2 Necessary Components for the LEA Technology Plans North Carolina G. S. Article 8, Part 3A115c-102.6A-C(16). In order for local education agencies to meet requirements as set forth in North Carolina General Statute Article 8, Part 3A115c-102.6C-A, each section of the plan must include at least one strategy or objective that addresses the following: NC public schools will produce globally competitive students. 1. 4 Public Schools of North Carolina North Carolina Instructional Technology Plan REQUIRED SUBSTANTIVE COMPONENTS OF THE LOCAL SCHOOL DISTRICT TECHNOLOGY PLAN The local school board has actively involved key stakeholders in the development of a district-wide four-year technology plan that includes the following key components: a vision statement consistent with the North Carolina Instructional Technology Plan that reflects the unique qualities and strategic priorities of your local school system; the identification of the current situation, goals, objectives and evaluation of the core instructional and istrative components of a technology program that address the five strategic priorities of the Future Ready Students: Globally competitive students 21 st Century professionals Healthy and responsible students Leadership for innovation 21 st Century Systems; a staff development and training component that reflects a budget of 20 to 30 % of the total cost of the technology program; and an infrastructure/connectivity component that meets North Carolina Information Technology Services standards to assure compatibility, connectivity, and costeffectiveness. 6 VISION Jones County Public School System believes that technology is an important tool in removing barriers to 21 st century learning. It exposes stakeholders to more resources and expands thinking skills in all areas. Technology provides the missing link to impacting student achievement. We realize that without proper staff development, planning, monitoring, and funding, this goal will not be as effective. It is imperative that we provide adequate up-to-date technology and training to all stakeholders in order to make informational resources accessible to our entire community. We adhere to Jones County School s vision of providing a customized student-learning environment with rigorous, relevant, and responsive instruction to ensure that all students are prepared as globally responsibly and competitive citizens. In order to meet the dynamic informational and technological skills required to level the playing field in a global marketplace and succeed in the 21 st century, it is imperative we use technology as directed by the North Carolina Technology plan and adhere to the North Carolina State Board of Education s strategic priorities. 7 NC public schools will produce globally competitive students. Current Situation Narrative Jones County School System is committed to the use of technology to support high student achievement. The system supports higher level thinking skills through research using web based tools and resources that support project based learning taking place throughout the schools. Thinking Maps software is available throughout the school system. Fifty eight percent of the classrooms now have access to interactive software through Smart Boards, laptop and desktop computers, and projectors. The majority of these same classrooms are also equipped with Wacom wireless tablets, document cameras, and Averkey video switches. These technology resources offer instructors creative and innovative strategies to increase student motivation and learning. The county utilizes several technology programs to assess and if necessary remediate students who need extra practice and practice with skills in certain areas. Programs such as ClassScape, Study Island, SuccessMaker and others allow instructors to pinpoint what skills are needed for certain students and then to address those skills through practice. Online subscription programs such as United Streaming, Renaissance Learning, and Noodle Tools provide students and teachers with resources beyond their classroom walls as do the state resources NC Wise Owl, NC Live, NC Learn and NCVPS. Study Island, SuccessMaker, Acellus, Plato, STAR Reading, STAR Math and ClassScape allow the assessment and benchmark of student achievement throughout the school year. The elementary teachers use e-assessment on palm pilots for reading assessment. All six schools within the district offer flexible access for circulation. Due to class responsibilities assigned to each school media specialist, only partial flexible access is available for classes to be scheduled with the media specialist. Each school has one media specialist. The middle school has a part time media assistant. In the elementary schools there is a designated staff member to help with instructional technology and technology troubleshooting. All media specialists collaborate with teachers to provide resources and instruction to ensure that students are meeting state standards regarding the Information Skills curriculum. Collaboration between the district s media specialists takes place. All school media centers have a plan for the continued weeding and updating of their collections as well as a district plan. Jones County Schools fully supports the ideas of the IMPACT model and plans to increase staffing in this area as funds become available. The middle and high schools have an average of three computers per classroom while two of the elementary schools average four computers per classroom and the other two average five computers per classroom with an average of 21 students per class. All of the classrooms have Internet access and a connectivity of 45 mbs or better. Distance learning opportunities are provided through North Carolina Virtual Public School and online courses through the Jones County unit of Lenoir Community College. At this time thirty five students are enrolled in distance learning opportunities. District Jones County Public Schools Strategic Technology Plan 6

