1 KILDRUM COMMUNITY COUNCIL MEETING OF 28TH OCTOBER 2015 'Y' CENTRE ROOM, AFTON ROAD, KILDRUM. COMMITTEE MEETING 6.30pm. A. Eight newly appointed Community Councillors met with Mr Andrew Rose, Chief Committee Services Manager N.L.C., to elect new Office Bearers for the new term of Kildrum Community Council B. Mr Rose conducted the first part of the meeting. Adam Smith proposed that all (existing) former office bearers should be invited to remain in office, in their respective existing positions. These members agreed and Mr Rose agreed so it was recorded that, by general acclaim, the Office Bearers for the new session of Kildrum Community be:chair Council, will Bill Dempsey Vice Chair John Millar Secretary Josephine Lewis Treasurer Hugh Johnston Other positions can be created to suit needs. Mr Rose accepted a copy of the signed constitution; signed by Bill Dempsey and Gerry Docherty. Bill Dempsey took the chair for the rest of the meeting and thanked Mr Rose for his involvement and guidance. Mr Rose left the meeting. C. meeting:chair Since the last had been on holiday. John Millar had been on walkabout survey to record areas of Kildrum requiring upgrade or repair. Adam Smith had procured documents outlining possible NLC cutbacks, planning proposals for Burns Road, Tarbolton improvements, etc. Josephine, Bill and John had examined dilapidated fencing, broken bollards and 'heaving' retaining walls at Lochlea Road and the Health Centre. Gerry Docherty had witnessed the closure of the Red Comyn. D. Treasurer report from Hugh Johnston:Bank Cash E. Correspondence:Various political communications were received. Various letters from NLC, re community elections and planning proposals, were received.
2 F. A.O.C.B: Many items as recorded for the OPEN meeting following. G. Next Meeting: Agreed for 25th November 2015.
3 KILDRUM COMMUNITY COUNCIL MINUTES of Open Meeting held on Wednesday 2811 October 2015 at 7pm. 'Y' Centre Room, Afton Road, Kildrum. PRESENT:Commitee 1. Members:Bill Dempsey (Chair), John Millar ('Vice Chair), Hugh Johnston (Treasurer), Josephine Lewis (Secretary), Gerry Docherty, Elizabeth Whitelaw, Stephen Carlaw, Adam Smith. Mr Andrew Rose, NLC, Chief Committee Services Manager, attended the committee meeting held immediately previous to conduct the election of the above office bearers. Members of the Public: As attendance sheet. Councillor: Tom Johnston. Police: WPS S Barrie and WPC L Anderson. 2. APOLOGIES: Joan Findlay, Linda O'Halloran, Mary McArthur. 3. MINUTES: Minutes of 300, September were read and agreed. Proposed for adoption by Adam Smith and Seconded by John Millar. 4. WELCOME: Chair welcomed everyone. Councillor Johnston was warmly welcomed, after a period of illness, with everyone's best wishes for a full and speedy recovery. 5. MATTERS ARISING: a. New appointed:mr Committee Stephen Carlaw Mr William Dempsey Mr Gerard Docherty Ms Joan Findlay Mr Hugh Johnston Ms Josephine Lewis Mr John Millar Mr Denis Peter Mulholland Ms Janet Mulholland Ms Linda O'Halloran Mr Adam Smith Ms Elizabeth Simpson Law Whitelaw. Chair Treasurer Secretary Vice Chair Ms Mary McArthur will be coopted at the next meeting. b. Old Nursery Site plans now approved, start on site early c. Red Comyn Now closed. Community Council will be vigilant to ensure building is
4 maintained until start of any works. Application for shop licence to sell alcohol has not yet been made. Difficulty in selling to prospective shop owners has been rumoured. 6. TREASURER: Hugh Johnston reported. At this time Money in Bank was Money in hand was f Some bills and running expenses were paid. 7. CORRESPONDENCE: Some letters from NLC regarding Community Council elections received. Some political communications received. Public consultation for Ward boundaries received. Planning decision on Old Nursery Site received. Letters from NLC regarding Old Nursery Site received. Minutes of Meetings of NLC received. Appropriate replies were made: all correspondence is available for public scrutiny. 8. POLICE: The two Police Officers made their report. 97 Calls. 23 Crime reports. 3 Drug offences (cannabis). 5 Cases of vandalism. 2 House breakins. 4 Thefts 6 Breaches of the peace. 1 Drink drive incident. There were floor:i. no serious gang fights or violence. Some concerns were voiced from the ii. iii. iv. Cumbemauld House Park had some disturbance with 'View Point' feature destroyed. Drinking at Cottage Theatre environs was noisy and excessive. Congregations of youths at shop (29 Clouden). Loiterers at Clouden Road. The Police took note! They were already aware of some concerns. The two Officers advised on other police matters. Chair thanked them for their input and continued protection. 9. COUNCILLOR: Councillor Tom Johnston reported on some of his activities. 1) Lochlea Traffic some extra road markings being provided. 2) Nursery Site layout, roofs, etc. had all been discussed. 3) Theatre despite difficulties the scheme will go ahead. 4) NL to receive money from Scottish Government. 5) A 15% cut for leisure & recreation is proposed. Councillor Johnston advised on other problems.
5 10. A.O.C.B. discussed:a. Items of concern were Cars parked at High School Run alert police. b. Cars parked at Oasis Chip Shop alert police. c. Cottage Theatre New Theatre will be built. d. National Cross Country Run next year. e. Garages at Castle View demolition soon. f. Tarbolton Road improvement garages to be demolished. g. Extra lights at Lochlea Road. h. Fence at Health Centre to be repaired or removed. i. Bollard at Health Centre to be repaired or removed. j. Retaining wall at Afton Road reported and being repaired. attention:a. Ongoing problems requiring Play Area Upgrade press for action with Councillors backing. b. Dilapidated Area identify and demand remedy. c. Shops appearance all shops require regular upkeep. d. 18c Lochlea Road press for programme. e. Parking Press for remedy. f. House numbering identify and complain. g. Private dilapidations investigate local regeneration jobs funding, Councillor Johnston will help. Martin Dixon, contact. h. The meeting was pleased to view Planning Application Drawings of housing scheme to replace point blocks at Burns Road. i. It was noted that children in new houses at Burns Road will be school zoned to Ravenswood Primary.
