3 Message from the Dean In just over a decade, the Australia and New Zealand School of Government (ANZSOG) has established itself as a world-class institution for the provision of public sector executive education. Management and leadership in the public sector present some distinct challenges relative to the private sector. ANZSOG programs are fit for purpose and yield benefits for public sector executives beyond those obtainable elsewhere. ANZSOG s most distinctive feature is the collaboration between its academic and government partners. This has produced a blend of theory and practice, of rigour and relevance, which has yielded real benefits for course participants and organisations alike. It has also facilitated a vibrant research program attuned to the needs of governments. Course participants are exposed to the best in contemporary thinking about public administration. ANZSOG s academic faculty and practitioners are drawn from the best in Australia, New Zealand and internationally, including Harvard s Kennedy School. Participants also have an invaluable opportunity through our active Alumni Program to maintain lifelong connections with their course peers, a network of lasting professional value. The Executive Master of Public Administration (EMPA) is ANZSOG s flagship program. We offer it in collaboration with our university partners, who award the degree to students upon completion of the program. It prepares emerging public sector leaders for the increasingly complex challenges that await them. The learning environment is engaging and dynamic, with an emphasis on live issues that confront governments, within sound conceptual frameworks. 4 Why did you choose to participate in the ANZSOG EMPA over an MBA from a traditional university/business school? I would strongly recommend the EMPA for those working in government for two main reasons. First, the specific tailoring of the course design and subject content to the unique challenges and nuances in government work, and secondly, the benefits of studying with a cohort of fellow public servants striving for the same public value outcomes. During the EMPA, what helped keep you engaged in your studies? Staying engaged with the course was easy given the pace, stimulating content and quality of teaching and guest presentations. Balancing the course requirements with my day job and young family was hard, but like most things worth doing, you have to work for them. For me, sharing the experience with such a fantastic group of fellow students helped enormously, as did the responsibility of contributing to team assignments and the overwhelming support of my business unit. EMPA Alumnus Can you give examples of frameworks and concepts you have learnt from the program which you have been able to implement? When I started the degree, I was relatively new to government, having practiced for years as a private sector lawyer. Right from day one and the introduction of The Strategic Triangle, the EMPA was of huge value in providing me with frameworks and deep insight into concepts still relatively new at the time. I have utilised concepts from the EMPA in numerous ways, from the benefits of broader concepts like a deeper understanding of the changing role of the public sector in the provision of public value, the consideration of policy issues within an economic paradigm, through to the application of specific skills in leading teams, using evidence and designing policy. How have you valued the cross-jurisdictional networks which you have developed through the EMPA? One of the key learnings of the course for me was to learn from the experiences of other jurisdictions, in particular New Zealand - the particular challenges they face in policy and service delivery and the manner in which they respond. By fostering cooperation and cross-jurisdictional peer learning, the EMPA provides invaluable resources to government practitioners and the confidence of knowing you re not alone in facing wicked problems. What does it mean to be part of the ANZSOG Alumni Community? It was an amazing experience studying the EMPA with a close-knit group. There is a unique bond formed from sharing the challenges, the highs and lows and the achievements along the way. To help continue those bonds I have this year joined the Alumni Committee. 2

6 The Program The Executive Master of Public Administration (EMPA) equips future leaders with the management and policy skills needed in today s public sector. Developed in consultation with senior government officials from across Australia and New Zealand, the EMPA aims to produce world-class public sector managers. The program offers those selected as high-potential and aspiring leaders a thorough grounding in the theory and practice of public administration. The program brings together a select group of the best emerging public sector leaders from Australia and New Zealand with a faculty of outstanding teachers and practitioners from around the world. 4

7 Course structure The EMPA is a two-year postgraduate qualification undertaken on a part-time basis while currently employed. Students are required to complete: a core curriculum of eight subjects including an applied research project the Program s capstone experience subject Work-Based Project a required subject on public sector financial management (to be taken with partner universities) two electives chosen from subjects offered by partner universities to enhance the core curriculum and cater to individual needs. The program draws on case studies and practical exercises using interactive teaching methods. It is delivered by leading academics and guest speakers with extensive government experience. Delivery This Masters degree is taught face-to-face in university campuses across member jurisdictions. The core subjects are intensive residential units, which allow participants to focus on learning away from the office and develop lasting networks of peers across Australia and New Zealand. Creating future leaders The EMPA aims to produce graduates who: have a broad view of management, service delivery and policy analysis requirements across the spectrum of public sector activities have a strong understanding of the central concepts relating to public administration, public management and public policy can undertake critical analysis and engage in informed debate can apply a variety of research methods and undertake independent research can improve service delivery and policy outcomes across the public sector are prepared for, and committed to excelling in, a public sector career. Practical application The curriculum leverages and enhances the participants real-world roles as managers and policy advisers by providing opportunities to integrate theory and practice. The subjects draw on key disciplines such as: public sector management and leadership public policy qualitative and quantitative analysis economics law organisational behaviour change management. Mentoring program The mentoring component of the EMPA program is an important aspect of students leadership journey and links directly with capability frameworks of member governments. ANZSOG s program draws inspiration from the International Standard for Mentoring Programs in Employment (ISMPE). Each student is required to nominate a mentor from their agency with whom they can form an encouraging and constructive relationship, exposing students to a more senior professional who can provide confidential advice and direction on a range of issues. 5

