall, expenditure and loyalty, plus the ability to attract tourists. Facilitating a significant increase in the visibility of local retail outlets on the internet is a priority as well improving their presence on the main search engines, social networks, and other applications used by consumers when searching for establishments. The winning solution will ideally include a broad strategy of implementation and development rather than one technological solution alone so that it has a real impact for small retail outlets and their local communities. The winning solution should also be easily scalable. The initial stage of implementation might be limited to one neighbourhood or shopping area, but the aim is to scale up to other commercial districts across Barcelona to support and strengthen the city s unique model of local commerce based on proximity, professionalism, dynamism and innovation.
