20 2. PRESENT SITUATION IN THE REGION RISKS AND IMPACT Increasing transport and focus in MRC countries on Dangerous Goods transportation Different situation in the four countries Ongoing but insufficient regional cooperation and harmonisation regarding safety standards and regulations

21 Other parts of the World are now focusing on applying technological innovations, improving e- logistics and modernising of inland vessel fleet. In the Mekong Basin we first have to raise the standards and start harmonizing standards, rules and regulations and ensure waterborne development grows in a sustainable manner.

22 National Legislation and International Instruments Pertaining to The Mekong National Legislation and Regulations Bilateral Agreement on Waterway Transport (Cambodia-Viet Nam) Agreement on Commercial Navigation on Lancang- Mekong River, signed on 20 April 2000 (Thailand, Lao PDR, China and Myanmar) A good start!

23 Limitations Insufficient National Legislation and Regulations Limited enforcement on existing regulations Some lack of compliance with ratified International Agreements Few practical Guidelines and Standards
