City of London Building Division This is the 23rd bulletin provided by the City of London Building Division for the licensed plumbers and drainlayers of London. The intent of this bulletin is to keep the industry abreast of the changes in the Ontario Building Code as well as the City of London's policies, and to receive feedback from you regarding questions or concerns about your trade. We want to encourage a better line of communication between our Building Division staff and the plumbing industry. To do this, we will keep you informed of changes in the Building Code, City by:laws, common inspection problems, acceptance of new material and Building Division changes. 2 PLUMBNG NSPECTON CONCERNS & CLARFCATONS Grease lnterceptor in a Building Draining lnto a Septic System lf a restaurant discharges into a leaching bed system, a grease interceptor shall have a 60 second drain down time and conform to sentences (4) & (8) (): Where all kitchen waste water from a restaurant has passed through an operating grease intercçptor, it may discharge to a leaching bed system provided the sewage system has been designed in accordance with good engineering practice (8): The interceptor required in Sentence (4) shall have a minimum flow rate as required by Sentence (8) using a 60 second drain down time. Air Admittance Valves Air Admittance Valves (1) Air admittance valves shall only be used to vent, (a) fixtures in buildings undergoing renovation, and (b) installations where connection to a vent may not be practical. Air admittance valves can only be used if both conditions above (a & b) exist. Air admittance valves can be used for fixtures only and cannot be used for appliances such as grease interceptors, sewage ejectors or any pumped waste such as waste from a saniplus unit. Stainless Steel pipes in Plumbing Systems Stainless steel pipes are not currently recognized by Division B of the Building Code. The City of London may accept stainless steel pipes in both, drainage and potable water systems, provided an application is made under Alternative Solutions and grade 316 stainless steel is used in potable water systems. Deferring Plumbing lnspections lf you have scheduled a plumbing inspection and for some reason you have to cancel the inspection, please call the inspector in the morning to let him know that the inspection will not be needed. lf you cannot call a plumbing inspector to cancel or defer the inspectiori, the inspection is to be cancelled and rescheduled through the VR system at New Fees for Building Permit Applications Please note that the Building By-Law has been amended. Effective November 1't, 2012 new fees for building permits will be applicable. Visit

Washing Machines with Drip Pans lf a drip pan is installed under a washing machine it can discharge over a floor drain located in a basement. lf a floor drain is required it shall be installed as per ParlT OBC. The piping and fittings are to be installed.in,aecordance with the CAN/CSA standard they were tested to. PEX Piping to Hot Water Tanks (as per Toronto Plumbing Advisory Gommittee) The Plumbing Advisory Committee of Toronto area held a discussion about PEX piping being directly connected to the hot water tanks. The Building Code is silent on this requirement. Normally, manufacturers require that PEX p pe be kept 18" away from the H\[rf. While most PEX manufacturers require that the p pe not be connected directly to the HWT, the manufacturer's specification should be consulted. 4 Water Distribution Pipe Serving a Trap Seal Primer (as per Toronto Plumbing Advisory Committee) The Plumbing Advisory Committee of Toronto area held a discussion about requirements for a backflow prevention device on a water distribution pipe connected to a solenoid valve (controlled by a timer) serving a trap seal primer. lt was agreed that an AVB backflow preventer is required on the downstream side of the solenoid valve or a RP backflow preventer on the upstream side of the solenoid valve. Service Water Heating in Public Facilities Article 12.3:4.6. is about energy efficiency requirements in service water heating. Sentence (6) of this article reads: "ln a washroom located in a public facility, a device shall be provided to control the maximum temperature of water delivered from a lavatory faucets to not more than 43'C" Sump Pit Govers (as per Toronto Plumbing Advisory Gommittee) A:,Sentence (16) OBC requires that "Sump pit covers shall be sealed". This code requirement is enforced by building inspectors, so you may want to consult with a building inspector for clarifications. Spatial Separation ( ) (as per Toronto Plumbing Advisory Committee) The Committee agreed that requirements of Article OBC apply to pipes located. outside the building. The practice of the Committee members is to apply this requirement up to the interior faces of the foundation wall, at which point the water service p pe is considered to be inside the building. Backwater Valves ( ) (as per Toronto Plumbing Advisory Committee) Q: ls a backwater valve permitted to be installed in nonresidential buildings? A: Article does not prohibit this, however, the wording of this article is somewhat confusing. The Committee is working on a new code change proposal.
