North Carolina Virtual Public Schools Expansion of Usage for New Hanover County Schools Spring 2011
NCVPS in partnership with NC public schools provides virtual instruction available at any time and any place for NC public school students.
Goals of Distance Learning: To increase educational opportunities and offerings for all students; to augment classroom instruction; to reduce scheduling conflicts/increase flexibility; to provide for accelerated learning; to create access to instructors previously unavailable; to establish a means of distributing equitable educational opportunities to all students; and to prepare for a globally competitive workforce and citizenry for the 21 st century.
The Instructional Model Web-based Asynchronous communication tools Through the Bulletin Board/Worldwide Whiteboard correspondences File exchanges Collaborative groups Online testing Synchronous tools Real time/set time Text-based chats Net tutor Audio/video conferences Telephone calls V.O.I.P. (voice over internet provider) Instructors must secure weekly online office hours
Instructional Resources: Student interaction with outside experts Simulations Case studies Role playing Debates Brainstorming Group projects Technology Alternate assessment practices
Resources continued: A vital component to assuring student success is to determine if online learning is right for the student. Distance learning characteristics have been identified to assist with making this determination.
Characteristics of students most likely to succeed online: Self motivated Independent learners Computer literate Time management skills Effective written communication skills Personal commitment Computer and internet access Parental support
An Informational, Planning Meeting Friday, March 11, 2011 Purpose: To prepare for the expansion of usage of NCVPS courses in the middle and high schools. Participants: Adam Renfro, the Southeastern Regional Representative for North Carolina Virtual Public Schools, Assistant Principals from the middle and high schools, representatives from Instructional Services, NCWise, Special Education and School Counseling were in attendance. Dr. Markley joined the meeting and provided the directives that guided the plans.
New Hanover County School s Present Involvement with NCVPS Students conduct their work on the virtual class off campus. Limited usage High school students only No courses outsourced from out-of-state Limited courses permitted Only for select students with exceptional computer and study skills Only courses students cannot access in a classroom
NHCS Proposal for Advancement Usage of NCVPS Increase usage in the high schools Offer high school courses online for middle school students Utilize NCVPS for summer school Use NCVPS Occupational Course of Study Courses to satisfy the Highly Qualified Teacher dilemma Determine how NCVPS could be used at Pathways for students entering the program at varied times during a given semester and for other students transitioning within the district mid-semester Secure credit recovery for students who have failed a course
Usage at the High Schools A technology lab in the high schools facilitated by a classified staff member will enable a greater number of students to benefit from NCVPS courses. Students who do not have access to the internet at home, and those who need extra support with online classes, will now have this opportunity. Courses with lab assignments will be easier to accommodate with an on-site location. Previous restrictions have been lifted, (courses offered in Curriculum Bulletin).
Other new additions to NHCS involvement with NCVPS: Hybrid courses - Designed for students who are successfully completing a course but having to transfer elsewhere within the school system during the semester ( i.e. Pathways students, McKinney-Vento students, those entering day treatment or hospital home bound services). Credit Recovery Students who have failed a course (The Hybrid model would be for those transitioning students who are not failing the course)
Modular courses Students at risk of failing or struggling with a particular concept, NCVPS offers remedial teaching which allows a student to remain in the class and receive online tutoring This could be offered in the teachers classroom or in the lab.
Reduction of NovaNET - except for the Mosley Performance Learning Center; Some colleges and universities are no longer accrediting NovaNET courses and NovaNET is not specifically aligned with the NC Standard Course of Study or the new Common Core / Essential Standards. - NCVPS is fully accredited and is completely aligned with our state s curriculum standards.
A greater variety of elective options will be available. NCVPS is using fewer outsources courses now that their own courses offerings have grown. Those courses which are outsources, have been approved by DPI. A funding formula is now in place which draws a payment from each LEA. The cost is approximately $550 a course per student.
NCVPS for Middle School Students Seeking High School Credits School-based support required for student access. Virtual class will be incorporated in the students schedule.
School: June 13th - August 8 th Students may not sign up for a NCVPS course after June 17 th. The last day to drop a course without penalty is June 24 th. Will be housed at New Hanover High School The lab will be open for two sessions per day (9:00 12:00 and 1:00 to 4:00) Summer school courses are 45 hours long A Distance Learning Coordinator will be appointed to oversee summer school Two technology teacher assistants will be hired to supervise the students Instructional team members will rotate in to serve as content specialist advisors Rising 9th graders must have a letter of recommendation from their middle school to participate
Summer School: Rising 9th graders registered for the summer program must attend daily. Rising 10th 12th graders must attend at least two days a week but they can work the rest of their time at home unless the student is retaking a course. Students in credit recovery must attend daily. Graphing calculators and subject textbooks will be available for references. Students enrolled in a course with a state EOC will have an exam date set by the Testing Department.
