5 Major registration rules OPEN REGISTRY; Registration based on first-come first-served principle; Application is received only in electronic form; No paper needed for domain registration; Paper needed only for: Ownership transfer; Contact update in case the registrant is no longer valid; Domain deletion

6 Restrictions A domain name cannot be registered with the purpose to resell it; Provided contact data should be complete and valid; Invalid contact data may be a reason for the deletion of a domain name; Domain names cannot contain obscene, pornographic, injurious, offending words (use a list of prohibited words).

7 Registration particularities At present there is only one-time payment for registration; No renewal fee; Payment is received only by bank transfer or cash; When a registration application is received for a new domain name, the name is reserved but it is not added to the zone file untill it is paid; it will be deleted after one month if no payment was received

9 Former registration system It is an asynchorounos system It uses for the communication between registrars and registry; Registrars send orders to registry by ; Registry sends order processing results to registrars and registrants by . s are backuped for security reasons; Whois database and zone files are backup every night.

10 Need for a real time system It provides better services to registrars and end user (registrants); On-line card processing systems are now available in Romania and a real time registration systems suits better for processing online payments; There is a need for a faster zone update; There is a need for a faster whois data update

11 Charactaristics of the new registration system It uses EPP for the communication between registry and registrars, which seems to be unanimously accepted; A domain object has only registrant and technical contact; admin and billing contacts were removed; Physical person registrants are differentiated from companies so that contact data is no longer displayed in whois for private persons;

12 Charactaristics of the new registration system - continued Nameserver and contact updates are immediatelly displayed by whois; Zone file is generated every two hours; New operations are allowed: Domain renewals; Registrar transfer; No paper is needed, except when the registrant address is no longer valid; It provides more flexible tools for domain administration.

14 OPENREG It is published as free software by ISC, under a BSD-style licence ( It supports the EPP in a "shared registry" environment; It uses PostgreSQL as data base system; It publishes zone files using BIND; It was customized to suit the.ro policy; New components were added to provide the needed administration tools

15 ROADMIN Provides various administration tools for the registry staff who can manage: o domains; o hosts (nameservers); o registrars; o contacts; otransfer/renewal/de lete orders; o logs, statistics, reports,transactions, etc.

29 Migration from the old system to the new system Main goal: make the transition to the new system so that the effect on registration process be minimum 1. Migration of the old data base to the new system accomplished on June 15, 2008; 2. Deploy the new system to find out how it works; 3. Do not reserve the domain name when an application is received; this requires signing new contracts with the registrars; 4. Provide EPP interface to registrars; this requires changing the registration rules to allow renewals.

30 Concluding remarks In 2007 The Romanian Government decide that the National Authority for Communications and Information Technology make the regulations for.ro domain names; The registry, National Institute for R&D in Informatics is state-owned and it is coordinated by the Ministry of Communications and Information Technology; Between the registry and the National Authority there is a good cooperation; However, it seems that changing the registration rules will be a long process; we had discussions to be ready fourth quarter this year but probably it will take longer; If changing the registration rules will be too long, we are considering to provide a limited set of EPP commands to registrars.
