1 IFB West Campus Athletic Fields Addendum ADDENDUM #2 & ACKNOWLEDGEMENT To: All Vendors Addendum #2: Section Health and Safety Requirements; Section Structure Demolition; Section Excavation, Handling and Capping of Contaminated Material This addendum is issued for the purpose of addressing the following sections: Section Health and Safety Requirements; Section Structure Demolition; Section Excavation, Handling and Capping of Contaminated Material. All other conditions of this IFB will remain in effect. 2 HEALTH AND SAFETY REQUIREMENTS SECTION SECTION HEALTH AND SAFETY REQUIREMENTS 1.1 GENERAL The purpose of this section is to establish minimum health and safety requirements for the Contractor. These requirements shall be used by the Contractor Health and Safety Officer (HSO) to assist in preparation of the Contractor Health and Safety Plan (HASP). These requirements shall not relieve any party from compliance with any applicable Federal, State, local, or other health and/or safety requirements and safe construction practices The Contractor shall prepare and implement a HASP that conforms to all applicable, Federal, State, and local regulations, but not limited to OSHA Title 29 CFR 1926, Safety and Health for Construction, and OSHA Title 29 CFR 1910, Occupational Safety and Health Standards Contractor shall provide all labor, equipment, supervision, quality control, machinery, and materials, as required to ensure that the health and safety of workers in work areas and the public in adjacent areas is maintained for the duration of the project. Health and safety controls may include, but are not limited to, engineering controls, training, medical surveillance, work area safety monitoring, personal protective equipment (PPE) and monitoring, or any other means, methods, or construction procedures, required to ensure health and safety in accordance with these Specifications and all applicable Federal, State, and local regulations. Air monitoring shall be conducted by the Contractor, or by an approved Subcontractor. All air monitoring methods and locations shall be pre-approved by the Architect/Engineer a minimum of 14 days prior to implementation. Air monitoring shall be conducted in accordance with Section 1.4 Air Monitoring Contractor shall perform operations in a prudent, safe, and professional manner. At a minimum, the Contractor s personnel and equipment shall comply with applicable Federal, State, local and installation laws, safety regulations, and procedures. The Contractor shall ensure that its employees perform all Work in a safe manner. PPE shall be provided by the Contractor and shall be appropriate to ensure safe handling of the impacted materials in accordance with applicable health and safety regulations and the HASP. 1.2 HEALTH AND SAFETY REQUIREMENTS The HASP shall address, at a minimum, the following: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) Site hazards; Description of Work; Key personnel and organizational chart; Hazard evaluation; Engineering and Work practice controls; Training; Personal protective equipment and levels of protection; Medical surveillance program; Standard operating procedures; Site control; Health and Safety Requirements Section
3 HEALTH AND SAFETY REQUIREMENTS SECTION (k) (l) Contingency measures and emergency response; and Air Monitoring Plan, including action levels for air monitoring All Contractor employees, and their chosen subcontractors, potentially coming in contact with impacted materials shall have completed OSHA hour Health and Safety Training requirements, be actively participating in a medical surveillance program, including annual medical examinations, and have current 8-hour Refresher Training. Contractor shall maintain copies of all personnel training records, including but not limited to, OHSA 40-hour training certificates, respirator fit test records, and/or fitness for duty certifications at the Site at all times. Contractor employees, their chosen subcontractors, and authorized visitors that will not be conducting Work expected to result in contact with impacted materials shall not be required to comply with the training requirements of OSHA All persons that have not completed the OSHA hour Health and Safety Training requirements shall be required to remain in non-impacted areas unless specifically authorized by the Architect/Engineer on a task-specific basis The Contractor designated HSO shall be responsible for ensuring compliance with the HASP and shall monitor the effectiveness of implemented dust, vapor, and odor controls. These responsibilities are promulgated to ensure general protection of all workers, the Architect/Engineer, Owner, and the general public. The HSO shall have received OSHA hour Supervisory Training in addition to the training requirements described in Section above All parties engaged in on-site activities must read and understand the HASP. Compliance with this requirement shall be documented and maintained on the Site by the Contractor The Architect/Engineer maintain the right to stop Work if they believe the Contractor is operating under unsafe or under-protected working conditions. Such right does not preclude nor relieve the Contractor from its duty to protect its workers, Architect/Engineer, Owner, or the public. The Contractor shall not have the right for extra claims resulting from Work stoppage by the Architect/Engineer or Owner for health and