3 I. Project summary Owing to catastrophic disasters that we have been encountering lately, many of lives have lost, houses and thousands of hectares of farmlands and crops have been flooded and destroyed countrywide. People are looking for help from every angle of the society to save them. Apart from all the provinces in our country, located not so far from Phnom Penh, there is an isolated region in Kampong Cham province called Roat Village, a floodplain area along the Tonle Sap Lake, has been reported to be one of the most damaged areas. On account of this situation, two youth agencies, Cambodia (AC-Cambodia) and Youth development Program (YDP), have assembled and eventually decided to launch a donation campaign to help the people at the above-mentioned area. To make all this possible, we need a total sum of funds estimated to be $3, The project team will look for partners and resources as many as possible to make this project more effective, efficient and productive Our first and foremost goal that stands behind this donation campaign is to help the villagers during this horrible time by distributing all the goods and resources we collect during the campaign to them in a timely manner to ease their burden during the hard time. We feel obligated to provide assistance to these people in any way possible. Furthermore, we also hope to promote the culture of sharing among Cambodian youths in terms of brotherhood and humanization in society. Included in this proposal are our background, goal and objectives, human resources, project management team, project timeline and people who will get benefits from our project. Last but not least, we would like to assure you that all the stuff and money you donate will be handed over to the right hands and the right people. We have high hopes and expectations that you will not ignore their cries for helps and show your generosity towards these people who really are in needs. II. Background 1. and - Cambodia Our (AC) Page was founded on August 13, 2011 to serve as the main engine for uniting international youths from ASEAN nations together. First administrator and the founder of this page was Administrator Jirapat from the Kingdom of Thailand. The very first ideology of creating this page was simply to help the local Thai students to acquire more familiarity with English language, as what Jirapat s professor at his university suggested. However, the concept has been changed. Our current ideology of managing this page is to create a community where ASEAN citizens from all the 10-member nations can freely join and own this page.

4 We do not proclaim the ownership of our page to any individual person or any specific country and would ensure that this page belong to every international youth from around ASEAN, notwithstanding their nationalities. Our page has been expanded from few members to reach more than 201,000 (201K) members, and we will continue to grow altogether with the developing economy of our nations. Currently, we have 42 administrators, divided into 10 teams depending on the country they come from. Each team represents their own country in the Page and to make posts about their country s culture, custom, people, economy, demography and interesting facts and places under the concept of equality, liberty, and freedom. In addition to our online approach, we are now launching another platform that will combine all youths and young adults in the 10 nations together to work closely with young and enthusiastic people such as university or high school students through local committees. This new approach will assist them to get access to the real community and involve themselves into local events; social activities, seminars, workshops and other ASEAN-related projects. Our local committees will work together closely to form a network under supervision of and will be called as AC-Networks. Our involvements are narrowed down into 6 pillars: culture, friendship, education, environment, information and business. So far, has been incorporating with ASEAN Secretariat in Jakarta, to organize events with a vision to strengthen the bond between ASEAN citizens. As a result, to celebrate 46th Anniversary of ASEAN this year, AC and ASEAN Secretariat jointly organized a photo contest under a topic of ASEAN Day with prizes sponsored and sent directly from ASEAN office in Jakarta. Again, being a regional community page, we do not belong to any specific nation, but we belong to Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Cambodia (so called AC-Cambodia) is a part of AC-Networks, operate under supervision of. AC-Cambodia is responsible particularly for projects in Cambodia or any AC projects related to Cambodia. Having our local committee and members, AC-Cambodia is working with a vision to promote ASEAN awareness among Cambodian people through various projects via online and offline platforms. 2. Youth Development Program First and foremost, was just a Facebook group created in June 2012 by Mr. BUN Penghuy, who was a freshman at Institute of Foreign Languages (IFL) majoring in Education at that time. Later on, in July, he found it difficult to share and post the information he knew, he started to create a page entitled. A

