Coroner s conclusion It makes sense that police should treat oncoming vehicles as potentially driven by a person with poor driving ability...

9 Drivers are unsupervised. If left to themselves, the majority of people will find ways around the rules and regulations to benefit themselves. But: Majority of people will also respond positively to a reasonable request.