safety reasons Contractor shall maintain the following documentation on-site as required by the HASP: (a) Medical approval, fit test reports (as necessary), and training certificates; (b) Project documents (remediation plans, Work plans, drawings, specifications, etc); (c) Calibration records of monitoring and testing equipment (as applicable); (d) Material Safety Data Sheets (MSDS) for materials brought on-site; (e) Emergency contact information for all personnel; (f) Project logs (as applicable); and (g) The Site specific HASP Open fires, drugs, alcohol, smoking, firearms, and explosives are prohibited on the Site All personnel must utilize PPE during all Work activities. Proper PPE may vary depending on the job task, but may include disposable gloves, disposable rubber boots, protective suits such as Tyvek, respirators, hearing protection and high visibility vests. Minimum PPE shall be steel-toe work shoes/boots, hard hat and safety glasses Authorized visitors shall be provided with suitable protective clothing, headgear, eye protection, and footwear by the Contractor whenever they enter the Work area. No unauthorized visitors shall be allowed to enter the Work area. Health and Safety Requirements Section
4 HEALTH AND SAFETY REQUIREMENTS SECTION All personnel, including visitors, must sign in and receive a health and safety briefing from the Contractor prior to entering the Work area Contractor shall provide warning signs and barriers (i.e. tape and/or fencing) at all approaches to all Work areas. Signs shall be located at such a distance that personnel may read and take the necessary precautions required before entering the area. All Site personnel and authorized visitors shall be made aware of these warnings and barrier controls by the Contractor HSO prior to Work area access. 1.3 DECONTAMINATION Contractor shall furnish all labor, equipment and materials and perform all operations necessary to construct, operate and maintain truck/equipment and personnel cleaning and decontamination facilities Contractor is responsible for proper cleaning and decontamination of trucks, heavy machinery, and personnel Decontamination procedures and plans will be detailed in the HASP All personnel, vehicles and equipment used in exclusion zones (i.e. impacted areas) shall be decontaminated in accordance with the Contractor s HASP. These requirements shall not relieve any party from compliance with any applicable Federal, State, local or other decontamination requirements and practices All construction equipment and vehicles that enter the impacted Work zone shall be decontaminated prior to leaving the Site. This shall include, but not be limited to, truck tires, tracks and undercarriage, interior, and any portions of the equipment that could possibly contain impacted materials. The Contractor shall take responsibility of verifying that no contaminants will leave the Site, exclusive of those materials being shipped for off-site disposal. 1.4 AIR MONITORING The air monitoring program shall be implemented for the safety of on-site workers and the public in accordance with the HASP. Data obtained from the air monitoring program shall be used to determine appropriate safety and personnel protective measures to be implemented during the construction activities and to aid in implementing appropriate control measures, dust suppression activities, and/or contingency plans The Contractor shall supply all labor, equipment, supervision, materials, and quality control necessary to implement the air monitoring program in accordance with the air monitoring requirements included in Contractor s HASP. This includes both personal, work zone, and site perimeter air monitoring as necessary Monitoring by the Contractor, or an industrial health and safety company hired by the Contractor, may include, but is not limited to, real-time monitoring, obtaining air samples, analytical testing of air samples, reporting, documenting, and other activities required to comply with these Specifications and all applicable Federal, State, and local regulations Air monitoring will comply with OSHA regulations, any other Federal, State, or local regulations Specific air monitoring action levels will be established by the Contractor and detailed in the HASP. Action levels should be developed with guidance and reference to all Federal, State and local regulation including but not limited to: (a) OSHA 29 CFR (b) EPA National Ambient Air Quality Standard Health and Safety Requirements Section
5 HEALTH AND SAFETY REQUIREMENTS SECTION SUBMITTALS The HASP must be supplied to the Architect/Engineer or Owner a minimum of fourteen days prior to the initiation of on-site activities. Review of the HASP shall be made with respect to applicable Federal, State, and local health and safety regulations; however, this review shall not constitute an approval of the HASP and shall not relieve the Contractor of full responsibility for health and safety at the Site. *** END OF SECTION *** Health and Safety Requirements Section
