2 About ANZSOG ANZSOG was established in 2002 as a unique initiative of governments, universities and business schools. Australian and New Zealand governments recognised the need for a world-class centre to provide tailored learning opportunities for future public sector leaders. ANZSOG s ultimate purpose is to achieve better outcomes for society by enhancing the public sector s capacity for good public policy and effective administration. In doing so, the School plays a key role in promoting public service as a profession of great social value. The school has several distinctive features: A collaborative partnership between governments and universities, which ensures all course offerings are academically rigorous and directly applicable to public sector requirements. Collaboration across jurisdictions also facilitates a focus on common problems. A networked delivery model, with teaching and research drawing on the strengths of member universities in Australia and New Zealand, as well as the best academics and practitioners internationally. An emphasis on building strategic and adaptive management capacity, including the ability to deliver public value in challenging settings. 3 Message from the Dean In just over a decade, the Australia and New Zealand School of Government (ANZSOG) has established itself as a world-class institution for the provision of public sector executive education. Management and leadership in the public sector present some distinct challenges relative to the private sector. ANZSOG programs are fit for purpose and yield benefits for public sector executives beyond those obtainable elsewhere. ANZSOG s most distinctive feature is the collaboration between its academic and government partners. This has produced a blend of theory and practice, of rigour and relevance, that has yielded real benefits for course participants and organisations alike. It has also facilitated a vibrant research program attuned to the needs of governments. Course participants are exposed to the best in contemporary thinking about public administration. ANZSOG s academic faculty and practitioners are drawn from the best in Australia, New Zealand and internationally, including Harvard s Kennedy School. 4 Why did you choose the ANZSOG EMPA over an MBA from a traditional university/business school? My vocation is that of a modern, professional public servant. The ANZSOG EMPA captures the virtues of this calling and provides an expert blend of theory and practice, pinpointing the unique challenges of the public sector operating environment. While a traditional MBA may be extremely useful in the private sector, it is not fit for purpose for those students wishing to increase their capability and effectiveness as a professional in today s public service. During the EMPA, what helped keep you engaged in your studies? There are two key factors that have helped keep me engaged and motivated to stay in the course. The first was being able to apply the curriculum immediately in the workplace with satisfying results. The second was the friendships and engagement with other students who shared my passion for public service excellence. These colleagues and connections will most certainly endure. Do you have any comments about the quality of teaching in the program, and how that impacted your overall experience? A critical aspect of the knowledge transfer during the program was that the teaching staff all had practical, real life public service experience. Additionally, the Chatham House presentations by renowned and respected past and present senior executives from Australia and New Zealand provided invaluable insight into what it takes to influence and succeed at the upper echelons of public service life. These two aspects made the course an extremely practical and relevant experience. 2

6 The Program The Executive Master of Public Administration (EMPA) is designed to assist future leaders develop the management and policy skills needed in today s public sector. Developed in consultation with public sector CEOs across Australia and New Zealand, the EMPA aims to produce world-class public sector managers. The program offers high-potential and aspiring leaders a thorough grounding in the theory and practice of public administration. The program brings together a select group of the best emerging public sector leaders from Australia and New Zealand with outstanding teachers and practitioners from around the world. 7 Course structure The EMPA is a two-year part-time postgraduate qualification. Students are required to complete: a core curriculum of seven subjects a required subject on public sector financial management (to be taken with partner universities) two electives chosen strategically from the subjects offered by participating universities to enhance the core curriculum and cater to individual needs. The program draws on case studies and practical exercises with interactive teaching methods, delivered by leading academics and guest speakers with extensive government experience. Delivery This senior executive education experience is taught faceto-face in locations across partner jurisdictions. The core subjects are intensive in the style of delivery that facilitates the networking aspect of the program and exposure to senior executives from other governments. Creating future leaders The EMPA aims to produce graduates who: have a broad view of management, service delivery and policy analysis across the spectrum of public sector activities have a critical understanding of the central concepts relating to public administration, public management and public policy can undertake critical analysis and engage in informed debate of public sector issues can apply research methods and undertake independent research are prepared for, and committed to excelling in, a public sector career can improve service delivery and policy outcomes across the public sector. Practical application The curriculum leverages and enhances the participants real-world roles as managers and policy advisers by providing opportunities to integrate theory and practice. The subjects draw on key disciplines such as: public sector management and leadership public policy design and implementation qualitative and quantitative analysis economics law and regulation organisational change. Mentoring program The mentoring component of the EMPA program is an important aspect of students leadership journey and links directly with capability frameworks of partner governments. ANZSOG s program draws inspiration from the International Standard for Mentoring Programs in Employment (ISMPE). Each student is required to nominate a mentor from their agency with whom they can form an encouraging and constructive relationship exposing students to a more senior professional who can provide confidential advice and direction on a range of issues. I now have the confidence in my knowledge to provide meaningful advice on issues that are at the forefront of government. The EMPA provided me with access to strong skills in research and information on areas that contribute to my organisation strategically and operationally. Considering public value is now part of everything I do. 5

