The only official and legally binding source is the original Italian announcement available on the website: INTERNATIONAL PHD COURSE IN FUSION SCIENCE AND ENGINEERING in agreement with UNIVERSITÀ DEGLI STUDI DI NAPOLI FEDERICO II and INSTITUTO SUPERIOR TÉCNICO UNIVERSIDADE DE LISBOA SELECTION ANNOUNCEMENT 30 th CYCLE Deadline: 29 th September 2014 Art. 1 PURPOSE For the 2014/2015 academic year 30 th Cycle the University of Padova publishes the Selection Announcement for admission to the PhD Course in Fusion science and engineering (hereunder called Selection Announcement) in agreement with Università degli Studi di Napoli Federico II and Instituto Superior Técnico Universidade De Lisboa. In accordance with Art. 2, Paragraph 2, letter a) and Art. 4 Paragraph 2 of Ministerial Decree DM no. 45 of 2013, individual agreements detail the relationship, contributions and responsibilities of the Parties, the organisation of the course, financial management and teaching resources made available at each Institution for every course. The PhD Course table (Appendix 1) specifies the fields of research, plus candidate selection criteria and methods so that a ranking may be drawn up. The table also includes the number of funded and unfunded places available, which will be awarded in accordance with the PhD Course ranking. The number of available places may be increased should funds be provided by public or private bodies This Selection Announcement is the equivalent of being notified to all effects and purposes. Applicants will not receive any correspondence at their home or domicile address. 2 Art. 2 ADMISSION REQUIREMENTS The Selection Announcement is open to all applicants with the qualifications listed hereunder, irrespective of their age and citizenship: Diploma di Laurea (vecchio ordinamento) Laurea Specialistica/Magistrale (nuovo ordinamento); A second-cycle academic qualification awarded by one of the Italian Ministry of Education s AFAM institutions (Higher Training in Art and Music); An academic qualification issued by a foreign university and recognized as equivalent by Italy s academic authorities, including qualifications awarded under inter-university cooperation and mobility agreements. Any foreign qualifications obtained must be of at least four years and lead to a PhD Course in the country from which it was obtained. All applicants are admitted to the selection procedure with reserve. The University may exclude applicants at any time on the grounds of non-eligibility by reasoned order. Applicants will be informed of their exclusion via registered letter with receipt. Admission of graduands Applicants waiting to be awarded a qualification may also apply provided they have their qualification no later than 31st October 2014, if not their admission will be forfeited. These candidates will be admitted on condition (sub condicione) and they will have to submit by 7 November 2014 all the relevant documentation for the awarding of their qualification. The relevant documentation must be sent by fax to 049/ or submitted in person at Servizio Formazione alla Ricerca, via del Risorgimento, 9 Padova. Self-certifications (or certifications, in case of Non- EU applicants) should state the name of the awarding University, award date, grade and type of qualification (vecchio ordinamento, specialistica/magistrale) with a copy of a valid identity document. Candidates must present the necessary documentation within the stipulated deadline. Candidates who are not in possession of the entry requirements by the selection announcement deadline must indicate in the application form the date by which they expect to have obtained the qualification. Admission of applicants with foreign qualifications Candidates who have a foreign degree, provided it is a four-year degree and leads to a PhD in the country in which it was obtained, may still apply with reserve. Eligibility will be ascertained by the course s Selection Committee. Applicants with a foreign qualification not yet adjudged to be the equivalent of an Italian qualification by Italy s academic authorities must submit the documents listed hereunder to the Servizio Formazione alla Ricerca in Via 8 Febbraio n Padova no later than the Selection Announcement deadline. Evaluation by the course s Selection Committee is valid for the sole purpose of admission to the selection procedure. Applicants must send: 1 a copy of the degree certificate (with the Dichiarazione di valore where available); 2 a complete academic transcript including a list of the examinations and grades; 3 any other documentation that may help to evaluate the qualification (e.g. Diploma Supplement, European-format Curriculum Vitae); 4 a translation of documents attached in Italian or English under the applicant s own liability. EU citizens must submit self-certifications in accordance with Italian Presidential Decree DPR no. 445 of 28 December 2000 and Law no. 183 of 12 November
