6 MOJ Projects The MOJ is working on numerous IT projects all of which will have extensive e-justice components, such as: Attorneys General case management system Land registration National Public Defender Investigations of police officers (Internal affairs) Registrar of Patents & Designs (working with WIPO) In this presentation the focus is on two projects which use electronic signature as an enabler for e-justice service. 6

7 Electronic Signature Law Key enabler Israel enacted its Electronic Signature Law in A major source of inspiration were the provisions of Directive 1999/93/EC of the European Parliament and of the Council of 13 December 1999 on a Community framework for electronic signatures. The Certified e-signature provides high level of certainty Which is comparable to the certainty level provided by the Directive's Qualified e- signature. Accordingly, section 2 of the E-Sign law allows using this electronic signature even when there is a statutory requirement for a signature. Therefore this signature is the full substitute to the handwritten signature, except for limited uses, such as signing wills. Electronic signatures can provide a basic infrastructure which can facilitate both electronic commerce, e-government applications, and government to government applications Based on the Certification Authorities Registrar documents 7

8 Registrar of Pledges Offering the public to get digitally-signed pledge The service is based upon an "organizational certificate" that was issued by the government CA to the pledge registrar It is signing the records using an HSM (hardware security module). The signing is applied by using the "Sign and Verify" application that was developed within the e-government project of the Israeli government. The citizen receives a signed file and can verify it sender and content. 8

9 From Paper based documents to e-justice services Large portion of processes in the MOJ still involve paper In 2006 the Director General decided supported the initiative of a paperless organization, geographically independent and facing the citizen. Service Oriented Architecture (SOA) was decided upon 5 years ago One content platform Extensive scanning projects which involves electronic signature Electronically signed documents are the base for any future e-justice services 9
