2 Laramie County Community College Flex-Tech Level I Planning Report 1.0 EXECUTIVE SUMMARY Planning for the Laramie County Community College Flex-Tech Building has evolved within LCCC s strategic planning process. As a result, this facility has emerged as the college s number two priority project as identified in the LCCC Facilities Plan approved by the Laramie County Community College Board of Trustees on May 16, That document states the following: The greater Cheyenne area, Wyoming, and the nation are experiencing rapid growth in a number of industries that require specialized training. These include oil, gas, and other energy related fields, as well as industrial areas such as small and large engine repair, manufacturing, and heating, ventilating and air conditioning (HVAC). LCCC is uniquely positioned to provide much of that education, but its facilities have reached capacity, while those industries continue to grow. In order to provide the instruction needed to help its students find work in those industries, LCCC needs a new Flex-Tech facility. This versatile building will be comprised of classrooms, labs, and office space. The purpose of this facility is to be able to house technical training programs and be flexible in design to accommodate different programs over time, as shifts in the job marked may dictate. The building may also host non-credit programming and training classrooms. Initially this building will house the expansion of the College s Diesel program, as well as budding programs in areas of OSHA training, small engine repair, renewable energy, and industrial simulation training. This report documents the planning process necessary to establish the facility need, feasibility, requirements, and regulations affecting the success of the facility. It is a Level I study, as required by the State Capital Building Commission for requesting legislative approval for a capital project. The study provides basic information for the implementation of a subsequent Level II study. The process involved conversations with administration, faculty, staff, and program advisory groups to gather information on need and requirements. The outcome of those conversations has identified the following spatial needs for the facility: 1 P age

The various programs are described as follows: Auto Technology: include six auto lifts in a high-bay area with a dedicated classroom adjacent to the high-bay along with diagnostics area. Diesel Technology: include lifts, drive-in, drive-out capability, diagnostics area and a dedicated classroom. Welding Technology: Shall accommodate up to 20 welding booths with adequate ventilation and a dedicated classroom. Process Plant Technology: Requires a lab for training aids/equipment and a classroom. Oil/Gas Production Technology: will be shared with the Process Plant Technology program. Auto Body Repair Upholstery: Requires a lab for sewing machines, cutting tables, material storage and equipment storage area, but may reside in current space elsewhere. This will be determined in the Level II Study. OSHA Training: Requires a combined classroom-lab area to conduct all OSHA training programs. However, it may reside in the CT building using existing classroom and lab space. This will be determined in the Level II Study. Faculty Offices, Classrooms, Conference Room, Support : Faculty office space, a common area conference room, general classrooms, and support space to accommodate building infrastructure (i.e. HVAC, electrical, etc.). 2 P age
4 Laramie County Community College Flex-Tech Level I Planning Report Industry standards for educational buildings typically allow a building efficiency ratio between 50 and 75 percent. A building efficiency ratio is the Net Assignable Square Footage (NASF) divided by the Gross Square Footage (GSF). Net Assignable Square Footage: The NASF is the sum of all areas on all floors of a building either assigned to, or available for assignment to, and occupant or specific use, or necessary for the general operation of the building. Gross Square Footage: The GSF of a building is the sum of all areas on all floors included within the outside faces of exterior walls, including all vertical penetrations areas for circulation and shaft areas that connect one floor to another. It also includes a portion of any exterior covered areas. 3 P age
5 Laramie County Community College Flex-Tech Level I Planning Report 3.0 BUILDING CONTEXT 3.1 Site Analysis The October 2011 update of the Laramie County Community College Campus Master Plan places the Flex-Tech Building at the end of the campus mall just east of the Career and Technical Building. The land is a 3.9 acre parcel owned by the college that is currently undeveloped. It has a slope to the north east and is planted with dry land grasses that are maintained by LCCC Plant Operations personnel. Panoramic View Aerial View Topographic Map 4 P age
6 Laramie County Community College Flex-Tech Level I Planning Report The Master Plan identifies a new parking lot to the east of the new Flex-Tech Building, an extension of the existing north parking lot of the Career and Technical Building, as well as a new road connecting the south and north legs of the campus loop drive. Master Plan Location A site survey will be required for the design of this facility. While topography and site improvements have not changed significantly in the last several years, surface water control must be analyzed for both historic and future runoff. 3.2 Conceptual Landscape Design The conceptual landscape design for the LCCC Flex-Tech Building site is grounded in the existing context of the campus itself. The perimeter landscaping should reflect the landscaping presently in place along the campus mall with the landscaping enhancements identified in the master plan. The building will most likely have a primary main entry from the campus mall, as well as a secondary main entry on the east elevation to service a new parking lot. These entries would have generous landscaping and hardscaping amenities consistent with other main entry facilities at the campus other more recent facilities and as outlined in the Master Plan. The Master Plan identifies a terminal landscape feature at the east end of the pedestrian mall. It is recommended that the extension of the mall and the development of this terminus be constructed with the Flex-Tech facility. All pedestrian pavements shall be designed for accessibility with widths designed to LCCC standards to facilitate maintenance operations. 5 P age
7 Laramie County Community College Flex-Tech Level I Planning Report 3.3 Conceptual Architectural Design The Master Plan identifies a three-story, 54,000 square foot facility capping the east end of the campus mall. Its building massing, configuration, and orientation shall reflect the new Campus Drive Architectural Guidelines enumerated in the Master Plan. This includes building height of between two and four stories, two part massing, a varied roof profile, vertical and transparent elements at entries, and materials and colors found in the most recent buildings. Two-Part Massing Varied Roof Profile Campus Drive Architecture The interior spaces, to the extent possible, should be designed to be relatively easy to reconfigure in order to accommodate existing programs as they evolve and new technology programs as they develop. The building should be as energy conserving as possible. Natural lighting should be a high priority because of the psychological and physiological benefits. The materials of the building should be durable and require low maintenance. Public common spaces, offices, and classrooms should be warm and comfortable. Because of the nature of the functions in the building, acoustical control and separation must be considered a high priority in the design. Plan layout, circulation and detailing should take into account security requirements of the various functional areas. Safety is critical in a facility with the type of activities that will take place in this building. Prudent and thoughtful design with safety in mind should be a guiding principal. LCCC has a central heating and cooling plant that serves most of the campus through tunnels or buried piping systems. It also has a 13.8 KV underground electrical distribution system that receives power from Cheyenne Light, Fuel, and Power Company. Water mains, sanitary sewer systems and natural gas mains are available near the site as are telephone communications and data systems. Depending on the 6 P age
8 Laramie County Community College Flex-Tech Level I Planning Report exact location and configuration of the building, there may be a need to relocate existing electrical and water utilities that run through the proposed building pad location. 4.0 REGULATORY CONTEXT The entire LCCC campus is zoned as a Planned Unit Development (PUD), and as such, the zoning allows for higher education occupancies. Being a PUD, the parking, setbacks, building height, and other zoning requirements shall be as individually approved by county planning and zoning officials. 9 Laramie County Community College Flex-Tech Level I Planning Report 6.0 THE WAY FORWARD This report is a Level I study to document the feasibility of this project, and to identify the necessary requirements to meet the needs that this facility seeks to address. This is a first step in a three level process leading to the development and construction of a physical facility. The next level of planning, following State of Wyoming guidelines, is a Level II study. The Level II study will begin upon approval of this report. It will refine the program, define the extent of the design, provide a preliminary solution, and provide a more definitive cost for the project. Upon approval of the Level II study, the college will submit the study to the Wyoming Community College Commission for approval. Once funding is secured, LCCC will be able to continue with Level III planning and construction. APPENDIX A See following pages. 8 P age
