1 EBU HR position: Chief Finance and Administration Officer (CFAO) Professional area Supporting Services Reports to Director General Mission The CFAO has direct responsibility for Finance, Human Resources (HR) and Facilities Management and is a member of the boards of all EBU subsidiaries. S/he is tasked with the effective and efficient functioning of these areas of responsibility and the quality of their contribution to the attainment of the objectives of the EBU. As a member of the Management Committee the CFAO has a major contributory role in the development of strategy and priorities, especially with regard to commercial matters, and must be able to represent the EBU effectively both to the governing bodies and to its international membership. Influence Has a major influence on all Departments, by helping them to measure and achieve results and through personal engagement to find solutions to business issues. Role Responsibilities Responsibility for the financial management of the organisation, including: - Ensuring the adequacy and continuing evolution of systems, policies and processes and internal control systems to ensure high quality external reporting and internal information flows that support effective management - Management of the treasury function to ensure the availability of adequate liquidity at all times and to minimise treasury risk - Management of the day-to-day external audit and the Audit Committee relationships and support of the internal auditor - Management of the relationship with the Finance Group EUROPEAN BROADCASTING UNION L Ancienne-Route 17A Tel. +41(0) PO Box Le Grand-Saconnex Geneva, Switzerland
2 - Development of financial planning, controlling and measurement tools (Balanced Score Card/ KPIs etc).assists the Director General in preparing high quality reports for the Board on Financial and HR Performance Directs the identification and evaluation of the organization s risk areas and is responsible for driving and coordinating the organization's risk assessment and risk management activities Directs the overall performance of the HR function, including: - Ensuring the provision of an effective support function to management and staff - Identification and definition of issues, and development of procedures. - Development and maintenance of effective support structures to deal with individual staff issues - Ensuring a constructive relationship with the Staff Delegation Ensures the efficient functioning of the EBU office facilities Positive and professional external representation of the EBU including: - Development and maintenance of productive relationships with the governing bodies and committees, both through individual contacts and in formal meetings - Development of positive relationships with individual Members and effective presentation to the General Assembly - Organises and ensures the efficient functioning of finance related Member activities (Finance Assembly, Internal Audit Group) - Supports the Director General in the preparation of effective documentation and presentations 2/5
3 Ascertains that the organization is abreast of latest developments in the Finance and HR fields and is in compliance with Swiss and international legal and best practice requirements in those fields, with the support of the expertise of the EBU Legal Department Application of Values Maintains the highest personal professional and ethical standards and constantly seeks to ensure these are reflected throughout the EBU Applies and exemplifies the EBU Values internally and externally: - Respect and Recognition - Accountability and Responsibility - Team spirit and Achievement - Service and Solutions - Creativity and Innovation Independence of action Works independently with extensive latitude for initiative and independent judgment. Financial responsibilities Direct responsibility for the budgets of the Finance, HR and Facilities Management functions, functional responsibility for the EBU budget Attributes Communication/ interpersonal skills Strong communicator with excellent written, presentation and oral communication and interpersonal skills. Strong leadership skills, ability to think creatively and strategically, excellent judgment and ability to work in a fast-changing and evolving environment. Ability to work in parallel on a variety of complex issues. Business-oriented individual combining a strong commercial approach with capacity to accommodate the complexity of the EBU. Willingness to address and prioritise problems as they arise, and to tackle them with the appropriate urgency. Solution oriented, with high-level skills in negotiating and problem-solving. A rolled up sleeves doer as well as a delegator Qualifications & Experience Education / Qualification: Languages: A professional financial qualification (ACA or equivalent) or a University degree with a postgraduate qualification in business administration Fluency in written and spoken English or French, with at least working competence in the second language. Additional languages are an advantage. 4/5
5 Experience: Strong technical and operational financial skills and experience, likely to have at least five years of experience in managing the Finance department of a medium sized private or public sector organization Knowledge and experience of Human Resources management Knowledge and experience of Facilities management Experience of operating in an international environment Media, especially broadcast media experience would be a great advantage 5/5
