Once the interview has been completed and the results analyzed, the airport is then presented with a report that identifies areas where the airport could further leverage spatial technologies to improve operations, maintenance, and planning activities. 3 FAA Airport GIS Implementation Services Nationwide Airport Lease Management Application Nashville, Tennessee As part of the FAA s Airport GIS pilot program, Atkins developed one of the first ealp projects in the nation for Hartsfield- Jackson Atlanta International Airport. In compliance with FAA Circulars 150/ A, 17C, and 18B, Atkins provided a full range of services including survey, planning, and GIS data development for landside features, runway and taxiway features, lighting, NAVAIDS, obstructions, virtual surfaces, and environmental layers. As a long-time trusted advisor to Nashville International Airport, Atkins developed and recently enhanced a fully integrated lease management system. This system provides map-based access and views of available and occupied lease space throughout the facility, improving day-to-day operation efficiencies by enabling user-friendly queries and automated report outputs. Atkins initially helped the Airport through the process of creating a GIS implementation plan in the late 1990s, and we have continued to support updates to this plan. Key elements of the plan include: GIS data automation and conversion needs Staffing needs for GIS operation and maintenance Departmental application needs Leaseholder details are accessible directly through an updated airport map, with searchable data fields for quick analysis and reporting. The integration of mapping technology with lease data provides an at-a-glance view of occupied and available space for operations management. Operational efficiencies through improved data access Current and scalable application framework Successful consideration of short- and long-term GIS needs GIS-Based Pavement Management Application Air Force Bases Nationwide In subsequent projects, Atkins was responsible for developing GIS data layers in compliance with 18B for Tulsa International Airport and Dubuque Regional Airport. Given these additional projects, Atkins possesses the experience to develop all airport GIS data layers. As part of our ealp projects, Atkins conducts aeronautical surveys and air space analysis to collect the data required to complete a full 18B-compliant GIS. The data collected includes but is not limited to all planimetric data, existing airport cadastral control and underground utility survey, and conversion of planned airport development. Hartsfield-Jackson Atlanta International Airport Atkins developed a decision support application to assist the Air Force Materiel Command (AFMC) in making budget allocation decisions for the highest-priority pavement maintenance and repair needs. Atkins also developed a weighted project prioritization methodology based on accepted engineering standards and AFMC stakeholder input. AFMC managers now have access to a GIS web-based application (incorporating pavement condition data) in which pavement sections can be prioritized and thematically displayed for each base, with projects prioritized based on the weighting process. Users have the ability to: Conduct what-if scenarios with budget allocations See outcomes of different decisions View their effects across all bases Conduct future allocation scenarios Base commanders and engineers have the ability to generate reports on the fly, indicating renewal and repair budget estimates by year. FAA compliance Makes GIS available for enhanced operation and maintenance activities Inventory of airport assets Improved planning capabilities Tulsa International Airport Dubuque Regional Airport Pavement management optimization Improved budget allocations Decision-making standardization across eight AFMC bases Enhanced budgeting capabilities including what-if scenarios Attribute data stored in MicroPAVER TM is integrated with ArcGIS to produce thematic map outputs of critical existing and forecast condition information.
4 Infrastructure Data Management San Diego, California Airport Logistics Management System Atlanta, Georgia To help the San Diego County Regional Airport Authority advance the use of GIS technology in their operations, Atkins: Developed a new web-based data viewer (the Infrastructure Data Management Project) Integrated the airport s EnterpriseOne (E1) business management system and BusinessObjects TM Enterprise reporting system with GIS This single web portal provides the key data necessary to support ongoing business decisions related to infrastructure management. Atkins interviewed key airport planners and stakeholders to identify critical user needs, enabling the custom design of automated tools and search features within the web interface. During the project, Atkins provided added value by: Streamlining the airport s GIS data maintenance needs Using FAA data model standards to ensure a stable foundation for future growth and development As program manager for the new runway at Hartsfield-Jackson Atlanta International Airport, Atkins: Supported expansion of the airport s GIS program Developed a logistics application to streamline coordination of a $6+ billion capital improvement program Atkins unique GIS-based software algorithms contained in the logistics application resolve project conflicts and optimize planning by processing user data constraints spatially and temporally. This ArcGIS server-based application integrates four main airport business systems: Primavera scheduling system Primavera Expedition COBRA accounting system GIS This new planning tool has enabled the airport to realize cost savings and schedule efficiencies. Coupled with advanced mapping and querying functionality, Atkins application allows better oversight of airport construction activity. Projects are completed more quickly and at a lower cost. Increased operational productivity and cost effectiveness A singe airport-wide GIS enterprise system Map-enhanced access to business data Streamlined GIS data maintenance needs Scalable and flexible technology solution At San Diego International Airport, Atkins developed a GIS-driven data management system that provides direct access to the airport s management and reporting systems. 3D Airspace and Lane Use Compatibility Analysis Tool Fort Wayne, Indiana This project provided the Fort Wayne-Allen County Airport Authority with an airspace decision-making tool that provides 3D image visualization. The Atkins-developed tools enhance the Authority s ability to assess impacts to airspace from current obstructions and development, and allow the Authority to anticipate and avoid potential conflicts based on existing zoning and land use regulations. To ensure that these tools had the required functionality, Atkins conducted comprehensive stakeholder interviews to determine a suitable design for the Airspace Analyst program. Once completed, the tool was integrated with the Esri ArcGIS and 3D Analyst user interfaces. This integrated package enables the display of data prepared in 2D and 3D environments and allows for critical add/edit capabilities for proposed structures. Hartsfield s new ArcGIS solution tracks the data in our complex systems so key decision makers can focus on the big picture without losing their grasp of the details. S.