8 high school students have access to college credit through Learn and Earn online and the local branch of Lenoir Community College. Twenty six students are presently participating in distant learning opportunities in the district. Teachers and staff are made aware of digital resources that are available through in service staff development training offered by central office personnel, media specialists, and personnel from the North Carolina Department of Public Instruction. All staff has e- mail access and an address through the school system. The district is currently looking into a web host to upgrade the district website. Schools and teachers will then have the option of setting up their own classroom websites and blogs. Parents are now made aware of technology resources that are available through the current district and school websites, through parent nights, and documentation taken home by students. Assistive adaptive technologies are used to insure student success. Reading programs include Reading Horizons and Reading Concepts. Communication switches/devices used include Cheaptalk, Board Maker, Littlemack communicator switches, Intellikeys, Wacom Wireless Tablets, and auditory trainers. Humanware Smart View magnifiers are also used. Jones County s ESL teachers use several of the available online language programs and translators. Students have access to online foreign language courses through NCVPS. The use of technology supports the Jones County Schools Improvement Plan in allowing instruction to be individualized. The school system has a goal of providing technology infrastructure learning tools necessary to enhance instruction for 21 st Century learning. Training for teachers and staff in new technological tools will insure that Jones County Schools are led by 21 st Century professionals. Technology will be integrated into all areas of the curriculum and will allow for higher order thinking skills to be taught through real life projects as well as assessing where students are currently and what remediation may need to occur. Increased communication through technology within the school community, as well as with the world, will be our goal to educate students ready for the 21 st century. 15 NC public schools will be led by 21st Century professionals Current Situation Narrative Our district offers multi-faceted opportunities for using technology to support student achievement. Media/Technology Coordinators, individual teachers, and staff with specific training and skills along with outside consultants, independent studies, and peer tutors provide staff development within each school. Technology Assistants are trained for technology training, as well as, troubleshooting, web design, and other skills. A major system-wide initiative is the implementation and proper utilization of NCWISE for the school year. Teachers are now using Smartboard Technologies in elementary classrooms after training was implemented. Smartboard training was provided by a company representative and follow-up was provided by NCDPI s Technology Teacher on Loan and school technology assistants. Each school has an up-to-date computer lab that serves as a training site for staff development. Principals and Media/Technology Specialists at each school, in coordination with the Tech Director, evaluate staff development needs in order to align appropriate training in the areas of emerging technologies, assistive learning programs, integration of technology into the curriculum, and the computer skills curriculum. Staff development is planned and provided accordingly at the school and county levels. All staff members are trained on proper usage of the network. They utilize this area of technology to perform their jobs more effectively. Sixty percent of purchasing will be performed using E-procurement this year. Teachers use web based resources to access lesson plans, review curriculum, submit reports, review literature and research studies using programs such as NC Learn, NCWise Owl, ENC, and fee based programs including ed Learn and Educational World. Currently, teachers are expected to utilize new technologies and teaching/assessment programs they have received training for in their classrooms in order to keep our students globally competitive and to individualize instruction with the utmost effectiveness. 22 NC public school students will be healthy and responsible. Current Situation Narrative The Jones County Schools System is committed is to having healthy students in safe, orderly, and caring schools. All schools are equipped with weather alert radios and fire alarm systems to handle emergencies and to be aware of inclement weather conditions. Administrative offices and classrooms in all schools are equipped with two-way telephones which also serve as an intercom system. Surveillance cameras are installed in all schools. Monitors are located in the front office area for staff viewing. Video cameras and school issued cell phones are available on all school buses for safety issues and emergencies. School buildings are further protected from unauthorized entry by motion detectors and alarm systems during out-of-session periods. Administrative staff, maintenance staff, and the school resource officer are outfitted with two-way radios which span a five mile radius to alert each other if intruders are detected or other emergencies arise. This allows for communication between schools and the local sheriff s department. Jones Senior High and Jones Middle each have a remote metal detector which can be utilized if needed. Jones County Schools use a Protocols Flip Chart for Crisis Management and Emergency Plans. NutriKids and Meals Plus programs are utilized by cafeteria staff for planning, bookkeeping and monitoring students. Jones County Schools website provide safety information for parents including schedules for