3 1.0 Purpose This procedure describes the requirements for providing and managing safe worksites located near traffic. This procedure covers all Goulburn Valley Water worksites including construction worksites. NB: Specific Goulburn Valley Water administrative arrangements contained in this procedure may not apply to contractors. 2.0 References OH&S Act Definitions VicRoads Code of Practice Worksite Safety and Traffic Management. AS : 1997, Retro-reflective materials and devices for road traffic control purposes. AS 4602: High visibility safety garments. AS : Manual of uniform traffic control devices - Traffic control devices for works on roads. Short Term Works less than 1 shift. Long Term Works greater than 1 shift and where the Traffic Management Plan is expected to operate overnight. VicRoads Field Guide Field Guides for Traffic Control at Works on Roads. TMP Traffic Management Plan. 4.0 Responsibilities and Authorities 4.1 Manager Ensure all relevant staff (including those working on standby) are provided with access to VicRoads Field Guides; Ensure sufficient signs and other traffic management devices are available to carry out road works safely and, where identified by employees or H&S Reps ensure the replacement or repair of damaged / faulty signs; Ensure only trained staff members develop and implement traffic management plans; Ensure only trained staff members carry out traffic control (STOP/SLOW) duties; Identify if further VicRoads Field Guides are required other than those recommended in this procedure; Last modified: November 2012 Page 3 of 13 Reference Number: SOI-GVW-329
4 Ensure through periodic audits that TMP s are being developed and GVW s Site Safety Risk Assessment Traffic Management Section. 4.2 Supervisor / Work Coordinator Complete (or arrange for the completion) of TMP s for long term works (greater than 1 shift); Ensure through regular audits that TMP s and GVW s Site Safety Risk Assessment Traffic Management Section is completed for all short term works; Ensure records are kept of TMP s and the Site Safety Risk Assessment card is kept on the local job file (or other suitable location); Carry out periodic traffic management audits for short and long term works to verify compliance with Traffic Management Plans. Keep records of audits on the local job file (or other suitable location); Where required arrange for consent from VicRoads where specified traffic control devices are required; Ensure all signage and other traffic management equipment is in good order by arranging for periodic inspection and audit of items; Arrange with the Manager for the replacement or repair of faulty / damaged signs or other traffic management devices; and 4.3 OH&S Coordinator 4.4 HR Officer 4.5 Employee Arrange for the labelling of all signage and other traffic management devices with Goulburn Valley Water logo or name. Arrange for the review of this SOI by Director of Technical Services each 2 years, or where significant changes warrant review. Coordinate asbestos training and refresher training for all relevant employees; and Maintain records of training for individuals and update the training data base. Participate in Traffic Management and Traffic Control training, including refresher training, where required. Report faulty or defective signage and other traffic management devices to the Supervisor. Complete GVW s Site Safety Risk Assessment Traffic Management section for all short term works on or near roadways. Develop a Traffic management Plan for all short term works on or near roadways. 5 5.0 OHS Hazards and Controls 5.1 HAZARDS: see procedure 5.2 CONTROLS TO CONSIDER: see procedure 6.1 Procedure 6.1 VicRoads Field Guides (for Traffic Control at works on Roads) Employees involved in developing and implementing traffic management plans shall have access to the relevant VicRoads Field Guides for the type and scope of works being carried out. In General the following Field Guides shall be made available and kept in an appropriate location within each District: - Part 1 Short-term urban works, daytime only; - Part 2 Short-term rural works, daytime only; - Part 4 Short-term night works; - Part 8 Long term partial closures and detours on urban roads; and - Part 9 Long-term partial closures and detours on rural roads. Where the Manager has assessed a further need, the following other Field Guides should also be provided: - Mobile works; - Works on unsealed roads; - Bituminous surfacing works; and - Short-term works on freeways. Provision shall be made to ensure persons working on standby have access to VicRoads Field Guides to aid in the selection of a traffic arrangement diagram which can be used as the basis of a traffic management plan for short term works. 6.2 GVW Site safety Risk Assessment Traffic Management Section (see Appendix A) Cards shall be completed by the on-site personnel who shall have completed an approved course in Traffic Management. A copy of the Site safety Risk Assessment card shall be provided to the Work Coordinator at the conclusion for each job and kept as a record of the works. 6 6.3 Traffic Management Plans (all works) All works carried out on or near a roadway or road reserve shall only be carried out where there is a documented traffic management plan in place for the works. 