8 Core Subjects 1. Delivering Public Value This foundational EMPA subject focuses on the essential management task of delivering value to the public. It recognises the need to draw on concepts and methods from the private sector, while acknowledging that public management is different in a number of important respects. This subject offers concepts and tools for managers to think and act strategically, further developing students skills in people and knowledge management, contracting, partnering and inter-organisational collaboration in the public sector. 2. Government in a Market Economy This subject provides a public sector manager s guide to key economic principles and their application to public sector activity. Public policy issues are addressed within an economic paradigm. The aim is to help public sector managers make better decisions when allocating scarce resources, when pricing and delivering public sector goods and services and when designing regulations. Students will be exposed to those elements of economic theory of major importance to what government does and how it is done, and examine areas of government responsibility little influenced by the logic and discipline of the market. 5. Governing by the Rules This subject aims to develop the capacity of public managers to govern effectively and appropriately within a range of regulatory methods of which rules are only one source. Successful public policy making and management requires an understanding of the applicable elements of law, convention, practice and ethics. Students will develop an applied appreciation of the role of legislation, regulations and conventions, and their importance to good government, reinforcing the understanding that government programs must have a sound legal basis. As part of the learning, students will examine how the authority of the state is appropriately used to deliver government objectives. 6. Leading Public Sector Change This subject examines the relationship between leadership and the business of government. Empirically sound perspectives on change, reform and the role and limits of leadership will form the basis of discussion. The engagement between political and bureaucratic leaders is also at issue and participants will be encouraged to apply these perspectives in diagnosing and dealing with leadership predicaments. Students will particularly focus on the role of leadership in forging stability and/or reform of public policies, programs and organisations. 6

9 3. Designing Public Policies and Programs This subject aims to further develop the policy leadership capabilities of students. Emphasis is given to the policy context, institutions and processes surrounding policy advice, and to the rationale and role of government in policy development. The subject offers opportunities for the application of policy skills, tools and techniques to analyse real-world policy problems and dilemmas. Students will develop their skills in policy analysis and pragmatic policy leadership. They will work in teams to produce policy reports on contemporary policy topics relevant to the Australian and New Zealand contexts. 4. Decision-Making Under Uncertainty Managers in government must become more critical users of information and evidence. This subject examines the use of qualitative and quantitative information, methods and evidence to support decision-making in the public sector. Students will develop their skills in overseeing research and analysis to inform decision-making. They will examine how they use, interpret and draw inferences from information gathered as evidence to support decision-making, and how the system and organisational context affect the use of evidence and analysis in decision-making. 7. Work-Based Project This capstone subject of the EMPA requires students to undertake a major applied research study on a real-world public management and public policy issue, identified by ANZSOG government partners. The team journey includes effective communication and collaboration with assigned academic supervisors and team members, as well as successfully securing clearance from ANZSOG s Ethics Committee. Working in cross-jurisdictional teams, students are required to define a real-life research problem from the nominated issue, gather data, formulate options and make recommendations. The project is an opportunity to develop genuine and sustainable solutions for the relevant government department, culminating in a presentation to the ANZSOG faculty and fellow EMPA students. 7

10 8 There is a real strength in building an ANZSOG community, with one s cohort, the lecturers and continuing the program for the betterment of the public sector. Its focus on public sector administration says it all you cannot get this teaching anywhere else and the EMPA fills the gap that private sector focussed MBAs leave out.