6 STRUCTURE DEMOLITION SECTION SECTION STRUCTURE DEMOLITION 1.1 DESCRIPTION The Moore Cartridge barn/shop building located at 722 Mullica Hill Road (Block 2.02, Lot 3) has been identified for demolition as part of the Rowan University West Campus Athletic Fields Installation Project. The building had historically been used for smelting and production of bullets by Moore Cartridge. This building is a barn/shop with a partial second story on a slab foundation/crawlspace. The main building is approximately 72 feet by 45 feet with attached structural features (porches, annexes, etc.). An ACBM / Hazardous Building Material Survey of the referenced structure has been performed. The findings of the Survey are included in Supporting Documents Section. 1.2 GENERAL REQUIREMENTS General conditions and requirements detailed in the Rowan University West Campus Athletic Fields Installation Project Specifications as prepared by Taylor, Wiseman, and Taylor (TWT) are to be incorporated and followed in the execution of this Work Scope. 1.3 SCOPE OF WORK The following activities are included in the scope of work for this project: (a) Perform asbestos abatement work in accordance with the Asbestos specifications prior to demolition. See Section for the Asbestos abatement specifications. (b) Perform lead based paint abatement as needed to remove lead based paint surfaces identified based on the findings of investigations conducted to date prior to demolition. Details of the Moore Cartridge Building lead based paint inspection are included in the Supporting Documents Section. (c) Removal and appropriate management of Hazardous Building Material, debris and other waste inside the structure, including material with elevated concentrations of metals identified based on the findings of investigations conducted to date prior to demolition. Details of the Moore Cartridge Building investigation efforts and findings are included in the Site Investigation/Remedial Investigation (RI) Report and Remedial Action Workplan (RAWP) included in the Supporting Documents Section. (d) Demolition of the building described in Section 1.1 above. (e) Removal and disposal of all demolished materials, rubbish, and debris. (f) Abandonment of potable and/or production well(s). (g) Abandonment of subsurface sewage disposal system(s). 1.4 REGULATING AUTHORITIES It is the responsibility of the Contractor to comply with all Local, State, and Federal regulations as necessary to complete the successful execution of this Work Scope. Regulating authorities include but may not be limited to: (a) Harrison Township, Gloucester County, and the State of New Jersey (b) New Jersey Department of Environmental Protection (NJDEP) (c) U.S. Environmental Protection Agency (EPA) (d) Occupational Safety and Health Administration (OSHA) Structure Demolition Section
7 STRUCTURE DEMOLITION SECTION (e) U.S. Department of Transportation (DOT) (f) New Jersey State Department of Labor (NJDOL) (g) National Association of Demolition Contractors (NADC) 1.5 BUILDING DEMOLITION The Contractor shall provide all labor, equipment and materials as required for the complete demolition and removal of the subject building, including, but not limited to the following: Buildings & improvements Slabs Foundations Porches Decks Chimneys Debris Utility disconnections Adjacent Structures (garages, concrete pads, etc.) Building contents Ramps Steps Basements Above-ground and below-ground supports One (1) electrical transformer is located directly adjacent to the Moore Cartridge building. The Contractor will be responsible for the removal and disposal of the transformer and its contents in accordance Local, State and Federal regulations Demolition, removal, and disposal work shall be performed in a professional, safe, and systematic manner in compliance with the requirements of Local, State, and Federal regulations Use of explosives is strictly prohibited Burning of combustible material (including wood) is strictly prohibited Utilities : (a) The Contractor will be responsible for identification of all above and below grade utilities prior to the start of demolition activities. (b) Utilities including water, gas, electrical and/or septic utilities are likely present onsite associated with the subject buildings to be demolished. These utilities, when encountered, are to be properly removed from service in compliance with the requirements of Local, State, and Federal regulations Immediately remove all debris resulting from the demolition operations from the site. Do not store or permit to accumulate excess debris on the site Dust Control: (a) During demolition of the building(s), wet down the Work as necessary to prevent dust and dirt from rising; the Contractor shall be responsible for providing all necessary equipment and water for this purpose, at Contractor own cost and expense. The wet down process should be sufficient to suppress dust but not cause significant runoff. Structure Demolition Section
8 STRUCTURE DEMOLITION SECTION (b) Additional wetting down efforts may be associated with asbestos, hazardous building material and lead based paint abatement work as detailed in the Asbestos, Hazardous Building Material, and Lead Based Paint abatement Specifications All reasonable precautions shall be taken against fire throughout all the Contractor s operations. The amount of flammable material shall be reduced to a minimum consistent with the proper handling and storing of materials. Provisions shall be made for the extinguishing of fires, as required by the Fire Department. The Contractor shall not permit any fires to be built The Contractor shall provide all materials, labor and machinery necessary to provide sufficient guard, fences, and warning signals by day and night for the protection of workers and the public The Contractor shall keep adjacent work areas, streets and properties free of dirt, dust and debris produced by demolition at all times through routine cleaning. 