2 The following agenda items were addressed: Opening Comments: None Decision on 10/17/2013 General Session Minutes Jamie Patterson (CEC) moved for approval of the October 17, 2013 meeting minutes which was seconded by Landis Marttila (IBEW 1245) and the minutes were duly approved. Decision on Membership Renewals Four (4) TMCC voting member positions were open for renewal, three (3) were associated with PTO s membership and one (1) was associated with labor representation. Steve Rutty, Acting Chairperson, introduced the candidates stating their qualifications to be considered for the vacant positions. The candidates are: Steven Powell (TBC), Tom Wright (PG&E), Landis Marttila (IBEW 1245), and Michael Palusso (SCE). Mr. Patterson (CEC) motioned for approval of the candidates which was seconded by Tibor Foki (IBEW 47). Motion Passed. Share recent experiences involving NERC Reliability Standards and compliance processing Mr. Palusso initiated a discussion on the recent approval of NERC Standard PRC which requires Transmission Owners to document and implement programs for the maintenance of all Protection Systems affecting the reliability of the BES. Mr. Palusso stated SCE has implanted practices and processes to be compliant and indicated SCE s Maintenance Practices are also in line with PRC The practices are time-based and not conditional based. Cory Mitsui (SDGE) and Tom Wright (PGE) also indicated their practices were also time based method for maintenance of facilities covered under PRC Mr. Palusso stated PRC-005-3, Protection System and Automatic Reclosing Maintenance, will be voted on soon. Briefing on General Orders 165 and 174 Ryan Yamamoto (CPUC) stated starting in February the CPUC will conduct twice the number of substation and transmission audits this year. The CPUC will be adding two new IOUs (NV Energy and Bear Valley Electric Service) and the large municipalities (IID, LADWP, and SMUD) to their audit schedule. Mr. Yamamoto stated SCE will be hosting a substation inspection best practices workshop the week of January 23, 2014 in Pomona, CA. All interested TMCC members were asked to submit contact information to Mr. Winters. NERC CIP Reliability Standards (Version 5) subject to future enforcement are the following: CIP Cyber Security Security Management Controls CIP Cyber Security Personnel and Training CIP Cyber Security Electronic Security Perimeter(s) CIP Cyber Security Physical Security of BES Cyber Systems CIP Cyber Security Systems Security Management CIP Cyber Security Incident Reporting and Response Planning CIP Cyber Security Recovery Plans for BES Cyber Systems CIP Cyber Security Configuration Change Management and Vulnerability Assessments CIP Cyber Security Information Protection Mr. Winter and Mr. Mitsui indicated SDG&E would like to develop a peer workgroup on a continual basis to discuss, share experiences and develop processes for the CIP Version 5 Reliability Standards. Mr. Rutty indicated the ISO would be willing to host meetings at the ISO facility after the TMCC meetings. All TMCC members supported Mr. Rutty s offer. Page 3 of 5

Protection (CIP) Rodney Winter (SDG&E) indicated SDG&E is hosting a conference call on January 28, 2014 and a peer workshop on February 24, 2014 to discuss and develop processes to prepare for the

4 Briefing on major grid events Jack Vranish (PacifiCorp) indicated Peak Reliability (formerly WECC RC) coordinated with PacifiCorp Operations, during the next-day study process, to shed load pre-contingency to protect against low voltage on a section of their system in Idaho for an N-1 contingency because of a scheduled outage. Mr. Vranish indicated PacifiCorp has never done this in the past, but with the revised WECC RC System Operating Limit (SOL) Methodology the RC is taking a more active role in the operations next-day study process to determine impacts to the BES.Mr. Vranish indicated PacifiCorp will have to study and plan their maintenance activities to be in compliant with the current WECC RC SOL Methodology. Mr. Vranish stated approximately 50,000 customers were affected by the pre-contingency mitigation. Tom Wright (PG&E) indicated the incident at PG&E s Metcalf substation is still under investigation by the appropriate authorities. Discussion on incorporation of Availability metrics into maintenance programs Cori Mitsui (SDG&E) opened a discussion on how the PTOs are incorporating the Availability metrics into their maintenance programs. Mr. Mitsui indicated the Availability metrics are a good tool to determine reliability. Mr. Palusso indicated he uses the pivot charts, which are developed from the detailed outage data used to develop the Availability metrics, to determine problem areas. Mr. Palusso will then contact the respective business unit responsible for the area to discuss mitigation measures. Discussion and decision on Availability Metric streamline modification Duke Luu (ISO) presented on the proposed Availability Metric Streamline Modification. Over the last year (2013), in an effort to reduce workload, a subcommittee of the TMCC has been working to develop a more streamlined method to compile outage data used in the annual availability performance monitoring system. The availability performance monitoring system is a key element of the ISO transmission maintenance standards. Based on the subcommittee s recommendation, the ISO prepared and disbursed preliminary results to PG&E, SCE, & SDG&E that reflected the new streamlined process. Early indications show the new streamline method will result in a significant time and resource savings for the PTO s and ISO. No changes will be required to Appendix C of the Transmission Control Agreement and minimal changes will be required to the ISO Maintenance Procedures 2 and 5 to align with the new methodology. The proposed schedule for implementation is as follows: Update Procedure 5 by January 24, 2014 Update Procedure 2 by February 28, 2014 ISO will compile forced outage data and develop control charts using the SLIC database for 2003 to 2013 outages and provide to PTO by February 28, 2013 Page 4 of 5

5 PTO to develop and submit Availability Report to ISO by April 1, 2014 Mr. Palusso stated SCE support the proposed changes since it would reduce workload. David Gregory (PG&E) stated there was another method to determine availability using SGS Statistical Services. Mr. Gregory stated he would present the SGS method at the next TMCC meeting. Mr. Palusso motioned to approve the new streamline method and implementation schedule which was seconded by Mr. Marttila. The TMCC members approved the new streamline method and implementation schedule. New Business Issues and Future Agenda Items: The next regular quarterly TMCC meeting at the ISO Headquarters on 250 Outcropping Way in Folsom, California is scheduled for April 17, 2014 from 10:00 a.m. to 2:00 p.m. Discussion on CIP PG&E to provide a presentation on SGS Statistical method of determining availability. Share recent experiences involving NERC Reliability Standards and compliance processing Briefing on General Orders 165 and 176 SCE to provide a presentation on animal contact mitigation TMCC MEMBER ACTION ITEMS ISO will draft the minutes for this meeting and post as a document for the April 17, 2014 TMCC meeting; ISO will disburse Availability Metric streamline modification presentation; ISO will disburse TMCC sign in sheet; and ISO will post the minutes approved for the October 17, 2013 TMCC meetings on the ISO website; Mr. Patterson motioned to adjourn the meeting and Tibor Foki (IBEW 47) seconded the motion.
