Scope of Report This report is a result of an initial request from the Riverside County Workforce Investment Board. As our partner in workforce development and career preparation, the Riverside WIB is interested in defining the community college service areas to best collaborate with regional colleges and to include the correct colleges in employer specific partnerships. This report only includes the four community colleges in Riverside County: College of the Desert, Palo Verde College, Mt. San Jacinto College, and Riverside Community College District. Introduction A Report from the Chancellor s Office to the State Legislature in March 2005 stated that there is an inability to centrally define district/service area boundaries because of students attending across district boundaries. I have found this to be true. The 72 California community college districts maintain political boundaries that are legally defined. At the time of this report, the Chancellors Office is using voter precinct tables to help validate GIS boundary maps based on legal written descriptions. Unfortunately, many district mappings are not yet completed. I have requested service area and boundary information from the four community colleges in Riverside Counties. What follows is the listing and a GIS map of my best guess of the community college boundaries within Riverside Counties based on the zip codes I was able to obtain. APPENDIX B: California Educational Code Legal requirements covering postsecondary education may be found in Education Code, Division 7, Community Colleges, Section 70900 et seq. Specific information on community college district reorganization or formation is covered in Part 46, chapters 1 through 5, Section 74000 et seq. (see also Section G in this chapter). Otherwise, the functions performed by the State Board of Education for school districts serving kindergarten through grade twelve are performed for community college districts by the Board of Governors of the California Community Colleges. EDUCATION CODE SECTION 74000-74001 74000. The Legislature hereby declares as its policy that all of the territory of the state shall be included within a community college district, except that territory located within a county where the county residents accounted for fewer than 350 units of average daily attendance in the state's community colleges during the preceding fiscal year. The territory located within such a county may be included within a community college district pursuant to the procedures prescribed by Article 2 (commencing with Section 74130) of Chapter 2. 74001. On and after January 1, 1983, the provisions of Article 1 (commencing with Section 4000) of Chapter 1 of Part 3 and Articles 2 and 3 (commencing with Section 35720) of Chapter 4 of Part 21 shall apply to actions to reorganize community college districts, as may be applicable, except that whenever any reference is made to the State Board of Education in those provisions the reference shall be deemed, for the purpose of community college district reorganization, to be the Board of Governors of the California Community Colleges. -------------- For Additional information regarding Community College District boundaries, please reference the California Department of Education s District Organization Handbook, August 2006.