8 Core Subjects 1. Delivering Public Value This foundation EMPA subject focuses on the essential management task of delivering value to the public. It recognises the need to draw on concepts and methods from the private sector, while acknowledging that public management is different in a number of important respects. This subject offers concepts and tools for managers to think and act strategically, further developing students skills in people and knowledge management, contracting, partnering and inter-organisational collaboration in the public sector. 3. Government in a Market Economy This subject provides a public sector manager s guide to key economic principles and their application to public sector activity. Public policy issues are addressed within an economic paradigm. The aim is to help public sector managers make better decisions when allocating scarce resources, when pricing and delivering public sector goods and services, and when designing regulations. Students will be exposed to those elements of economic theory of importance to what government does and how it is done, and examine areas of government responsibility little influenced by the logic and discipline of the market. 2. Managing Public Sector Organisations This subject covers the internal management of organisations and the products or services generated in the public sector. Sound judgement is required to lead large, complex public sector organisations in conditions that include unpredictable elements. Therefore, themes in this subject include negotiating the organisation s task environment, understanding and managing risks, and structuring work processes. It aims to help managers become more reflective about their practices, seeing themselves as part of a broader system. In this way, the subject promotes greater efficacy, system-thinking, and contextual awareness in public sector managers. Through a series of inter-linked seminars and workshops, combined with selfdirected learning activities, students gain outstanding opportunities to learn both from current literature on effective organisational practices, and from practitioners with extensive experience in managing public sector organisations. 4. Designing Public Policies and Programs This subject aims to further develop the policy leadership capabilities of students. Emphasis is given to the policy context, institutions and processes surrounding policy advice, and to the rationale and role of government in policy development. The subject offers opportunities for the application of policy skills, tools and techniques to analyse real-world policy problems and dilemmas. Students will develop their skills in policy analysis and pragmatic policy leadership. They will work in teams to produce reports on contemporary policy topics relevant to the Australian and New Zealand contexts. 6

9 5. Decision-Making Under Uncertainty Managers in government must become more critical users of information and evidence. This subject examines the use of qualitative and quantitative information, methods and evidence to support decision-making in the public sector. Students will develop their skills in overseeing research and analysis to inform decision-making. They will examine how they use, interpret and draw inferences from information gathered as evidence to support decision-making, and how the system and organisational context affect the use of evidence and analysis. 7. Leading Public Sector Change This subject examines the relationship between leadership and the activities of government. Empirically sound perspectives on change, reform and the role and limits of leadership form the basis of discussion. There is also an exploration of the engagement between political and bureaucratic leaders, and participants will be encouraged to apply these perspectives in diagnosing and dealing with leadership predicaments. Students will particularly focus on the role of leadership in forging stability and/ or reform of public policies, programs and organisations. 6. Governing by the Rules This subject aims to develop the capacity of public managers to govern effectively and appropriately within a range of regulatory methods, of which rules are only one source. Successful public policy making and management requires an understanding of the applicable elements of law, convention, practice and ethics. Students will develop an applied appreciation of the role of legislation, regulations and conventions, and their importance to good government, reinforcing the understanding that government programs must have a sound legal basis. As part of the learning, students will examine how the authority of the state is appropriately used to deliver government objectives. 8. Work-Based Project This capstone double-subject requires students to undertake a major applied research study on a real-world public management and public policy issue, identified by ANZSOG s government members. The team journey includes effective communication and collaboration with assigned academic supervisors and team members, as well as successfully securing clearance from ANZSOG s Ethics Committee. Working in cross-jurisdictional teams, students are required to define a real-life research problem from the nominated issue, gather data, formulate options and make recommendations. The project is an opportunity to develop genuine and sustainable solutions for the relevant government department, culminating in a presentation to ANZSOG faculty and fellow EMPA students. 7

EMPA Alumnus, 2012 Cohort, Dean s Prize for overall excellence Choosing the ANZSOG EMPA was an easy decision. I had a business undergraduate degree and didn t want a generic MBA. I wanted to learn management theory, tools and techniques that I could apply to my public sector career. The course structure, covering a range of subjects including economics, financial management, policy making and leadership, capped off with a Work-Based Project, was very appealing. But the most powerful motivation was the opportunity to work with and learn from public sector colleagues across Australia and New Zealand. The course structure encouraged peerto-peer learning and you quickly realise that your wicked policy or public administration problems are not that unique. 8