1.6 PRE-DEMOLITION ACTIVITIES Submittals: (a) The Contractor shall prepare and submit a Demolition Execution Plan which includes the following components: i. Demolition Execution, Sequence, Phasing, and Schedule indicating proposed methods and sequence of operation for demolition. This should also include identification of subcontractors and disposal facilities, a discussion of material lay down and staging areas, and identification of key personnel. ii. The Demolition Execution Plan will include a Pollution Control Plan. The plan shall outline proposed methods and details for dust and noise control, asbestos and lead paint abatement, and maintaining the surrounding roads and areas in a clean condition for both demolition operations and during debris removal. iii. Asbestos, hazardous building material, and lead paint abatement details will include: Identification of NJ licensed asbestos abatement contractor, NJ certified asbestos handler, asbestos licensed/permitted waste transporter, and EPA-approved disposal facility Evidence of compliance with the provisions of OSHA29 CFR : Lead in Construction Standard Waste classification sampling plan as appropriate Additional details pursuant to the Asbestos, Hazardous Building Materials, and Lead Based Paint Specifications Permits: (b) The Demolition Execution Plan can be incorporated and submitted along with the larger Execution Plan for the Rowan University West Campus Athletic Fields Installation Project. (a) Contractor shall obtain all necessary permits and licenses for performing the Work and shall furnish a copy of same to Architect/Engineer or Owner prior to commencing the Work. The Contractor shall comply with the requirements of the permits and licensures. Structure Demolition Section
9 STRUCTURE DEMOLITION SECTION (b) If required, before starting demolition, the Contractor shall employ a certified rodent and vermin exterminator and treat the facilities in accordance with governing health laws and regulations Notifications: (a) Contractor shall issue notices to Local, State, and Federal entities as necessary pursuant to Local, State, and Federal regulations, permits, and/or licensures. (b) Contractor shall issue notices of planned demolition to companies or local authorities owning utility conduit, wires, or pipes running to or through the project site. Copies of said notices shall be submitted to the Architect/Engineer or Owner. (c) Contractor shall notify utility companies or local authorities furnishing gas, water, electrical, telephone, or sewer service to remove any equipment in the structures to be demolished and to remove, disconnect, cap, or plug their services to facilitate demolition. (d) Contractor shall complete a NJ One-Call notification and utility markout Abatement: (a) Conduct pre-demolition abatement activities pursuant to the Asbestos, Hazardous Building Material, and Lead Paint Specifications. 1.7 SITE CLEARING The Contractor is responsible for all labor, equipment, supervision, materials, and quality control necessary for Site clearing and grubbing as required to perform the Demolition Work Scope Clearing consists of cutting and disposing of all trees, brush, and above-ground vegetative growth Contractor shall limit the area of clearing and grubbing to the minimum area possible to allow for the proper execution of the Work Scope The Contractor shall verify with the Architect/Engineer that existing plant life and features designated to remain are tagged and/or are identified Contractor shall protect trees, plant growth, and features designated to remain Off-site disposal of the vegetative material is the responsibility of the Contractor. All materials shall be promptly removed and disposed of off-site 1.8 BACKFILL The contractor will be responsible for the overall site grading and elevation as outlined in Rowan University West Campus Athletic Fields Installation Project Specifications The backfilling and compaction of all voids left by demolition activities will be executed in accordance with said Specification If voids are to be left open in anticipation of future grading work, the contractor is responsible for the installation of health and safety measures adequate to protect workers and the public and comply with local, state, and federal regulations. The Architect/Engineer and Owner reserve the right to require increased measures be implemented at any time at no additional cost to the Owner. Structure Demolition Section