6.4 Short term Works (less than 1 shift) For short term works or emergency type works (including repair to broken water mains, sewer spills etc.) a VicRoads Field Guide diagram may be used as the basis of a TMP. The relevant guide (diagram) shall either be on site or a copy of the diagram provided for the works on site. Where the Field Guide diagram does not cover the circumstances of the works adequately then any alterations or variations to the proposed Traffic Management Plan shall be recorded. Goulburn Valley Water s Site safety Risk Assessment shall be completed for all short term works on or near roadways. Site safety Risk Assessments shall be completed by the Site Supervisor who shall have completed an approved course in Traffic Management. A copy of the site safety risk assessment along with the TMP shall be provided to the Work Coordinator at the conclusion for each job and kept as a record on the works file. It is important to ensure that a copy of the relevant field guide is attached to the checklist as this verifies the method of traffic management used for the works. 6.5 Long Term Works (greater than 1 shift) A TMP shall be developed by the Work Coordinator / Supervisor for all long term works. The TMP may be developed in-house or by a contractor. Generally operators should not be involved in the development of a TMP for long term works. When developing a TMP for long term works a Work Coordinator shall refer to Part 4 of the VicRoads Code of Practice Worksite Safety-Traffic Management to identify the relevant requirement in regard to the following: - Speed limits (refer to Table 5 and 6 of the VicRoads COP); - Provision for Pedestrians and Cyclists; - Traffic Management at Night; and - Use of safety Barriers (refer to Division 2 and Table 6). 7 6.6 Traffic Management Training Traffic Management Training All employees required developing, implementing, controlling and monitor worksite traffic management plans shall complete an approved traffic management training course Traffic Control Training (STOP / SLOW) Only persons who have completed an approved course in traffic control may perform traffic control duties including the use of a STOP/ SLOW bat. Training for both Traffic Management and Traffic Control may be combined in the one course or separated into separate courses. 6.7 Consent for use of Certain Traffic Control Devices Where possible an application for authorisation /consent from VicRoads shall be obtained before the use of the following traffic control devices: - Speed restriction signs; - Stop and Give Way signs (excluding use of STOP / SLOW bat); - Traffic Control Signals; and - Stop Here on Red Signal signs. An authorisation / consent form (see Appendix B) shall be completed, where practicable, prior to the works commencing or where the works are of an emergency nature on the next working day after the conclusion of the works. Where possible any application for authorisation / consent shall also include a copy of the Traffic Management Plan. 6.8 Compliance Audit and Surveillance An audit to verify compliance with a traffic management plan shall be carried out by either the Work Coordinator or for contracted works the relevant Clerk of Works for the following works: - At least once on all works exceeding 1 weeks duration; - A sample of works with durations less than 1 week. The timing of each audit shall have regard to the nature and complexity of the works and consideration shall be given to undertaking audits for the following stages of the work: - at the start of the works; - at each major change to the TMP; - during both day and night operation (where applicable); - whenever the operation of the TMP results in significant traffic delays or disruptions; and Last modified: November 2012 Page 7 of 13 Reference Number: SOI-GVW-329
8 - at the request of the site OH&S Representative (or affected employees where no OH&S Rep exists). When carrying out the audit Goulburn Valley Water s Worksite Safety and Site safety Risk Assessment shall be reviewed and any issues noted. Records of audits shall be placed on the relevant job file. 6.9 Safety Barriers 6.10 Traffic Signage Safety barriers shall be assessed as part of a Traffic Management Plan. The relevant Manager shall ensure there is an adequate number of each type of sign available relevant for the works anticipated to be carried out. When assessing the number and type of signage required for each area standby and out of hours arrangements shall be considered to ensure that Goulburn Valley Water can safely complete the works any time without relying on hiring additional signs; Signs shall be kept in a manner and location that has suitable access. It is preferable for signs to be stored on brackets off the ground where they could be damaged; All signs or multi message plates shall be Class 1 retro-reflective as per AS ; Signs, multi message plates, their stands or frames shall be inspected and assessed each time they are returned to the depot / storage location to identify any need for replacement and or repair. Where the sign has been identified in poor condition it shall be removed from service until such time as it is repaired or replaced. A Do Not Operate sign shall be placed prominently on the signage to alert others not to use; and All signs shall be labelled on the rear of the sign with the words Property of Goulburn Valley Water or alternatively the GVW Logo. The marking must NOT be retro-reflective and the lettering shall preferably be 45 degrees from the horizontal High Visibility Clothing High Visibility clothing that meets the requirements of AS shall be worn at all times by employees and visitors at worksites located near a road. Generally this shall be in the form of a high visibility vest (Goulburn Valley Water employees) or other high visibility clothing (contractors). Where working at night retro-reflective material meeting the requirements of AS shall be provided on high visibility garments. Last modified: November 2012 Page 8 of 13 Reference Number: SOI-GVW-329
9 Where persons are working in wet conditions clothing shall be made from water proof material that matches, as near as possible, the requirements specified above for colour and retro-reflectivity. 7.0 Appendices Appendix A Site Safety Risk Assessment.