11 Teaching Professor Michael Mintrom holds a joint appointment in the Faculty of Business and Economics at Monash University and ANZSOG. Michael is a specialist in the practice of policy analysis and has written extensively on effective approaches to organising and conducting policy work. His most significant publications in this regard are two of his books: Contemporary Policy Analysis (Oxford, 2012) and People Skills for Policy Analysts (Georgetown, 2003). Prior to joining ANZSOG, Michael was an Associate Professor at the University of Auckland ( ) in his homeland, New Zealand. There he held positions as Founding Coordinator of the Master of Public Policy degree, Deputy Head of Political Studies and Associate Dean of Arts. 12 Why did you choose to participate in the ANZSOG EMPA over an MBA from a traditional university/business school? I had undertaken some prior study in a business school context and struggled to relate a lot of the models and content to the not-for-profit and government sectors I was working in. I had toyed with the idea of doing an MBA, but when the opportunity arose to do something that was going to directly relate to my work context I jumped at it and I wasn t disappointed. No more feeling like a square peg in a round hole! During the EMPA, what helped keep you engaged in your studies? The fact that so much of what I was learning I could apply in the workplace straight away. I shared a lot of the content with my teams and we developed new ways of thinking about how to describe and value our work. EMPA Alumna Can you give examples of frameworks and concepts you have learnt from the program which you have been able to implement in your work? Public Value theory and scorecards have been immensely helpful in the way I think about my role as a public servant, the work of my teams, how we relate to the sectors we work with and the public more broadly. I ve also enjoyed an enhanced understanding of our complex governance environment and developed some practical approaches for working successfully in it. What are the organisational outcomes and benefits of these implementations? With the Department for the Arts in WA, we developed a new Public Valuebased approach to arts policy and program evaluation. Some years later the outcome of that work is that an evaluation tool developed by us as part of that process has been enthusiastically taken up by the Arts Council of England as a solution to similar problems they are facing and is currently being rolled out internationally. It is really gratifying to know that our work has had such resonance around the world as a new approach to a complex problem. How have you valued the cross-jurisdictional networks which you have developed through the EMPA? I really enjoyed the opportunity to meet with like-minded professionals and to learn that no matter where we are in Australia we are fundamentally grappling with the same issues. What does it mean to be part of the ANZSOG Alumni Community? I love that I can call on this network for support, guidance and friendship. In the years since I completed the EMPA I have been in regular contact with ANZSOG and a number of members of my cohort, so even though I ve changed jurisdictions I have a ready-made professional network from around the country. 10

14 EMPA student>> The frameworks and concepts allowed me to make sense of and articulate the realities of working with complex public policy issues which never fitted neatly into one portfolio or which affected stakeholders in the same way. Application Criteria Students enrolling in the EMPA will demonstrate: strong evidence of leadership potential, including potential to contribute at the senior executive level as part of the next generation of public sector leaders work performance consistently above average and sound management capability or potential a strong commitment to career development and to a career in the public sector a commitment to contribute to class learning and share knowledge in the workplace capability to complete a rigorous Masters program (usually evidenced by successful completion of an undergraduate degree) in most cases, at least five years relevant work experience. Applicants must also meet the Masters degree entry requirements of partner universities. This is facilitated through ANZSOG and more information is provided at the application stage. Investment Course fees are paid by the sponsoring government or agency and include tuition fees, accommodation, most meals and materials. All applicants are required to have agency support and must meet the application criteria. 15 ANZSOG Programs Developing strategic leadership skills in public sector managers requires a different educational framework to those applying to private sector managers. While business schools teach how to create shareholder value, ANZSOG s mission is to help public sector managers learn how to create public value. ANZSOG also offers the Executive Fellows Program (EFP) and Towards Strategic Leadership (TSL), as well as a suite of shorter Executive Education workshops and a number of International Programs. EFP The EFP is a high-level residential executive program for senior public sector leaders, tailored to build on the core relationship, leadership and management skills needed in the public sector of the 21st century. TSL TSL is specifically designed for people moving from an operational role to a strategic leadership role, and for those facing senior executive responsibilities for the first time. At this level, thinking and acting strategically become central. International Programs The School delivers a suite of customised executive level leadership programs in partnership with foreign governments in the Indo-Pacific region, and consistent with the foreign policy objectives of the governments of Australia and New Zealand. These programs create valuable peer-to-peer networks and institutional linkages, and contribute to ongoing engagement with each country.
