1 The Michael Shanahan Award for Excellence in Public/Private Cooperation The award seeks to recognize outstanding achievement in the development and implementation of public/private cooperation in public safety. This award recognizes agencies who have demonstrated outstanding achievements in cooperative efforts in public safety. Sponsored by the Security Industry Association Synopsis of Past Recipients & Applicants of Note
2 2007 Award Winner NYPD SHIELD is an umbrella program for a series of current and future department initiatives that pertain to private-sector security and counterterrorism. This public/private partnership is based on information sharing and serves as a central hub for private-sector security managers to obtain information and engage department resources. Contact: Award Winner Toronto Police Service and the Toronto Association of Police and Private Security (TAPPS), a nonprofit organization created to develop and implement crime prevention initiatives, has developed partnerships between police and private policing/security providers to address crime and disorder issues and prepare for major emergencies Award Winner The Lake Cook Regional Critical Incident Partnership (LCRCIP) is an organization comprised of public agencies and community businesses in the southern Lake and northern Cook County region (Illinois). The LCRCIP was developed and implemented to further the Public/Private cooperation in public safety. Their partnership has become a model for law enforcement agencies, business organizations and governments throughout the United States and beyond. 3 2011 Shanahan Award (co-winners) The Johns Hopkins University/Baltimore Police Department/Campus Safety and Security Department: Violent Crime affecting the area resulted in the development of the use of a three prong approach with partners; (visible presence, education and university/community engagement) resulted in a reduction in overall violent crime in the area by 53%. Bealefeld Frederick.Bealefeld@BaltimorePolice.org The Baltimore Police Department / Johns Hopkins Medicine Corporate Security Public - Safety, Shared Information & Technology Partnership: High crime and blight and illegal drugs surrounded the Institution. John Hopkins recognized a need for a safe and secure environment for its employees, students, patients and visitors. Through a major collaboration with the Baltimore Police Department and partnership with local government and businesses, as well as neighboring communities, there has been a transformation of their area. Bealefeld Frederick.Bealefeld@BaltimorePolice.org 2012 Shanahan Award Winner Albuquerque Retail Assets Protection (ARAPA) and Albuquerque Police Department: Limitations of law enforcement resources and the need to address property crime which constitutes 85% to 90% of Part 1 offenses reported for most communities led to the development of social media technology that operates like a secure, 24 hour crime watch meeting and allows partners to communicate with law enforcement about criminal activity. 4 2013 Shanahan Award Winner Greater Houston Loss Prevention Alliance (GHLPA) and the City of Houston Police Department: Law Enforcement and retail businesses partnered to address the growing number of vehicle thefts and thefts from autos around retail properties and parking lots. The public awareness campaign included onsite presentations to shoppers on crime reduction reminders, and child safety and the use of billboards and social media. Contact: Brian Hall James Sobota Shanahan Award Winner City of Houston Police Department and the Greater Houston Retailers Association (GHRA): Making Convenience Stores Safe in Houston partnered business owners and law enforcement in creating an ordinance to help reduce crime around convenience stores through education and environmental design. Components of the ordinance included registering of businesses, safety training of employees, panic alarms, clear lines of sight, drop safes, trespassing enforcement and surveillance cameras. During the first year, Part 1 crimes dropped by 50%. By the end of year three, Murder dropped 70%, Sexual Assault by 75%, Robbery by 71%, Assault by 59%, Burglary by 72% and Theft by 82%. 5 Applicants of Note Mississippi Highway Patrol/Pegasus Research Foundation Statement of Problem: In the wake of Hurricanes Katrina and Rita, many public agencies and private sector counterparts in the Gulf South, and nationwide, recognized that an enormous local public safety and emergency preparedness gap existed with respect to coordinated management of reentry into multi-jurisdictional emergency zones. Statement of Solution: The Mississippi Highway Patrol and Pegasus Research Foundation entered into a non-commercial MOU. They worked together to adopt and implement an innovative, voluntary Joint Standard Operating Procedure (JSOP), designed for joint use by emergency managers and law enforcement in managing emergency zone access. The JSOP was made available to all Mississippi law enforcement agencies. Contact: John Thompson Chair, ESSCC Nassau County Police Department/ASIS Long Island Statement of Problem: Lack of coordinated public/private sector response to active shooter events. Statement of Solution: Created a four module program designed to facilitate public/private cooperation by leveraging existing technology, hosting a series of awareness programs, including lectures, modules, and exercises, and eliciting feedback from the private sector. Contact: Lieutenant William Leahy wleahy@pdcn.org LaGrange Police Department/Troup County Adult Mental Health Court Statement of Problem: A high number of mentally ill offenders who were cycling through the criminal justice system. Statement of Solution: A Mental Health Court program that holds individuals accountable and keeps them engaged in services long enough to achieve stability. Participation entails intensive treatment, home visits, and monthly court sessions. Since its inception, there has been a marked decrease in recidivism among participants. 6 Delray Beach Police Department/Atlantic High School Statement of Problem: Diminished qualified workforce and potential candidates for law enforcement/criminal justice profession. Statement of Solution: Establishment of Criminal Justice Academy, a four year program offered to students at Atlantic High School. This program, which allows students to earn college credit, offers specialized training to develop skills needed in criminal justice careers. Statement of Solution: Improvement in police/media relationships and increased public safety information to the public resulted from a training program developed to address the problem. Statement of Solution: The BCPPSA is a venture mutually led by private security chairmen and police commanders and other police staff. Training is provided, crime trend information shared and discussed. Significant impact on crime due to the link between police and private security. Statement of Solution: Public Safety Coalition was formed to reduce criminal activity, enhance the probability of offenders arrest and provide an atmosphere that encourages business retention and growth, and enhanced image of safety Downtown. 