3 The submission of the above-mentioned documents shall not replace the application form, which must be submitted in accordance with Art. 3. Art. 3 APPLICATION Applications for the selection procedure must fill in the provided form, they must print, sign and send or hand it in together with any qualifications required to the address specified in the PhD Course table under the heading Address for the submission of the application form and the qualifications by the Selection Announcement deadline. The date of the postmark will not be accepted as an evidence of meeting the application deadline. The documents listed hereunder must be attached to the application form: - original or authenticated copies of the qualifications if the selection announcement envisages the presentation of qualifications. A simple copy may also be submitted (see the PhD Course table for further details) provided that students certify that it conforms to the original in their application, in accordance with current Italian legislation. - a copy of a valid form of identification. Qualifications may be collected from where they were submitted 120 days after the rankings have been published. Once this term has expired, qualifications may be collected or mailed, at the candidate s request and own expense, within 60 days. Any qualifications not collected or mailed after 60 days will be disposed of. In accordance with Italian Presidential Decree DPR no. 445 dated 28 December 2000, as amended by Art. 15, paragraph 1 of Law no. 183 dated 12 November 2011, Italian and EU citizens are only required to present a Statutory Declaration for the following statuses and Public Administration certificates envisaged by this Selection Announcement and by the Appendices (Appendix 1): a) enrolment in professional or Public Administration registers; b) membership of professional orders; c) qualifications and examinations; d) professional qualifications, specialisation qualifications, practising licences, training courses, refresher courses or technical qualifications; e) student status. Applicants are admitted to the selection procedure with reserve and the University reserves the right to verify that applicants have provided the correct information. Checks shall be conducted in accordance with Art. 43 of DPR no. 445 dated 28 December This means that the University may exclude a candidate from the selection procedure at any time. The University shall also verify that the candidate s statutory declarations contain correct information. Anyone making false declarations shall be punished in accordance with the Italian criminal code and any special laws governing this matter. The University can verify applicants declarations at any stage of the selection process even if the latter is already underway and, with good reason, exclude any applicants who do not meet the selection process eligibility criteria. 3
4 The University declines any responsibility for lost correspondence should students provide imprecise addresses or late or no notice of change of address. The University also declines any responsibility for postal or IT errors for which it is not directly responsible. Any additional documents must be submitted by the Selection Announcement deadline. Documents submitted at a later date will not be accepted. Art. 4 INFORMATION ON RESERVED POSITIONS THAT DO NOT FIT IN AVAILABLE POSITIONS OF THIS COMPETITION In the framework of the International Cooperation agreement for a joint research doctorate in Fusion science and engineering among the Università degli Studi di Padova, Università degli Studi di Napoli Federico II and Instituto Superior Técnico Universidade de Lisboa three additional funded places are available for the PhD course in Fusion Science and Engineering. These places are funded by the Instituto Superior Técnico and they will be granted according to the selection procedure of the Instituto Superior Técnico. Moreover with a view to promote international mobility at tertiary level, the Course table indicates any places reserved for students on international mobility programmes in which the University of Padova participates (for example Erasmus Mundus Programme Action 1 and 2, Marie Curie, etc.). Places for applicants who hold a foreign citizenship, qualifications and funding from a country with which the University of Padova has an agreement (for example CAPES/CNPq - Ciencia sem Fronteiras); These palces are reserved to candidates selected through separate selection procedures Art. 5 ADMISSIONS TESTS AND PROCEDURES The candidate selection criteria and methods are specified in the Course table A score of at least 7/10 is required to pass the evaluation. Any additional grants that become available after the publication of this Selection Announcement will be announced on the website Art. 6 SELECTION COMMITTEE The Selection Committee for the admissions procedure shall be nominated by the PhD Board and appointed by the University Rector. The Selection Committee shall comprise members chosen from university professors or researchers. And it will include at least a member from the Instituto Superior Tecnico Universidade de Lisboa. Art. 7 FINAL RANKINGS AND ADMISSIONS At the end of the evaluation, the Selection Committee will draw up a provisional ranking. The Rector shall approve the selection procedure records and declare the ranking official. The ranking will be published by 17 th October 2014 via: - publication in the official University register; - publication on the University of Padova website: 4
