1 ADDICTIONS AND MENTAL HEALTH DIVISION Kate Brown, Governor HEALTH SYSTEMS DIVISION Access to Recovery (ATR) Clinical Services and Rates Clinical Services Service Description Qualification Unit Rate Acupuncture Used for acupuncture therapy by inserting one or more fine needles into the individual as dictated by acupuncture meridians for the treatment of substance abuse. Electrical stimulation may or may not be employed with this procedure. Medical licensure consistent with practice Per initial 15 minutes $14.23 Acupuncture For each additional 15 minutes of personal oneon-one contact with the individual, with reinsertion of the needle, with or without electrical stimulation (1 unit = 15 minutes, list separately in addition to primary). 2 Alcohol and/or Drug ATR credentialed A&D Per occurrence $ Assessment A comprehensive assessment that includes all pertinent bio-psychosocial information, as identified by the individual, family and collateral sources, for determining a diagnosis and to plan individual services and supports. One assessment equals one unit of service, one unit per billing regardless of length of time or if it takes multiple sessions to complete the initial assessment. treatment vendor, CADC or equivalent per OAR Page 2 of 6

3 ATR Intake/Screening At a minimum possess a high Unit =1 session with GPRA Intake school diploma (degree preferred). Total available Ability to engage and facilitate units =1 Interview One time, face-to-face meeting with a prospective ATR client conducted prior to admission to ATR to determine client eligibility for ATR participation as well as client needs and requests for specific ATR covered services. Includes the following ATR Provider Manual forms: ATR Screening Form Release of Information Voluntary Consent Form Includes: determining client eligibility and need for ATR services reviewing OATR4 approved list of locally available ATR covered services and providers discussing client choices for ATR covered services and providers entering vouchers for selected ATR covered services, including Intake/Screening service, in the ATR VMS completing the GPRA Intake interview and entering it in the ATR VMS initiating client access to covered services with selected providers entering the encounter in the ATR VMS recovery services through oral and written communication. Ability to advocate, collaborate, and coordinate recovery services with community stakeholders. Unit rate= $130 Page 3 of 6

4 Care Coordination/Case Management At a minimum possess a high Care coordination includes facilitating communication between the family, natural supports, community resources, and involved providers and agencies; organizing, facilitating and participating in team meetings; and providing for continuity of care by creating linkages to and managing transitions between levels of care and transitions (OAR ). Care coordination requires gathering data and interviewing individuals to ensure that they meet positive outcomes as well as meet the GPRA requirements for the Access to Recovery initiative. Case management of individuals needing services related to substance use disorders, provides assistance and care coordination based on the needs of the individuals. The care coordinator assesses the needs of the individual, assists in the development of recovery plans to benefit the individual, as well as the implementation of the plans. Review and evaluates the individual s progress in relation to the plan. school diploma (degree preferred). Ability to engage and facilitate recovery services through oral and written communication. 5 Collection of GPRA Collection of GPRA data during 6 month Recovery Support Center staff. 1 hour data-6 month individual follow up phone interview. $30.00 plus $20.00 toward department store gift card for individual. ***************** Collection of discharge GPRA Family and marital counseling ********************************** Collection of GPRA data during individual discharge interview. ************************ Recovery Support Center staff. Provides personal, spousal, and full-family QMHP, LPC, LCSW, LFMT or counseling tailored specifically to engage the equivalent per OAR entire family system to address interpersonal communication, codependency, conflict, marital issues and concerns, parenting issues, family reunification, and strategies to reduce or minimize the negative effects of substance use on the relationship. ************* 1 hour 15 min. $32.06 ************ $30.00 Individual Mental Health Counseling Individual psychotherapy, insight oriented, QMHP, LPC, LCSW, LFMT or behavior modifying and /or supportive, in an equivalent per OAR office or outpatient facility, approximately minutes face to face with the patient. 6 Outpatient Treatment Reference Addictions and Mental Health CADC or equivalent per 15 min $21.37 (AMH) OAR OAR Individual Counseling Behavioral health counseling and therapy provides individual counseling or therapy in the planned treatment assisting the individual with managing, reducing or resolving substance use. Focus on cognitive behavioral approaches that address triggers and relapse prevention, self-evaluation and the process of recovery. Outpatient Treatment Group Counseling Reference Addictions and Mental Health CADC or equivalent per (AMH) OAR OAR Provides the individual support in a group setting assisting the individual with managing, reducing or resolving substance use. Focus on cognitive or behavioral approaches that address triggers and relapse prevention, selfevaluation, and process of recovery. Per Service $42.77 Page 6 of 6

7 Recovery Support Services Plan Development of a written recovery support services plan supported by the intake screening tool and interview data. Recovery plans are developed by staff working within approved addiction treatment program, recovery management centers or a satellite care coordination site. CADC QMHP QMHA or equivalent per OAR Flat rate $ Urinalysis Urinalysis utilized by clinical treatment providers only for the purposes of assessing progress and developing treatment plans for participants. 1 unit Maximum of 3 UAs per treatment episode $11.48 Page 7 of 6
