III-1 COMPETITION ANNOUNCEMENT FOR ADMISSION TO THE FIRST CYCLE DEGREE (LAUREA) COURSES IN BIOTECHNOLOGY (CLASS L-2) MEDICAL BIOTECHNOLOGY (CLASS L 2) ACADEMIC YEAR THE RECTOR HAVING REGARD TO Law no. 264 of regulating access to university courses; HAVING REGARD TO Ministerial Decree no. 270 of 22 October 2004, Amendments to the regulations on the didactic autonomy of universities (Modifiche al regolamento recante norme concernenti l'autonomia didattica degli atenei) approved with Decree of the Minister for Universities and Scientific and Technological Research no. 509 of 3 November 1999 ; HAVING REGARD TO The decision of the Academic boards of the University regarding access to university courses; DECREES the announcement of a competition for admission to the degree courses in Biotechnology (class L-2) and Medical Biotechnology (class L-2) for the academic year 2015/2016. Art. 1 - Admission requirements A diploma attesting to upper-secondary level education is required for admission to the exam. Educational qualifications gained abroad are recognized as valid if they have been gained after at least 12 years of schooling. Where a schooling system envisages 11 or 10 years of schooling, the qualification is valid if combined with having spent one or two years at a university and with having passed all relevant exams throughout the period of attendance. A post-secondary qualification from a non-university institute of higher education will be accepted as an alternative to the years spent at a university. Additional information on the validity of foreign qualifications for gaining access to university can be found in the ministerial provisions issued each year, published on the website of the Italian Ministry of Education, Universities and Research at EU and non-eu citizens in possession of qualifications gained abroad and a permit to stay in Italy issued in accordance with art. 26 of Law no. 189 of 30 July 2002 have access to university education under the same conditions as Italian students. 1

2 Citizens of Norway, Iceland, Liechtenstein, Switzerland, the Republic of San Marino, refugees and the beneficiaries of subsidiary protection, staff working in foreign diplomatic missions and in international bodies with offices in Italy, accredited by the Italian State or the Holy See, as well as their dependent family members (spouses and children only) are considered equivalent to EU citizens. Art. 2 - Number of places available The number of places available for the first year is determined as follows: Degree course in Biotechnology: 230 places Degree course in Medical Biotechnology: 100 places The following number of places have been reserved for non-eu candidates residing abroad: 8 places for Biotechnology and 5 places for Medical Biotechnology. Non-EU candidates residing abroad are required to sit and pass a test of proficiency in the Italian language, as set out in the ministerial provisions published at Art. 3 - Exam registration procedure and deadline All candidates are required to apply online between 15 July 2015 and 31 August 2015 at midday, at the very latest. All candidates are required to apply online, according to the following procedure: 1. Register on the University portal through the page: (operation not necessary for those already registered on the portal or in possession of university log-in details); 2. Access the online admission services using own log-in details: ; During the application process, the candidate must select both degree courses in order of preference. 3. Pay the fee of in one of the following ways: using the MAV (notice of payment) form generated at the end of the online registration procedure; by credit card (until 5 days before the deadline for applications). Payment must be made by the deadline for registration at the very latest, on pain of exclusion. A receipt (application for admission) is issued at the end of the online registration procedure, which must be shown to the examining board on the day of the exam. The receipt is the only document accepted as proof of enrolment for the admission exam. Any candidate who provides false details will be excluded from the final ranking list. Candidates with academic qualifications gained abroad must upload their qualification and, if they already have it, the "dichiarazione di valore in loco" issued by the Italian diplomatic office in the country where the qualification was obtained, indicating the minimum and maximum grades in the grade system applied. 2

3 Besides applying online to the University, non-eu candidates residing abroad must also present an application for pre-enrolment to the Italian diplomatic office in their country of origin, in compliance with the procedures and the deadlines for university enrolment for foreign students provided for by the law in force, published on the website of the Italian Ministry of Education, Universities and Research (MIUR) at Art. 4 - Disabled candidates In order to ensure equal opportunities during the exam, candidates with disabilities who require extra time and/or specific aids must apply to the Segreteria Studenti of Scienze agrarie e alimentari, Scienze del Farmaco, Medicina Veterinaria (Via Celoria 22), or by fax to , by 31 August 2015, including certification issued by the competent local healthcare structure, in accordance with law no. 104/92 as subsequently amended. Art. 5 - Candidates with SLD Candidates with a diagnosis of specific learning disabilities (s.l.d.) under law no. 170 of 2010 are granted 30% more time than that set for the other candidates. The board can also consent to the use of compensatory tools that, considering the type of test to be taken and the type and degree of the candidate s disability, are necessary to ensure equal opportunities during the exam. To be allowed to use the above-mentioned measures, candidates with s.l.d. must apply to the Segreteria Studenti of Scienze agrarie e alimentari, Scienze del Farmaco, Medicina Veterinaria (Via Celoria 22), or by fax to , by 31 August 2015, including appropriate certification issued not more than three years previously by the National Health Service or accredited specialists or facilities. Art. 6 Students from other courses or other Universities and graduates Students already enrolled on one of the Biotechnology degree courses at the University of Milan are exempt from the admission exam. Students enrolled on other courses at the University of Milan, at another University and graduates are, however, required to sit the admission exam and, if from another University, must, by 31 August 2015 provide self-certification of the exams taken, with grades and credits, in order to allow the relevant academic board to verify their studies in good time to allow their admission to a year other than the first year. The documentation must be delivered to the Segreteria Studenti of Scienze agrarie e alimentari, Scienze del Farmaco, Medicina Veterinaria (Via Celoria 22) for students wishing to register for the Biotechnology degree course and to the Segreteria Studenti of Medicina e Chirurgia (Via Santa Sofia 9/1) for those students wishing to register for the Medical Biotechnology degree course. With regard to the Degree in Medical Biotechnology, students transferring from other courses at the University or from other Universities may be admitted to years other than the first year provided that they have obtained at least 20 credits in their previous degree course, deemed valid by the Board of Lecturers, for the purpose of recognition of previous studies. 3