5 The enrolment procedure and deadline will be published along with the final ranking. The publication of the enrolment deadline is the equivalent of being notified to all effects and purposes. Applicants will not receive any correspondence at their home or domicile address. It is the applicants responsibility to check dates and type of enrolment. Courses shall commence on 1st November Art. 8 STATE EMPLOYEES Public Administration (PA) employees admitted to PhD courses are entitled to apply for extraordinary study leave for the entire duration of the course. Study leave, with or without pay, shall be granted to employees who do not waiver and are enrolling for the first time on a PhD Course irrespective of the research field in accordance with Public Administration requirements as per Article 2 of Law no. 476 dated 13 August 1984 and its subsequent amendments. Art. 9 ENROLMENT Winning applicants (with or without funding) must enrol in accordance with the times and procedures published with the final ranking. Those who fail to enrol within these terms automatically waiver their place (be it funded or unfunded) which will be awarded to the next candidate in the ranking. The enrolment form must be duly signed and submitted to the Servizio Formazione alla Ricerca, along with the documents listed hereunder on plain paper: - the first-year PhD enrolment form, specifying the place chosen and preferred grant-type; - a copy of a valid form of identification; - a copy of the payment receipt (See Art. 11); - two passport-size photos. By filling in the enrolment form, winning applicants declare, inter alia, that: - they are not enrolled and will not enrol in any of the following Degree Courses: a Laurea di vecchio ordinamento, a Laurea, a Laurea Specialistica/Magistrale, an Italian Master degree, or a Dottorato di Ricerca. - if enrolled on a Laurea or Laurea Magistrale, they must declare they will obtain all credits (except those related to the final examination) by 31 October 2014; - if enrolled on a Masters degree, they will complete their studies by 31 October 2014; - they pass the pre-enrolment final examination (except for the PhD) within ninety days from commencement of the PhD. - they are not enrolled and will not enrol in a Scuola di Specializzazione. Should they have already enrolled, they shall declare that they will suspend their studies before commencing their PhD, where possible. Students in their final year of studies are expected to finish the Scuola di Specializzazione before the PhD Course commence; - they will ask the competent Course body for permission should they wish to work outside the Course. Applicants who have been awarded a grant must also declare that: - they have never been awarded other PhD grants; - they will not combine this grant with grants of any other kind, unless they have been awarded by national or international organisations and involve trips abroad as part of the Grant Holder s research; 5
6 - they acknowledge that the grant will only be assigned to applicants whose annual income, during the PhD programme, does not exceed the sum of money funded. Moreover, should a candidate s income exceed the annual grant, he/she shall inform the Academic Board at once; - they shall pay back the monthly instalments received during the year in which their income exceeded the limit. Priority-Research-Grant Holders shall declare that: - they are aware that the priority-research grant shall only be paid for the performance of research in this field and that research must be conducted in accordance with a priority-research agreement. - they are required to do the following for priority-research grants within the IDEAS programme: 1. Fill in a monthly timesheet, which must be countersigned by the Research Supervisor; 2. Write a PhD thesis on the field of research for which the grant was awarded. Foreign applicants must also attach the documents listed hereunder with their application form: 1. A copy, in Italian or English, of the foreign degree accompanied by a Dichiarazione di Valore and an academic transcript including a list of all examination marks. These documents must be translated and certified by Italian diplomatic authorities or an Italian consulate. 