2 The National Reference Laboratory is recruiting Technical Assistant (TA) in Microbiology Unit Position: Technical Assistant (TA) in Microbiology Duration: One year renewable contract The TA in Microbiology serves under the Head of NRL Division to provide comprehensive technical, administrative and managerial advice and assistance to the National Reference Laboratory (NRL), in support of strengthening national laboratory operations and systems. Responsibilities include facilitating technical support for strengthening diagnostic capacity in bacteriology, parasitology and mycobacteriology in order to meet laboratory program goals and objectives. Collaborates with partners to establish quality management standards for medical laboratories in Rwanda and monitoring and standardize operating procedures for conducting laboratory tests used in diagnosing and monitoring of treatment in these fields. Participates in identifying training needs and assessing the effectiveness of laboratory training activities. The incumbent provides advice and technical assistance to the NRL and other partners in the development of national laboratory operating guidelines and the roadmap for upgrading laboratory services, according to the operational plan for the national laboratory network. This position is physically located at NRL. Job Responsibilities Assist the unit director to plan, oversee, manage, coordinate and provide technical support towards the fulfillment of the microbiology unit goals. Participate in the continued training of technicians at NRL and in the peripheral labs in micro bacteriology, parasitology, bacteriology and other related fields. Plans and supervises the execution of all practical activities of the unit as well as laboratory tests on samples sent from other health institutions around the country Carries out operational and fundamental research activities and assists in the coordination with other international research institutions. Provides research inputs and continuous education in laboratory management Promotes within the laboratory network the use of good laboratory practices for diagnostic tests, biosafety, SOPS, quality control and assurance Mentor NRL upcoming biomedical Scientists in the fields of research and other technical fields Execute any other activity as may be assigned by the Head of NRL Division. Required qualifications At least a Masters degree biomedical sciences, PhD preferred 4 years experience in a medical laboratory Extensive experience in microbiology program management Extensive experience in supervision of lab biotechnologists Extensive experience in developing SOPs and training manual Ability to organize and complete task Experience in training

4 The National Reference Laboratory (NRL) is recruiting East Africa Public Health Laboratory Network (EAPHLN) Project officer. Position: 1 project officer Job Responsibilities Under the direct supervision of Head of NRL Division, Director of Laboratory Network Unit and EAPHLN Focal point the Project Officer will have the following responsibilities: - Participate in the elaboration of documents relevant to the EAPHLN project - Develop and implement mechanisms for monitoring and evaluation project s activities both at national and satellites level - Organize monitoring and evaluation meetings and workshops with all TWGs; - Develop the mechanism for follow-up of regional meetings, conferences, trainings and VCs and communicate with appropriate TWGs; - Develop and implement mechanisms for monitoring and evaluation of activities of all TWGs to ensure synergy of activities between national level and satellites level; - Assess programs and needs to strengthen mechanisms for diagnosis and accurate results from satellites level; - In collaboration with NRL divisions, participate in assessment of satellite laboratories for accreditation process (elaboration of proposal, gap analysis, plan of action, operation plan, satellites laboratory plan and performance framework) by providing any technical assistance/information required for the completion of the process; - Collect the reports and ensure the implementation of recommendations from mentorship supervision from satellites laboratory and NRL divisions well summarized and presented to the technical committees meetings; - Support and establish a database of activities with NRL and satellites laboratories; - Identify criteria and indicators for monitoring and evaluation programs in collaboration with EAPHLN Focal point - Identify the impact of EAPHLN and make recommendations; - Develop and update data collection tools containing both the criteria and indicators for planning, coordination, monitoring and evaluation of programs, activities or research; - Carry out data quality activities with NRL divisions and satellites laboratories; - Exploit and analyze data and avail them to NRL in order to guide partners and policy makers; - Prepare the action plan, budget and reports on his/her activity; - Provide plans and periodic reports to the Head of NRL Division; - Perform any other duties requested by the supervisors.

7 The National Reference Laboratory (NRL) is recruiting a Laboratory Information Management System (LMIS) officer for laboratory data entry, analysis and management under contractual personnel. Job Responsibilities Ensure that all daily received samples on NRL are correctly entered into the LIS Carry out all daily data management activities for NRL reception; Manage and analyze data within the laboratory information system Develop, produce and file regular and periodic report Ensure compliance in terms of reception, data backup and storage Complete periodic back up of data in different sections of the NRL Work and report to Director of QA unit through the in charge of reception section Carry out any other assigned duty; Required qualifications A0 in Computer Science & Information Technology (CE&IT) Must have a good knowledge of ICT Recommendation from a recent employer The candidate should be able to: Oversee network and server (if appropriate) Ensuring data is backed up on a regular basis Overseeing file management on centralized resource (e.g. server) or on individual workstations Input into one-off projects such as database development Use advanced systems administration skills including backups/restores and monitoring system performance Deal with MySQL/SQL server administration and troubleshooting highly desirable and be familiar with J2SE and J2EE applications.