10 STRUCTURE DEMOLITION SECTION TRANSPORTATION AND DISPOSAL The contractor will be responsible for transportation and disposal of: (a) Construction and demolition debris associated with the subject building including but not limited to items listed in Section (b) Asbestos and lead paint waste including all waste associated with asbestos and lead paint abatement. (c) Hazardous building material waste (if generated). (d) All other wastes associated with the demolition project The Contractor will be responsible for waste classification sampling as necessary for proper characterization and disposal Contractor is responsible for the completion of manifests, waste profiles, and other waste documentation in accordance with Federal, State, and local procedures including those specified by the receiving disposal facility. All waste profiles shall be approved by the Architect/Engineer prior to submittal of the profile to the disposal facility, and a completed copy of the shipping document (without the applicable weights) shall be approved by Architect/Engineer prior to the loading and shipment of materials off-site Contractor is responsible for preparation and distribution of all forms, paperwork, taxes, tolls, and fees associated with shipping the material to the approved disposal facility Contractor is responsible for the decontamination of transports (trucks, trailers, containers, etc.) and equipment, if required, prior to departure from the Site Contractor may recycle structural steel or structural metal generated during building demolition, as appropriate. Recycling of concrete and other demolition debris/wastes is not permitted Wipe Samples were collected from dust and other materials inside the Moore Cartridge building. Results of that sampling are provided in the SI/RI Report and RAWP included in the Supporting Documents Section Architect/Engineer and Owner reserves the right to approve all disposal facilities prior to the transport and off-site disposal of any materials Contractor shall submit the signed waste manifests, and/or other waste disposal documentation for all hazardous and non-hazardous waste materials removed from the site no more than 30 days following removal of waste from the Site Concrete, demolition debris and associated demolition wastes may be classified as a hazardous waste. The Contractor will provide unit pricing for transportation/disposal of non-hazardous concrete and demolition debris and transportation/disposal of hazardous concrete and demolition debris per Section of the specifications POTABLE AND/OR PRODUCTION WELL(S) The Contractor will be responsible for properly abandoning all potable and/or production well(s) encountered during the Rowan University West Campus Athletic Fields Installation Project Potable and/or production well abandonment includes: (a) Abandonment of the well; (b) Removal and disposal of any above grade protective cover, casing, well stick-up, an/or concrete pad; Structure Demolition Section
11 STRUCTURE DEMOLITION SECTION (c) Removal and disposal of any in well pump and/or tubing; (d) Removal and disposal of any associated conveyance piping and/or electrical conduit as necessary to facilitate the overall West Campus Athletic Fields Installation Project Potable and/or production well(s) are required to be abandoned by a New Jersey licensed well driller and in accordance with N.J.A.C 7:9D Well Construction and Maintenance, Sealing of Abandoned Wells Subchapter The Contractor will be responsible for submittal of well abandonment/decommissioning report(s) to the NJDEP Division of Water Supply in accordance with technical requirements NJDEP Well abandonment record(s) will be submitted to the Architect/Engineer or Owner following receipt of the record(s) Well records obtained from NJDEP for potable/production wells currently located on Block 2.02, Lots 2 and 3 are provided in the Supporting Documents Section. The NJDEP indicates that there are no well permits or records maintained by NJDEP for Lot 3. Additional potable/production well(s) may be present within the proposed development area SUBSURFACE SEWAGE DISPOSAL SYSTEM(S) The Contractor will be responsible for the proper abandonment of subsurface sewage disposal system(s) encountered during the Rowan University West Campus Athletic Fields Installation Project The Contractor is responsible for the disposal of all contents within the subsurface sewage disposal system(s) The contractor may be required to completely remove subsurface sewage disposal system(s) or formerly abandoned subsurface sewage disposal system(s) to facilitate the overall West Campus Athletic Fields Installation Project. Removal and disposal of subsurface sewage disposal system(s) will be completed at no additional cost to the Owner Abandonment, removal, and/or disposal will be conducted in accordance with Local, State and Federal regulations including but not limited to: (a) The Municipal and/or County Health and/or Construction Department(s) (b) N.J.A.C 7:9A Standards for Individual Subsurface Sewage Disposal Systems, Section 12.8 Abandoned Systems Closure records, disposal manifests, and/or all regulatory communication will be submitted to the Architect/Engineer or Owner following subsurface sewage disposal system(s) abandonment or removal Additional information on current and former subsurface sewage disposal system(s) can be found in the SI/RI Report and RAWP included in the Supporting Documents Section. This document only discusses subsurface sewage disposal system(s) that were identified at the time of the document. Additional subsurface sewage disposal system(s) may be present within the proposed development area. *** END OF SECTION *** Structure Demolition Section