5 few months later, he and other four co-founders from various universities and different majors transformed it to become a volunteer-based youth organization. YDP s objectives are to engage Cambodian youth with social activities through various projects developed by YDP and to provide educational and vocational trainings to them. Now, YDP has 25 dynamic youths working on sharing scholarship, job and volunteer information, encyclopedias and creating interesting projects and trainings for youth. In the future, YDP wants to see Cambodian youth brings Cambodia to a competitive environment of ASEAN region. To reach that point effectively, YDP has been developing various programs and projects. By this way, YDP hopes that it can fulfill the student demands to develop and unlock their potentials effectively. III. Problem Identification Due to heavy rains caused by regional storms in the last few weeks, Cambodian has been severely affected by floods. Recent report from the National Committee for Disaster Management (NCDM) revealed that more than 120,000 houses, 847 schools, 50 health centers and 60,000 people have been destroyed and affected by the floods countrywide. Given this horrible situation, we, Cambodian members of and YDP, have gathered together and decided to help those people by raising funds and donations and distributing them to flood victims in a timely manner. Among many provinces that have been grievously affected by the floods, there is a distant area in Kampong Cham called Roat Village that has not received helps yet. More than just heavy rains caused by the storms, the area has also been affected by the rise of water level of Tonle Sap Lake. This has made villagers to encounter many critical problems. The village is situated on the Plain of Tonle Sap Lake, inhabited by 183 families. The villagers depend on agriculture but their houses and farms are now flooded with water from the river. The important thing is that the village is very hard to reach, only accessible by boats; therefore, there has not been many helps to lighten their burdens yet. Given this unpleasant information and the area s unfortunate geography, we have decided to distribute our entire funds and donations to people in Rout Village. IV. 1. Goal Goal and Objectives Our project goal is to help lighten the burden of flood victims in Rout Village of Trob Commune, Batheay, Kampong Cham, who are in need of emergency help due to recent flash flood and the rise of water level of Tonle Sap Lake.

During the donation After getting some sponsors as well as many donations from some companies and some groups of the students, we have divided the amount of money and stuffs into the same quantity. Since we our fund raising is limited and it was not reach the amount as we expected, we decided to select only 60 families among the 183 affected families. We have contacted the authority over there to help us in spreading the awareness of our project to the people living over there. Only the families who were very affected and seriously need help could get the donation. As the village was difficult to be reached, they have rent boats in order to gather in one place and wait for our presence. We were very delighted and touched because we could see and feel the reality of how those people

10 living in the hard situation. We arrived there at around 11 o clock with our donation at the back of the car. After that, we picked up those donations, which were packed in plastic bags, out of the car. We got a list of the family name from the authority, which were arranged by him. We had enough packs for those families who came to wait for our help. Plus, we also have some old clothes, which was donated by the group of students. 60 packs of donation were successfully delivered to those families in need. They were really excited and cannot describe all of their thankful to us, because they told us that no one ever came to help them because their village is very far and difficult to be reached. In the raining season, we have to take boat; otherwise, we cannot reach there. Even though we could not help all the family living in that village, but we had tried our best and it was better than doing nothing. We were also apologies to the leader of the community that we couldn t raise as what we ve promised to him. However, at the end, we came with success to the victim from the flooding s area, see how difficult they live and offered all we have to them. We got back thousands of smiles from the young little boys and girls, adult as well as the old villagers there. They pray for happiness for us as well as all donors. Here are some photos during the campaign Preparing activities Everyone smile and we are all happy

12 IX. After the campaign After getting back from the campaign, we will never forget all the donors, who have a kind hearted to share what they have to people in need. Without those charities from them, we would not be able to have done such a great donations to those poor families. During the donation campaigns, we took a lot of photos of our activities in order to share the information to donors and our AC-C fan page via our social network. We kept them informed of every step of our activities. We also got a lot of positive comments from them, which have encouraged us to keep going for the next charity project. Moreover, we have written thank you letter for their donation on the flood victims. It really means a lot to us and our goals would have never been accomplished without their kindness. After that, we conducted a meeting and report about the work to our members as well as to share our experience we got from the campaign. We really delighted to work together to achieve our goal. Even though, we could just help a small part of the flood victims, but it showed the high commitment of everyone and the willingness of our youths to build up and improve our society from the small step to the bigger step. Our goal is not just to help those people in providing them donations, but we also left them some good messages regarding to their living condition, especially their health condition. We have encouraged them to take care their health because they will be in trouble if they are sick. Prevention is better than the treatment. Providing stuffs can just help them in a short period of time, but providing them good advices or messages would help them for the rest of their life. After having done the successful donation campaign, we were thinking of another new activities to help our society, which is a hot issue in our community. We have come up with the fund raising in order to help the poor children living at the rural area of the countryside. We realized that there are many people needing help, and the best way to help is to provide good education and knowledge to them. This might be a long-term plan, which is not resulted immediately, but if we do not start now, then when? Being uneducated is the root cause of everything. It is the root cause of poverty, social disorders, and environmental degradation. Being uneducated or less educated, people cannot find a good job with high salary to support the family. Without money, who is going to care about such thing as social issues or environment? However, this project is still in our consideration, and we hope to launch this campaign soon.