4 Art. 7 - Admission exam schedule and procedure The admission exam will take place on 14 September 2015 at the Teaching Sector in Via Celoria 20 (entrances at Via Celoria 26 and Via Golgi 19). Candidates must arrive at 9.00a.m. bearing the proof of identity indicated in the enrolment phase (the document must be currently valid). When the candidates identity has been checked the exam will start and will last 90 minutes. The admission exam will be followed by an obligatory test to check knowledge of the English language, which will not be assessed for the purpose of forming the ranking list for admission to the courses. This test will last 45 minutes. During the exam candidates cannot leave the room, use handwritten notes, texts of any kind, calculators or anything else specified before the start of the exam. The board and the supervisory staff will supervise observance of the above-mentioned rules and have the right to adopt the necessary measures resulting from their non-observance. For any matters not covered in this announcement, the provisions on the conduct of public competitions apply. Art. 8 - Examining board The examining board is appointed by Rector s Decree. During the exam the board will be assisted by teaching and administrative staff, who will be responsible for supervising and identifying the candidates. Art. 9 - Examination programme and assessment criteria For access to the degree courses in Biotechnology and Medical Biotechnology, the exam is set by the University and and is the same for the two degree courses. The exam consists of a multiple choice questionnaire aimed at ascertaining candidates knowledge of and skills in Logic, Fundamentals of Mathematics, Understanding of Scientific Texts and General Culture. Points are assigned as follows: Correct answer: 1 point No answer, crossed out or illegible answer: 0 points Wrong answer: minus 0.25 points. The ranking list in order of merit will be based on the following criteria: a) score obtained from the sum of the correct answers; b) in the event of two or more candidates with the same point score, priority will be given to the candidate with the highest score in Understanding of Scientific Texts; c) in the event of two or more further candidates with the same point score, priority will be given to the candidate with the highest score in General Culture; 4

5 d) in the event of two or more further candidates with the same point score, priority will be given to the school leaving examination result. Non-EU candidates residing abroad who do not have a permit to stay in Italy will be placed in separate ranking lists to fill the reserved places as specified under art. 2. The English language test will serve only for guidance and will have the exclusive aim of identifying students level of language knowledge in order to permit functional organization of the English language courses provided, in line with the objectives set according to the descriptors of the Common European Framework of Reference for Languages. Art. 10 Registration and ranking lists 10.1 Ranking lists and registration of winners The ranking list will be published on the University s website: - Servizi online SIFA Graduatorie ammissione corsi di laurea ( from 17 September Publication of the ranking lists of the degree programmes constitutes official communication to the candidates. 6 10.4 Reassignment of places The number of places, if any, left vacant after the deadline described in 10.3 will be notified at - Servizi online SIFA Graduatorie ammissione corsi di laurea ( as from 9 October All candidates who passed the admission exam can register, irrespective of their position in the ranking list, until all places are assigned, up until 15 October Candidates with qualifications gained abroad Candidates with qualifications gained abroad who registered online as indicated above must deliver the following documentation (show original and lodge photocopy) to the Ufficio studenti internazionali Via Santa Sofia 9/1, Milan - by the deadlines indicated above: Upper high school leaving certificate, translated into Italian, legalized by the authorities in the country where the qualification was issued and carrying a Declaration of Value; Certificate of enrolment at university with a list of the exams taken, or certificate of post-secondary education obtained in a non-university higher education Institute if the local education system provides less than 12 years of schooling; Certificate of academic eligibility if provided for in the country of origin; Copy of valid permit to stay (only for non-eu citizens). Verification of the validity of qualifications gained abroad is conducted on presentation of the official documents. Until then, candidates are admitted to the programme conditionally and may be excluded from the ranking list if they prove not to have the necessary qualifications.