12 EXCAVATION, HANDLING AND CAPPING OF CONTAMINATED MATERIAL SECTION SECTION EXCAVATION, HANDLING AND CAPPING OF CONTAMINATED MATERIAL 1.1 DESCRIPTION This section presents a description of remedial excavation activities and contaminated material handling to address areas of concern (AOC) associated with the proposed athletic field development area, including: Excavation and management of contaminated soils identified in connection with the Moore Cartridge waste piles (AOCs 25B and 25C) to address the direct contact and impact to ground water pathway; and Excavation and onsite consolidation of contaminated soils with construction of an engineering control to address the direct contact pathway for the impacted former agricultural areas (AOC 36). Arsenic and lead were reported at concentrations exceeding the Residential Direct Contact Soil Remediation Standard (RDCSRS) at AOC-25B. Arsenic was also reported at concentrations exceeding the site-specific Impact to Ground Water Soil Remediation Standard (IGWSRS) at this location. The contaminated soil was successfully delineated to applicable standards in the north and south directions, but not fully delineated to the east, west, and vertically. Remediation of soil is required to address the direct contact and impact to ground water pathways for this AOC. AOC-25B contaminated soils will be excavated, loaded out and appropriately managed by an offsite facility (i.e. disposed, recycled). Based on the findings of investigations conducted to date it is anticipated that the excavation area will be on the order of 1,700 square feet in area and extend to a depth of 3.0 feet bgs, generating an estimated volume of 190 cubic yards. The extent of the excavation area will be determined based on the results of postexcavation soil samples collected at the frequencies prescribed in NJDEP Technical Guidance for Remedial Action Verification Sampling for Soil (one soil sample for every 30 linear feet of excavation sidewall and one soil sample for every 900 square feet of excavation bottom). Post-excavation soil samples will be analyzed for arsenic, lead and mercury. Soils will be excavated until arsenic, lead and mercury concentrations are at or below the RDCSRS and/or IGWSRS, as appropriate, or until such a time that it is determined that the remaining concentrations do not represent a direct contact or impact to ground water threat. Polynuclear aromativc hydrocarbons (PAHs) and lead were reported at concentrations exceeding the RDCSRS and default Impact to Ground Water Soil Screening Level (IGWSSL) at AOC-25C. In addition, several metals including aluminum, cadmium, manganese, mercury and zinc were reported at concentrations exceeding their IGWSSL and/or site-specific IGWSRS. PAHs have not been delineated in the horizontal or vertical direction. Lead was successfully delineated to the RDCSRS in the west and northwest directions, but was not fully delineated to the RDCSRS in the south or vertical directions. Remediation is required to address the direct contact and impact to ground water pathways for this AOC. AOC-25C Contaminated soils will be excavated, loaded out and appropriately managed by an offsite facility (i.e. disposed, recycled). Based on the findings of investigations conducted to date it is anticipated that the excavation area will be on the order of 760 square feet in area and extend to a depth of 3.0 feet bgs, generating an estimated volume of 85 cubic yards. The extent of the excavation area will be determined based on the results of postexcavation soil samples collected at the frequencies prescribed in NJDEP Technical Guidance for Remedial Action Verification Sampling for Soil (one soil sample for every 30 linear feet of excavation sidewall and one soil sample for every 900 square feet of excavation bottom). Post-excavation soil samples will initially be analyzed for PAHs, aluminum, arsenic, cadmium, lead, manganese, mercury and zinc. Samples may also be analyzed for the same contaminants using SPLP methods. Soils will be excavated until contaminant concentrations are at or below the RDCSRS, IGWSSL and/or IGWSRS, as appropriate, or until such a time that it is determined that the remaining concentrations do not represent a direct contact or impact to ground water threat. 13 EXCAVATION, HANDLING AND CAPPING OF CONTAMINATED MATERIAL SECTION Pesticides and metals were reported at concentrations exceeding the RDCSRS in surface and near surface soils at AOC-36. Based on sampling conducted to date, the following contaminants were identified on the property: Lots 1 and ,4 -DDT, arsenic, and lead were reported at concentrations exceeding the RDCSRS. Dieldrin, beta-bhc, arsenic, and lead were reported at concentrations exceeding the IGWSSL. No vertical profile sampling has been conducted on Lots 1 and 1.01 to date. Lot 2 No soil contamination associated with historically applied pesticides has been identified based on the findings of investigations conducted to date. Lot 3 Arsenic and lead were reported at concentrations exceeding the RDCSRS and IGWSSL. Dieldrin was reported at a concentration exceeding IGWSSL. Vertical profile sampling conducted on Lot 3 indicates that soil contamination associated with historically applied pesticides extends to a maximum depth of 2.5 feet bgs. Lot 4 Dieldrin was reported at concentrations exceeding the RDCSRS and IGWSSL. Dieldrin also exceeded the site-specific IGWSRS. Vertical profile sampling conducted on Lot 4 indicates that soil contamination associated with historically applied pesticides extends to a maximum depth of 1.0 foot bgs. The proposed development grading design includes excavation of AOC-36 surface and near surface soils from the north portions of Lots 3 and 4 with placement of the excavated soils in the lower lying south portion of Lots 3 and 4. The proposed cut/fill is intended to level the site to facilitate construction of the athletic fields. The