2. A valid residence permit or copy of the application for a residence permit (for non-eu citizens only). Art. 10 GRANTS Grants will be awarded in accordance with the PhD Course ranking. Grants will be paid solely to applicants whose annual income during their PhD does not exceed the annual amount of the grant. Should a Grant Holder s annual income exceed the annual amount of the grant, he/she will not be entitled to a grant for that year and will be required to pay back any monthly instalments that he/she may have already received. In the event of a tie, the applicants financial situation will be evaluated in accordance with ISEE or ISEEU. For unfunded places, preference shall be given to the younger candidate. In accordance with the Italian Ministerial Decree of 18 June 2008, the amount of the grant is 13, euro per annum and gross of a separate Italian social security contribution (INPS), which the Grant Holder must pay, as per Art. 2, paragraph 26 of Law no. 335 of 8 August 1995 and subsequent provisions and amendments. Grant Holders shall not combine this grant with grants of any other kind, unless they have been awarded by national or international organisations and involve trips abroad as part of the Grant Holder s research. The research grant shall be increased by 50% for any periods of research abroad. The grant commences as soon as Grant Holders start their course. Grants are paid by deferred monthly instalments. Applicants who have already benefited from a PhD grant are not eligible for another. Resources, including grants, for joint programmes (see Article 1 of this Selection Procedure) are subject to individual agreements. Benefits (regional grants for unfunded PhD students, accommodation, etc.) envisaged by Italian Prime Minister s Decree DPCM dated 9 April 2001 (Uniformità di trattamento sul diritto agli studi universitari as per Art. 4 of Law no. 390 dated 2 December 1991) will be implemented in accordance with the decisions of Veneto s regional government. 7 studenti Art. 11 ENROLMENT AND COURSE FEES In accordance with the DPCM of 9 April 2001 and with the University Board of Governors decision on 19 May 2014, the following enrolment fees are to be paid for the 2014/2015 academic year: Funded PhD students Funded PhD students are exempt from the payment of enrolment fees. Rates are as follows: First Instalment Electronic stamp duty: 16,00 Insurance: 8,50 Regional Tax: 122,00 Total: 146,50 Second Instalment Regional Tax based on the ISEE ISEE Enrolment Fees ,53 Euro 0,00 19, , ,06 Euro 20,00 39, ,07 Euro 40,00 Instalments will be paid in the following manner: the first instalment will be the same for everyone; the second instalment will vary according to the ISEE presented by the student in the month when the deadline falls July The applicable fee will be visible on the payslip made available by the Administration, even to doctoral students, on the webpage reserved for S.I.T. staff - Unfunded PhD students First Instalment Electronic stamp duty: 16,00 Insurance: 8,50 Regional Tax: 122,00 Part of Enrolment Fee: 74,00 Total: 220,50 7
8 Second instalment The second instalment comprises the enrolment fee (based on the ISEE) and the regional tax (based on the ISEE). Payment of the second instalment is to be made exclusively by a bollettino MAV (payment against notice). Any payments made by bank transfers can only be registered upon presentation of bank receipts. Students must print the second instalment s bollettino MAV by logging into their UNIWEB page at and following the links Diritto allo studio e corsi estivi Tasse An indicating the date from which students can print the instalment receipt will be sent to the university address they were given on enrolment. A reminder will still be sent prior to the payment deadline. Students shall check for payment confirmation on their webpage under the Tasse section. If the payment has not been registered on the webpage after 15 days, the receipt must be faxed to the following number: Students must pay the second instalment by the deadline: 31 July Students can ask for a reduction on their enrolment fees and regional taxes by submitting an Autocertificazione (self-certification) form that states the results of their Income Assessment (ISEE or ISEEU) by 31 March The Autocertificazione form must be filled in online at - Diritto allo Studio e corsi estivi Autocertificazione (ISEE). Once the application form has been filled in, it must be confirmed. It is not necessary to submit or send the application form. (However, students should print a copy of the application form and keep it in their own records). The enrolment fees are calculated using the following ISEE ranges: Income Assessment (ISEE) Enrolment Fees - up to 18, more than 18,000 and up to 50, more than 50, The regional tax to be paid is calculated using the following ISEE