Keeping Inventory Live Barcode newly manufactured signs Store sign attributes with barcode in OMS Mobile OMS Capture location of new installations Smart phone simple Software functions if barcode unable to be scanned Synching links attributes with location Store complete sign inventory
Technology Multipurpose mobile device selected Devices funded by Office of Information Technology OIT available for additional program development Device loaner library created
District Level Pilot Does the process add significant time to normal duties? Is technology simple and efficient? Do proposed methods deliver results? Is GPS device accuracy sufficient? Do district personnel see value in program? Are there missed opportunities to simplify process or enhance effectiveness of program?
Staged Statewide Implementation District meetings Regional meetings Began March 2012 Scheduled to complete June 2013 Scheduled as existing inventory nears completion Allows on site training Encounter technical problems on smaller scale
Feedback Initial process easy to manage after first week Software simple and easy to use Device is comfortable Does not add significant time beyond synching process Good understanding of benefits Appreciation of district visits

9 th ANNUAL TRANSPORTATION ASSET MANAGEMENT CONFERENCE APRIL 17, 2011 MARY MURRAY FHWA KENTUCKY DIVISION FRANKFORT, KENTUCKY (502)
OVERVIEW Background In The Establishment Of KY s TAM Foundation / Questions Organizational Assessment On-going TAM Sign Management Intro
BACKGROUND Pre-2007 FHWA Division Office established a ASSET Management POC and had several internal meetings and meeting with KYTC director to discuss Asset Management in terms of : - identify what area handles Asset Management for KY, - if any policy or guidance was being followed, - do we know what we have, - where is located, -how is it being maintained, - what are we spending, - who s involved
BACKGROUND CONT D ASK QUESTIONS LIKE...
QUESTIONS WHAT OFFICE MANAGES THE TAM PROGRAM IN YOUR ORGANIZATION? HOW INVOLVED ARE IS YOUR PERSONNEL WITH TAM? WHAT PERCENT OF YOUR PERSONNEL HAS A BASIC UNDERSTANDING OF TAM? EMPLOYEE TRAINING? HAD A TAM ORGANIZATIONAL ASSESSMENT CONDUCTED OF YOUR DOT? ESTABLISHED A TAM STEERING COMMITTEE /WORKGROUP OR SOME SIMILAR?
QUESTIONS CONT D HAVE A TAM CHAMPION? PROVIDE REGULAR INFORMATION TO YOUR ORGANIZATION ON WHAT S GOING ON WITH YOUR TAM PROGRAM? DEVELOP GUIDANCE? POLICY? STEWARDSHIP AGREEMENT? STATE GOALS FOR TAM? PROJECT DECISIONS? OTHER?
BACKGROUND CONT D September 2007 Request by FHWA KY Division to FHWA Headquarters Office of Asset Management for Transportation Asset Management (TAM) training March 2008 Specific training developed and conducted for Kentucky by FHWA Office of Infrastructure. Purpose - Help KY Division office personnel and key KYTC personnel understand their role in TAM (Finance, Administrative, Operations, Planning, Environment, Safety, Civil Rights, Traffic, Maintenance). August 2008 KY Division Office worked with KYTC to establish an Informal Asset Management Steering Committee
BACKGROUND CONT D November Kentucky requested Headquarters assistance in conducting an Organizational Self Assessment. January 2009 KYTC s Informal Asset Management Steering Committee completed a pre-self assessment exercise from the TAM Guide, results sent to FHWA Office of Asset management for analysis. April 14 16, 2009 TAM Organizational Assessment was conducted by Review Team from FHWA Office of Infrastructure, Resource Center, and KY Division Office.
Actions Overall the TAM Organizational Assessment help KYTC identify specific actions and priorities that they wanted to undertake to further position TAM within the KYTC. Deliverable: An Implementation Schedule was developed by FHWA and KYTC to implement short term (0 6 months), Intermediate (6 12 months) and long term (greater than 12 months) recommendations
KYTC Asset Management Assessment
Positive Outcome for KYTC Understand the involvement and role of the other offices/branches and see how their office /Branch can contribute to Kentucky s TAM Program to help eliminate repetition of effort, provide and obtain better and more useful data from an overall system to meet their needs and make better decisions
Short - Medium Term Fruits KYTC Transportation Asset Management Champion. Improving communication between various divisions within KYTC Performance goals and targets are to be defined for the transportation system within the Department of Highways The Office of Information Technology has developed a strong enterprise data system that cuts across all program areas within the Cabinet. Select and implement TAM task sign management program development
Sign Management Program Began as response to new MUTCD retro reflectivity requirements. Using Photolog images and handheld devices to collect existing sign inventory. Developing barcode process to track sign manufacture date, installation date, and removal date. Field crews to use GPS enabled devices to capture location information. Integrates with Maintenance Management System. Framework for future Asset Management Programs.
ONGOING TAM SIGN MANAGEMENT Advanced Pavement Condition Survey Vehicle IRI Rutting Faulting Photolog Images
Photolog Images Provides recent images for Project Development GPS Location of Roadway Features QA/QC for Highway Information System Data
Some Results Of KY S On-Going TAM Efforts Kentucky has a good foundation to continue to build on and we continue to develop our overall TAM Program Kentucky has established a formal steering committee under the TA Champion to assist KYTC in its TAM implementation efforts. Kentucky is reaping the benefits of TAM in many areas one being a successful Sign Management Program Implementing a culture that supports asset management. Understanding roles and how they affect performancequality data needed to make decisions. Incorporating new ideas into KYTC programs.
Challenges Educating and working with legislators and other elected officials on TAM in order to increase flexibility in the decision making process. Educating the public on TAM and how it improves the function of the Cabinet while maximizing the benefits they receive for their transportation investments.