events, meetings, announcements, school closings, and other pertinent information. Blackboard Connect is a computer program which will contact parents by telephone concerning student absences, upcoming events, meetings, or school closings. All Jones County Schools students will be issued picture identification cards. All Jones County Schools employees are issued picture ID cards. Bar codes/swipe bars to access buildings to provide limited entrance access is a goal of the Jones County Schools. Jones County Schools use NC Wise to collect and organize student information throughout their academic years. Police-Pak is used to manage and track discipline issues. Web access is provided to all students. Safe accounts are provided for Jones Middle and Jones Senior High students through Students and staff are protected from inappropriate websites by Smooth Wall which is filtering program. Computers are secured from viruses and inappropriate downloads by Deep Freeze, Spybot, Ad Aware, Microsoft Anti-Spyware, Beta, and Symantec Norton Cooperate at the server level. Teacher monitoring and Acceptable Use Policies, (AUPs) provide further security measures. Jones County Public Schools Strategic Technology Plan 21

23 Jones County Schools Safety Director and School Resource Officer serve as a resource for programs such as GREAT (Gang Resistance Education and Training), anger management, counseling, drug, alcohol, abstinence, and personal wellness programs. Microsoft Word and PowerPoint programs are used for teaching presentations and student projects. Student presentations are recorded using a video camera. School safety presenters often provide the staff with videos to enhance their presentations. 26 Leadership will guide innovation in NC Public Schools Current Situation Narrative The Professional Leadership Team at each of the Jones County Schools continues to follow the recommendations of the IMPACT Model as we develop strategies for instruction and professional development for our faculty and students. The amount of technology and the ways in which our schools use technology has increased dramatically over the last five years. Our leadership teams strive to create a culture of excellence. They accept the necessity of preparing our teachers, students, and community for a future that includes an enhanced use of technology, more complex occupations, and the need to compete in a global society. Through collaboration, our schools Professional Leadership Communities (PLC) and School Improvement Teams (SIT) have been instrumental in the implementation and development of plans that will bring about real change in thinking and attitude of our staff, community, and students. This new way of seeing is making us all aware of the need to meet our state s Future Ready Goals. Central Services addresses issues identified by our schools school improvement teams by providing comprehensive staff development during the year. The district provides continuous school leadership improvement by providing teachers and other important stakeholders with funding for workshops and online courses. During workshops and meetings, teachers learn strategies to help them prepare their students, and community for jobs that may exist in the future. Technology will play an integral part in our future, and our leaders are adjusting our schools to do what is necessary to make sure we are all ready. The high school media center offers flexible scheduling, and technology lab offers a partial flex schedule. The middle school offers one technology lab with flex scheduling and the media center is on a partial flexible schedule. The high school uses Channel One to help students be aware of what is happening in the world beyond their state and country. The middle school implements United Streaming. The elementary schools media centers and technology labs have partial flexed scheduling. Each classroom has three to four computers to assist in meeting technology long term goals. Technology is in place that will allow members of the school staff the opportunity of viewing the district s staff development calendar. The district provides continuous school leadership improvement by providing teachers with funding for educator s workshops and online courses. Staff development for media and technology includes planned training for technology team members in areas such as webpage design. School professionals, and teachers in the district are encouraged to participate in teaching and learning experiences outside of the school through conferences and conventions, listservs, and various professional organizations. At the high school level, math and science students go to regional and state competitions. Students are encouraged to go on national and international school field trips, to use Gaggle , write E-pals, use web blogs, and to take online classes through Virtual Public School, or Early College in subjects such as French and Spanish. 27 Our Media Technology Committee is made up of members from each school in the county. The district MTAC committee presents on an as-needed basis to share resources, concerns, and progress on the district media and technology programs to the Jones County School Board. Surveys, exit evaluations, and teachers sharing at faculty meetings helps the district decide what instructional technology is needed future staff development. The school district enables student growth, academic achievement, professional growth through the use of partnerships such as; Exploris, International Exposure Focus, Marble Museum, Virtual Fieldtrips, Learn and Earn, Creative Curriculum, AVID, and ECU partnership with ITest. The Technology Committee supports the district s mission: Mission Possible and the district initiatives by helping the district prepare for a future unknown. We accept the mission set before us to help our leaders prepare our teachers, students, and community for the complexities of working and learning in a global society.
