Burlington Community School District 1429 West Avenue Burlington, Iowa MINUTES Meeting of the Board of Education May 27, 2014 Call to Order: The Board of Education held a regular meeting on Monday, May 27, 2014 in the Board Room of the Administration Building, 1429 West Avenue. President Marlis Robberts called the meeting to order at 7:00 p.m. In attendance: Garwood, Robberts, Shinn, Vickstrom, and Warner. Absent: Kendell and Darnall. Pledge of Allegiance: The Board and all others present recited the pledge of allegiance. Adoption of the Agenda Mr. Shinn moved approval of the agenda with the removal of Action Item 10 TI/MTSS Collaboration. Ms. Garwood seconded the motion. It was approved on a 5-0 voice vote. Public Comments: There were none. Public Hearing Budget Amendment: There were none. District Positive Accomplishments Alan Mehaffy, Food Service Supervisor, updated in the Board on the activities of the Bakery at James Madison. The Bakery is producing bread, rolls, and cookies in compliance with the Healthy Kids Act. Area School Districts have expressed an interest in purchasing bread from us. Introduction of Student Representative Clara Reynen is serving as the Board s student representative for the 2013-2014 school year. Clara reported things that are wrapping up at the High School and the Maury Wright Festival. Professional Service Position: Derek Baker Communications/Assessment Coordinator for Burlington Community School District. Resigning after 1 year of service. Effective May 16, 2014. Superintendent s Report: Ms. Evans notified the Board the District had received a STEM grant to implement Gateway (Project Lead the Way at the middle school level), reminded everyone of the retirement dinner and the last day of school, and recognized the gifts and grants, Curriculum and Instruction Dr. Noll shared information on the BHS Safe School certification process, the STEM grant, and the progress on summer school. FY13-14 Proposed Budget Amendment Chris Stensland, Director of Business Services, reviewed the proposed budget amendment with the Board. The Instruction line will be increased by $500,000 Student Support Service line will be increased by $1,000,000 Non-instructional control line will be increased by $250,000, and the other line will be increased by $500,000. There is no tax increase associated with an amendment. Mr. Warner moved to adopt the budget amendment. Ms. Garwood seconded the motion. The motion passed on a 5-0 voice vote. Audit Extension with Nolte, Cornman, & Johnson, P.C.: Chris Stensland recommended entering the contract with Nolte, Cornman & Johnson, P.C. for the 2014 audit. The District will issue an RFP for audit services next spring. The cost for the FY13 audit was $11,500.00. The cost for FY14 will be $12,000. Mr. Shinn moved to approve the audit extension. Ms. Garwood seconded. The motion passed on a 5-0 voice vote. Meal Price Increases for 2014-15 Because the District participates in the National School Lunch Program per section 205 of the Healthy, Hunger-Free Kids Act of 2010. The District is required by law to increase the price we charge for a full pay meal, per the PLE (Paid Lunch Equity) tool. Estimated additional nutrition fund revenue for the 2014-2015 school year, is $12,580.00. New lunch prices would be: elementary $1.95, secondary $2.05. New breakfast prices would be: elementary $1.20, secondary $1.40. Ms. Garwood to approve the meal increases. Mr. Warner seconded. The motion passed on a 5-0 voice vote. Managed Print and Copier Services RFP: The Burlington Community School District (BCSD) currently has an expiring contract for managed copy services. BCSD is a K12 instructional institution that services Burlington, IA and its surrounding area and communities. The Technology Department of the BCSD believes that a managed print and copy service will increase productivity and reliability as well as reducing the cost of printing in the district.

This request by the BCSD is another step in the ongoing progress of the information technology in the district. Our hope is to have a mature managed system that can be easily monitored for reliability, cost and functionally. The technology department recommends that the board enter into a 5 year contract with Access Systems (formally Digital Office Solutions) with their Sharp/Hewlett Packard solution. Access System scored the highest on the evaluation matrix as well as being the lowest cost to the district. The estimated cost is $92,343.23 yearly, based on estimates on our highest year cost. Mr. Shinn moved to approve a 5 year contract with Access Systems. Mr. Vickstrom seconded. The motion passed on a 5-0 voice vote. BHS Pro-Start Culinary Classroom Bids At its March 31, 2014 board meeting the Board approved plans and specifications to bid the remodeling for Pro-Start Culinary classroom at Burlington High School with a total budget of $420,057.80. On April 17, 2014 two bids were received for this project, with SG Construction being the low apparent bidder at $496,170.00 for construction and equipment only. That brings the total cost of this project to $591,772.00. Administration recommended rejecting all bids for being over budget and rebid at a later date. Ms. Garwood moved to reject all bids and rebid at a later date. Mr. Shinn seconded. The motion passed on a 5-0 voice vote. TLC Position Descriptions The District was awarded one of the initial 39 Teacher Leadership Compensation grants by the Department of Education as authorized by the State Legislature. Dr. Noll has worked for the Burlington School District since 1990 as a teacher, Alternative High School Principal and Curriculum Director. Congratulations, Dr. Noll! Ms. Garwood moved to accept Dr. Noll s resignation with regret and appreciation. Mr. Shinn seconded the motion. The motion passed on a 5-0 voice vote. Curriculum Director Vacancy The Superintendent and Curriculum Director are both key positions to fill in a very short time. The Board discussed whether the requirements of the position still meet a Curriculum Director or if it should be an Assistant Superintendent (which requires a superintendent license). The Board came to a consensus to leave the position a Curriculum Director for candidate availability and budget consideration The Board came to a consensus to talk with Ray and Associates about the possibility of a dual search.

Board Communications: Ms. Garwood stated that Graduation was wonderful and thanked Dr. Noll for her years of service. Mr. Shinn noted that we should make sure job descriptions are up-to-date.