proposed development grading plan is presented on Figures 8A through 8C of the Site Investigation/Remedial Investigation (SI/RI) Report Remedial Action Workplan (RAW). As discussed above and as shown on the cross sections presented on Figure 9, the soils with concentrations exceeding the RDCSRS on Lots 3 and 4 extend to a maximum depth of 2.5 feet bgs and 1.0 feet bgs respectively. These soils will be excavated from the north portions of Lots 3 and 4 and placed in the lower lying south portions of Lots 3 and 4 in accordance with proposed development grading plan. Pursuant to the NJDEP s draft Historically Applied Pesticide Guidance consolidated contaminated soils will be placed such that they are not in close proximity to the water table. A minimum two foot buffer between the consolidated contaminated soils and the water table will be maintained. An engineering control will be constructed at the ground surface in areas where the results of investigations identified AOC-36 soil contaminants at concentrations exceeding the RDCSRS. The engineering control will also prevent runoff to surface water features and deciduous wetland areas identified along the banks of Plank Run. The engineering control will be constructed on the south portions Lot 3 and 4 where contaminated soils have been consolidated. Materials utilized to construct the engineering control will meet the requirements for clean fill described in the NJDEP Alternative and Clean Fill Guidance for SRP sites. The engineering control in the consolidation area will consist of a twelve-inch clean fill cap underlain by geotextile for the purposes of visual demarcation. In addition, the engineering control will include the proposed access driveway and parking area. The engineering control in these areas will consist of two inches of crushed stone and six inches of dense graded aggregate obtained from an undisturbed geologic formation. Details including historic investigation activities, physical characteristics, and sampling information for AOC 25B, 25C, and 36 are included in the Site Investigation Remedial Investigation Report (SI/RIR) and Remedial Action Workplan (RAWP) provided with the Supporting Documents. 1.2 GENERAL REQUIREMENTS General conditions and requirement detailed in the Rowan University West Campus Athletic Fields Installation Project Specifications as prepared by Taylor, Wiseman, and Taylor (TWT) are to be incorporated and followed in the execution of this Work Scope. 14 EXCAVATION, HANDLING AND CAPPING OF CONTAMINATED MATERIAL SECTION SCOPE OF WORK The following activities are included in the scope of work for this project: (a) Excavation of soil associated with AOCs 25B and 25C; (b) Disposal of soils associated with excavation of AOCs 25B and 25C; and (c) Excavation and onsite consolidation of soils associated with AOC 36 and construction of engineering control. 1.4 REGULATING AUTHORITIES It is the responsibility of the Contractor to comply with all Local, State, and Federal regulations as necessary to complete the successful execution of this Work Scope. Regulating authorities include but may not be limited to: (a) Harrison Township, Gloucester County, and the State of New Jersey (b) New Jersey Department of Environmental Protection (NJDEP) (c) U.S. Environmental Protection Agency (EPA) (d) Occupational Safety and Health Administration (OSHA) (e) U.S. Department of Transportation (DOT) (f) New Jersey State Department of Labor (NJDOL) (g) National Association of Demolition Contractors (NADC) 1.5 REMEDIATION EXCAVATION The Contractor shall remove all materials encountered to the horizontal and vertical limits of AOC 25B and AOC 25C, as detailed in the SI/RIR and RAWP. Excavation of additional materials will be directed by Architect/Engineer or Owner based on confirmatory laboratory testing of perimeter and/or base soils, or upon Architect/Engineer or Owner s visual inspection of subgrade conditions at the limits of Work. Limits of excavation are to be inspected by Architect/Engineer or Owner prior to backfill or restoration The Contractor shall excavate and relocate soils associated with AOC 36, in accordance with the details of the SIRIR and RAWP, the proposed development grading plan presented on Figures 8A through 8C of the SI/RIR and RAWP, and as shown on the cross sections presented on Figures 9A and 9B of the SI/RIR and RAWP Collection and laboratory testing of perimeter and/or base soils to determine the limits of the excavation will be the responsibility of an Architect/Engineer or Owner The Contractor shall provide all labor, equipment and materials as required to complete the excavation and disposal Side slopes of excavations shall comply with OSHA regulations and local codes. Contractor shall be responsible for providing a Competent Person per OSHA requirements and providing all shoring and bracing where sloping and/or benching is not possible due to space restrictions or stability of material excavated. 15 EXCAVATION, HANDLING AND CAPPING OF CONTAMINATED MATERIAL SECTION (a) The Contractor will be responsible for identification of all above and below grade utilities prior to the start of excavation activities The Contractor shall provide all materials, labor and machinery necessary to provide sufficient guard, fences, and warning signals by day and night for the protection of workers and the public The Contractor shall keep adjacent work areas, streets and properties free of dirt, dust and debris produced by demolition at all times through routine cleaning. 