7 Pro Medic EMS / ICE Port Isabel Detention Center Collaboration Statement of Problem: Need to increase combined knowledge and expertise in emergency situations or possible weapon of mass destruction attacks. Statement of Solution: Pro Medic EMS sponsors instructors to give ICE officers emergency medical training and certification. This increases the number of medical personnel in case of an event in either agencies response area. Contact: Michael A. Statement of Solution: Creation of Tailgaters Urging Responsibility & Fun (TURF). Education, prevention and enforcement as an integrated program designed to promote safe and responsible tailgating. Need for the City to prepare to respond during a disaster. Statement of Solution: Relationships formed to set up communications, disaster plan exercises and the sharing of training opportunities. Dallas Emergency Response Team (DERT) Notification Service Network is funded by private sector and used by private and public sectors. Twenty Four hour communications of all incidents and events on a weekly and monthly basis. Contact: Deputy Chief Vincent L. Statement of Solution: Port Watch: Using Operation Cooperation model and See Something, Say Something, they created heightened awareness to criminal and suspicious activities. 8 Target Corporation / FBI Minneapolis Office Twin Cities Security Partnership Statement of Problem: Need to enhance security and public safety, reduce crime and increase emergency preparedness and crisis response. Statement of Solution: Formation of Twin Cities Security Partnership, which includes high ranking federal, state and local law enforcement and top private sector security professionals as active participants. Quarterly meetings to share organizational updates, training and networking to allow members to be aware of each other s abilities and resources. Creation of an active website to submit requests for information. Statement of Solution: Partnership formed to create active business watch/apartment watch programs involving business in City and then expanding the program into Snohomish County. Evaluation of effectiveness is ongoing. Contact: Officer Ed Golden egolden@ci.everett.wa.us Chief Kathy Atwood Watson Land Company / Gang Diversion Team of the Los Angeles County Sheriff s Department Statement of Problem: Youth in gangs and need for intervention for gang members. Statement of solution: 50 community based agencies in collaboration with the Gang Diversion Team Joint Efforts 73% of clients no longer at risk of gang activity or delinquency. By using a centralized case management system that identifies troubled youth in need for community services they have seen a decrease in delinquency, reduction in arrest rates and a positive relationship with the law enforcement. 9 ITAC / U.S. Postal Inspection Service Statement of Problem: Investigation and prosecution of identity theft is often hampered by jurisdictional issues. Statement of Solution: Creating of database service used as a clearinghouse with data going to FTC/FBI/Secret Service, etc. ITAC also feeds data into the Federal Trade Commission s Consumer Sentinel Database. Contact: Anne Wallace, ITAC Center anne@fsround.org Capital Region Campus Public Safety Consortium University at Albany Police Department Statement of Problem: Need to discuss issues and find improvement for common to campus security issues. They formed a Campus Public Safety Consortium focusing on additional training. Statement of Solution: Partnerships between colleges in the Albany are and local police departments. Requirement for extended training for campus security officers. Increased training resulted in better delivery of services and a larger knowledge and networking between campus security and police organizations. They graduated and received state certifications. Frank Wiley JFWiley@uamail.albany.edu LaFourche Parish / Shell Oil Company / Louisiana Sheriff s office (and others) Statement of Problem: Need for ability allow vetted employees following a crisis and get needed personnel to the right spot quickly. Who re-enters, and when. Need for a statewide credentialing of public and private sector to authentication for incident management into a crisis area with speed and accuracy. Statement of Solution: Formation a sheriff and police chief s working group to develop a consensus for a joint standard operating procedure for coordinated crisis reentry. Contact: Dennis Kelly
10 Volunteers of America / LA County Offenders Service Statement of Problem inmates may not recognize the role alcohol/substance abuse may have played in their circumstances. The Offender Services Bureau works with Volunteers of America to identify and refer inmates to this successful program. Statement of Solution: Program; thinking for a change was developed to help individuals recognize the impact of alcohol/substance abuse. Volunteers of America VOA have been partnering with the LASD and are reporting a 35% a recidivism rate instead of statewide 70%. resulting in increased public safety. Contact: Karen S. Dalton kdalton@lasd.org Eastside Security Forum, Redmond, WA Statement of Problem Need for collaboration and information exchange in a multijurisdictional area. Statement of Solution: Quarterly meetings of regional public and private sector partners for information exchange, specialized training, collaboration on specific projects and projects of common interest, such as increased networking with public and private security and law enforcement. The Forum mission is to reduce crime and increase safety in east King County. Contact: Lt. Charlie Gorman cgorman@redmond.gov Los Angeles County Sheriff s Office / Investigative Consultants (CAPE) Counterfeit and Piracy Enforcement Statement of Problem: Piracy of product, counterfeiting, costing tax dollars and loss of trade secrets. Need to make the public aware about the health and safety risks associated with purchasing counterfeit and pirated products. Statement of Solution: Partnership between international anti-counterfeiting Collation and with private investigate firms such as Investigative Consultants to help identify counterfeit goods and to train law enforcement. The LASD has formed a Counterfeit and Piracy Enforcement Team called the CAPE TEAM to communicate and collaborate with public and private agencies to augment help establish a direct line of communication. 11 Seattle Police Department Program - The SEATTLE SHIELD Statement of Problem: Need to share immediate information to the Law Enforcement Agencies and the Private Security Professionals in the Seattle core area to prevent crime and any suspicious or terrorist activity in the business area. Statement of Solution: An organization was started called the Seattle Shield to create a partnership to share critical intelligence and behavioral issues that could impact the entire city. Because of this information sharing, it has been possible to investigate and identify potential threats that could have compromised critical infrastructure in the downtown area. Statement of Solution: Creation of a secure database for information sharing amongst partners which is used to identify, apprehend and prosecute offenders for organized retail crimes.