11 Teaching Professor Michael Mintrom holds a joint appointment in the Faculty of Business and Economics at Monash University and ANZSOG. Michael is a specialist in the practice of policy analysis and he has written extensively on effective approaches to organising and conducting policy work. His most significant publications in this regard are two of his books: Contemporary Policy Analysis (Oxford, 2012) and People Skills for Policy Analysts (Georgetown, 2003). Prior to joining ANZSOG, Michael was an Associate Professor at the University of Auckland ( ) in his homeland, New Zealand. There he held positions as Founding Coordinator of the Master of Public Policy degree, Deputy Head of Political Studies and Associate Dean of Arts. 12 You commenced the EMPA in How do you think this has affected your career? In 2003 I was still school principal at Cherbourg State School in Queensland. I left the School in 2005 to establish the Stronger Smarter Institute, armed with a great deal of knowledge and confidence from the EMPA, as well as an excellent network of some of the brightest people in the country. The EMPA affirmed my instincts about the importance of strong organisational and corporate values and the challenge to ensure their authenticity to the extent they are reflected in day-to-day processes, attitudes and behaviours. I had also worked as an educator for my entire career and following the EMPA I developed a sense of confidence that I could work in a broad range of policy areas. photo Justine Walpole Dr Chris Sarra Founder Stronger Smarter Institute, Queensland EMPA Alumni, 2003 Cohort Can you give examples of frameworks and concepts you have learnt from the EMPA which you have been able to implement in your work? How have they made a difference to your personal effectiveness and efficiency? In leadership roles I ve found the processes offered to enable sound analysis and self-reflection important. Against this background I have exercised the concept of getting on the balcony a fair bit. There were also some frameworks for developing effective policy that I found useful. In particular, I found a great deal of use in having to contemplate the sense of value in the work that we did and the processes we established at the Stronger Smarter Institute. Coupled with this was the need to contemplate who or what was the authorising environment, an interesting question when you work in education where kids should be the focus, but where you can sometimes work with bureaucrats and academics who think they should be the focus. How have you valued the cross-jurisdictional networks which you have developed through the EMPA? For me there is a very clear sense of value in the networks I developed through the EMPA. There have definitely been circumstances where the conversations become so much easier when I have encountered former ANZSOG fellow students or alumni. It is as though we were speaking the same language about our policy pursuits, which I find really interesting on reflection. Not only this, I have maintained some really good friendships with several of my student buddies with whom I worked hard studying and thrashing out solutions to any range of complex and dynamic problems. 10

Course participants not only have the opportunity to study with some of the best and brightest in their chosen field, but they will also have the opportunity to learn from world-leading academics and practitioners. The national and international networks established during the EMPA are invaluable for participants as their careers progress and they move into more demanding roles. 14 Application Criteria 12 Students enrolling in the EMPA will demonstrate: strong evidence of leadership potential, including potential to contribute at the senior executive level as part of the next generation of public sector leaders work performance consistently above average and sound management capability or potential a strong commitment to career development and to a career in the public sector a commitment to contribute to class learning and share knowledge in the workplace capability to complete a rigorous Master s program (usually evidenced by successful completion of an undergraduate degree) in most cases, at least five years relevant work experience. Applicants must also meet the entry requirements of partner universities. This is facilitated through ANZSOG and more information is provided at the application stage. Investment Course fees are paid by the sponsoring government or agency. In some cases, ANZSOG may consider a self-funding applicant. 15 ANZSOG Programs Developing strategic leadership skills in public sector managers requires a different educational framework from what is appropriate for private sector managers. While business schools teach how to create shareholder value, ANZSOG s mission is to teach public sector managers how to create public value. ANZSOG also offers the Executive Fellows Program (EFP) and Towards Strategic Leadership (TSL), and in partnership with the Australian Centre of Excellence for Local Government (ACELG), ANZSOG delivers the Excellence in Local Government Leadership Program (ELGLP) and a suite of shorter Executive Education workshops. EFP The EFP is a high-level residential executive program for senior public sector leaders, tailored to build on the core relationship, leadership and management skills needed in the public sector of the 21st century. TSL TSL is specifically designed for people moving from an operational role to a strategic leadership role, and for those facing senior executive responsibilities for the first time. At this level, thinking and acting strategically are crucial. ELGLP ELGLP is a cutting edge leadership program specifically designed for local government leaders. It aims to enhance professionalism, leadership skills, showcase innovation and best practice, and facilitate a better-informed policy debate in local government.