1.6 PRE-EXCAVATION ACTIVITIES Submittals: Permits: (a) The Contractor shall prepare and submit an Excavation Execution Plan which includes the following components: i. Excavation Execution, Sequence, Phasing, and Schedule indicating proposed methods and sequence of operation for excavation. This should also include identification of clean fill providers, subcontractors and disposal facilities, a discussion of material lay down and staging areas, and identification of key personnel. ii. The Excavation Execution Plan will include a Pollution Control Plan. The plan shall outline proposed methods and details for dust and noise control and maintaining the surrounding roads and areas in a clean condition. iii. The Excavation Execution Plan can be incorporated and submitted along with the larger Execution Plan for the Rowan University West Campus Expansion Athletic Fields Project. (a) Contractor shall obtain all necessary permits and licenses for performing the Work and shall furnish a copy of same to Architect/Engineer or Owner prior to commencing the Work. The Contractor shall comply with the requirements of the permits and licensures Notifications: (a) Contractor shall issue notices to Local, State, and Federal entities as necessary pursuant to Local, State, and Federal regulations, permits, and/or licensures. (b) Contractor shall complete a NJ One-Call 1.7 BACKFILL AND FILL Materials imported for use as remediation area excavation backfill and in construction of the engineering control shall meet the requirements for clean fill described in the NJDEP Alternative and Clean Fill Guidance for SRP sites ( The contractor will be responsible for the overall site grading and elevation as outline in Rowan University West Campus Athletic Fields Installation Project Specifications as prepared by TWT The backfilling and compaction of all voids left by excavation activities will be executed in accordance with said specification document If voids are to be left open in anticipation of future grading work, the contractor is responsible for the installation of health and safety measures adequate to protect workers and the public and comply with local, state, Excavation, Handling And Capping of Contaminated Material Section

The Architect/Engineer and Owner reserves the right to require increased health and safety measures be implemented at any time at no additional cost to the Owner. 1.8 TRANSPORTATION AND DISPOSAL The Contractor will be responsible for transportation and disposal of all excavated soils and debris The Contractor will be responsible for waste classification sampling as necessary for proper characterization and disposal Contractor is responsible for the completion of manifests, waste profiles, and other waste documentation in accordance with Federal, State, and local procedures including those specified by the receiving disposal facility. All waste profiles shall be approved by the Architect/Engineer or Owner prior to submittal of the profile to the disposal facility, and a completed copy of the shipping document (without the applicable weights) shall be approved by Architect/Engineer or Owner prior to the loading and shipment of materials off-site. In addition, copies of signed shipping documents will be provided to the Architect/Engineer or Owner when made available by the disposal facility Contractor is responsible for preparation and distribution of all forms, paperwork, taxes, tolls, and fees associated with shipping the material to the approved disposal facility Contractor is responsible for the decontamination of transports (trucks, trailers, containers, etc.) and equipment, if required, prior to departure from the Site Architect/Engineer or Owner reserves the right to approve all disposal facilities prior to the transport and offsite disposal of any materials Contractor shall submit the signed waste manifests, and/or other waste disposal documentation for all hazardous and non-hazardous waste materials removed from the Site to the Architect/Engineer or Owner following removal of waste from the Site Excavated regulated soil may be classified as a hazardous waste. The Contractor will provide unit pricing for transportation/disposal of non-hazardous regulated soil and transportation/disposal of hazardous regulated soil per Section of the specifications. 1.9 SURVEY The contractor will provide as-built survey data and plans prepared by a New Jersey licensed Professional Surveyor for the following. (a) Horizontal and vertical location of remediation excavation areas; (b) Horizontal and vertical location of the soil consolidation area(s); and (c) Horizontal and vertical location of the engineering control area(s) Horizontal data points shall be reported in New Jersey state plane coordinates using the North American Datum of 1983 (NAD 1983), in accordance with the NJDEP s Geographic Mapping and Digital Data Standards found in Appendix A of the General Practice and Procedure rules at N.J.A.C. 7:1D Appendix A, using units of U.S. survey feet All vertical data points reported as depth below ground surface, and in mean sea level using the North American Vertical Datum of 1988 (NAVD 1988) in accordance with the NJDEP's Geographic Mapping and Digital Data Standards found in Appendix A of the General Practice and Procedure rules at N.J.A.C. 7:1D Appendix A.