ranges: ISEE Amount ,53 Euro 0,00 19, , ,06 Euro 20,00 39, ,07 Euro 40,00 ISEE Details about the information to be included on the Autocertificazione form can be obtained from a Tax Assistance Centre (CAF) or other authorities that issue the ISEE certificate on the basis of a Dichiarazione Sostitutiva Unica. The following information is required for the Autocertificazione form and it can be obtained from the ISEE certificate: the number of family members, Indicatore della Situazione Economica (ISE - Financial Situation Index), Indicatore della Situazione Economica Equivalente (ISEE Equivalent Financial Situation Index), Indicatore della Situazione Patrimoniale (ISP Estate Situation Status) and the equivalence scale value. The income assessment will be of the year
9 Students should keep in mind that, in the following two cases, ISEE is calculated differently and ISEEU and ISPEU shall be taken into consideration: 1. The income and estate of the student s brothers and sisters are indicated at 50%; 2. Students are considered to be fiscally independent. They are considered so if: - they have resided outside the family home for at least 2 years in a property that does not belong to a family member. - they have earned an income of at least 6, per annum as an employee or similar for at least 2 years. The aforesaid income must have been declared to Italy s Inland Revenue. If the two aforementioned conditions have not been met, students are not considered to be fiscally independent. Students must allow the University of Padova to calculate the correct index: 1. Should brothers and sisters income and estate have to be calculated, go to - ISEE - Calcolo ISEE per fratelli e sorelle, fill in the required fields and copy the information into the Autocertificazione form on UNIWEB. If there are any problems with the Autocertificazione or with UNIWEB, please contact the Servizio Diritto allo Studio. 2. If students are still considered to be members of their family unit, they must go to - nucleo origine ISEE, fill in the required fields and copy the information into the Autocertificazione on UNIWEB. Alternatively they may ask the Servizio Diritto allo Studio to calculate the ISEEU, in which case they must provide their own or their family unit s ISEE certification). Students are also reminded that they are expected to inform the Servizio Diritto allo Studio of any overseas income and/or estate if the aforesaid income and estate have not been already included in the ISEE calculated by the CAF. PhD students with disabilities PhD students with a 66% to 100% disability rating will be exempted from the enrolment fee when they enrol. 10 Art. 12 DUTIES OF PHD STUDENTS Admission on the PhD Course entails full-time and exclusive research activity. PhD students must carry out their research according to the approved study plan. At the end of each year, they must submit a report on their activity and progress to the relevant PhD Course s Board. At the end of their PhD, they will also have to hand in an original PhD thesis, which will be submitted as per University regulations governing PhD Courses. The competent Board of the PhD Course will admit students to the following year on the basis of an evaluation of their work. The Academic Board may ask the Rector to exclude any student from the PhD Course by reasoned order. Art. 13 AWARDING THE DEGREE The PhD will be awarded only once the doctorand has passed the final examination. The final eamination will be conducted as an interview with the doctorand, and the subject will be the doctorand s thesis. According to the agreement with the Università degli Studi di Napoli Federico II and the Instituto Superior Técnico Universidade De Lisboa, the Evaluation Commission for the final examination is appointed by the Università degli Studi di Padova and will be formed in accordance with the national Regulations governing PhDs; it will include at least a member from the Instituto Superior Tecnico. Following a successful final examination, the Università degli Studi di Padova will award the candidate the degree of Dottore di Ricerca and the Instituto Superior Tecnico will award the degree of Doutoramento. In order to receive the double diploma enrolled students will have to submit to all Partner Universities the relevant documents according to the regulation of each partner University (e.g. thesis, diploma fee payment, record of the final exam, etc.). Each University will deliver the diploma confirming the award of the doctoral degree, issued according to the specific regulations of each partner institution. This diploma may mention the other University as partner of the joint doctorate. Together with the Doctoral diploma a joint certificate will be awarded. The joint certificate will bear the logos of each Partner Universities and it will include the signature of the Rector/President of each Partner University.
