1 KENT SCHOOL DISTRICT NO. 415 KING COUNTY KENT, WASHINGTON September 10, 2014 The Board of Directors of Kent School District No. 415 met on Wednesday, September , 5:30 p.m. in the boardroom at the Administration Center located at SE 256th Street, Kent, Washington with Board President Debbie Straus presiding. Other board members present: Karen DeBruler, Russ Hanscom and Maya Vengadasalam. Also present: Superintendent Dr. Edward Lee Vargas. Call to Order President Straus called the special meeting to order at 5:30 p.m. The purpose of the special meeting was for introductions of new administrators followed by a reception in the foyer. Executive Session President Straus announced that the Board would meet in an executive session for approximately 30 minutes to discuss the qualifications of applicants for public employment and/or review the performance of a public employee. Time: 6:30 p.m. Call to Order President Straus called the regular meeting to order at 7 p.m. Pledge of Allegiance Teresa Turner, Kentlake teacher, led the audience in the pledge of allegiance. Welcome President Straus welcomed the audience to the meeting and explained the process for public comment. President Straus excused Agda Burchard from the meeting due to a work conflict. Presentations (1) Early Warning Indicator System New Dashboard During the school year, teams from all of the Roadmap Project school districts worked together to develop systems that identify high school students who are at-risk for failure, and to begin to develop support systems to ensure student success. Kent School District IT staff has developed a dashboard tool using HomeRoom to identify students who trigger the system with high absence, low grades, or discipline infractions. Dr. Del Giudice and Mr. Randall Heath demonstrated sample slides from the Early Warning Indicator Dashboard. (2) Kent School District State Test Data Report with Comparisons to Washington State Data State Superintendent Randy Dorn released spring 2014 state testing on Wednesday, August 27, The release consisted of results from the spring administration of the Measurements of Student Progress, taken by students in grades 3-8; the High School Proficiency Exams in reading and writing, taken by high school students; and end of course (EOC) exams in algebra I, geometry, and biology. Kent School District participated in the Smarter Balanced Assessment Consortium (SBAC) spring testing in place of the Measurement of Student Progress (MSP) tests in most grades and subject areas. SBAC which will not produce data reports for , but in Kent, Measurement of Student Progress (MSP) tests were taken in 5th and 8th grade science, and End of Course biology, algebra and geometry.

2 Page 2 Dr. Linda Del Giudice and Dr. Razak Garoui presented Kent data with comparisons to statewide data where applicable. Reports (1) Kinder to College Update During the school year, under the leadership of the Student and Family Support Services Division, kindergarten students, teachers, and parents from 23 elementary schools visited the campuses of 12 college partners. In all 1,722 kindergarten students, and 657 parents participated in Kinder to College. The Kinder to College growth included additional elementary schools, college partners, parents, and a STEM learning activity. Randy Nunez answered questions from the report. Board of Directors Discussion & Approval (1) Surplussing of School District Properties The Board has determined that it can sell the Plemmons, Scarsella, and South King County Activity Center properties that the District owns because these properties are no longer needed for school purposes. The next step in the process of selling these three sites is for the Board to declare these three sites as surplus properties. To declare these properties as surplus requires the Board of Directors to approve Resolutions 1450, 1451, and Motion No That the Board of Directors approves Resolutions 1450, 1451, and 1452, declaring the Plemmons, Scarsella and South King County Activity Site surplus properties. (2) Legal Services Contracts The transition from having an in-district general legal counsel to outside legal firms has proven to be successful. The legal firms engaged by the district for have worked well and are being recommended for engagement for The legal firms being recommended for engagement for are Preg O Donnell & Gillett, Curran Law Firm, Perkins Coie, and Kuta Rock LLP. Motion No That the Board of Directors approves engaging the following legal firms to provide legal services: (a) Preg O Donnell & Gillett - school governance and other legal matters specific to the Board of Directors and/or Superintendent; (b) Curran Law Firm inclusive education services, business, operations and property; (c) Perkins Coie: human resources, facilities and construction; (d) Kuta Rock LLP: bond issuance matters. (3) Approval of Bid Award for Milk Products Smith Brothers Farms provided the lowest overall cost for products when comparing annual projected product usage x vendor prices submitted for fluid milk products used by Nutrition Services. Motion No That the Board of Directors approves (a) the award of an initial one year contract, September 1, 2014 August 31, 2015, for fluid milk products to Smith Brothers

3 Page 3 Farms, Kent, WA, and (b) the possibility of up to three contract renewals, awarded in one year contract increments ( , , ), based on satisfactory performance each year by Smith Brother Farms. (4) Request for Waiver of School Impact Fees Discussion Only The Inland Group is planning a mixed-use, multi-family project for the City of Covington s Town Center development. This development will be located on a site adjacent to the exiting Covington Elementary School. The development includes a 156-unit age-restricted apartment community known as Affinity at Covington and a 200-unit affordable family apartment community known as Polaris at Covington. The ground level of the Polaris buildings will provide amenity space and future commercial space accommodating the mixed-use requirement in the Town Center. The Inland Group is requesting a ninety percent reduction in school impact fees. Based on this request, the multi-family impact fee would go from $3, p/unit for a total fee of $675,000 to $ per/unit and a total fee of $67,460. The requested reduction, according to the developer, is critical to the financial feasibility of the project. The Board requested information about the student generation factor and property valuation after road improvements. A decision will be made at the next board meeting on September 24, (5) Teacher/Administration Data Dashboard Contract with School Data Solutions This is for year one of a three year contract with School Data Solutions for Homeroom Plus online data dashboard system, providing teachers and administrators access to online applications and support. This dashboard tool is integrated with Skyward the district adopted student information system and fiscal tool. The contract license includes customer service and support, and the unit price will be $5.00 per student for the first year and will be discounted the following years based on total student count of all School Data Solution customers. Motion No That the Board of Directors approves an initial one year contract (September 1, August 31, 2015) for School Data Solutions Homeroom Plus online data dashboard at a cost of $195,269 and the District's option to extend the initial year contract two additional years - September 1, 2015 to August 31, 2016, at a contract cost ranging from $88,504 to $132,095 and September 1, 2016 to August 31, 2017, at a contract cost ranging from $80,578 to $132,095 - in one year contract increments based on satisfactory performance each year by School Data Solutions Homeroom Plus online data dashboard software. Motion No That the Board of Directors approves the following consent agenda items: 1. Minutes of the 27 August 2014 Special Meeting, Regular Meeting, and Executive Session. 2. Personnel Report. 3. Gifts and donations to the district or schools or departments as submitted for the period ending September 10, Approval of general fund accounts payable warrant nos ; payroll warrant nos and ; and electronic transfer for direct deposit, payroll taxes, VEBA, DRS Retirement, DRS DCP, TSA, Workers Comp., and Vision Trust for a total general fund amount of $16,640,142.28; capital projects fund accounts payable warrant nos for a total capital projects fund amount of $1,305,454.49; ASB fund accounts payable warrant nos for a total ASB fund amount of $44, Motion No That the Board of Directors approves the following consent agenda items: 1. Salary Modification to Collective Bargaining Agreement for Kent Association of Coaches and Extra- Curricular Employees/WEA. Communication from the Audience Members of the audience addressed the Board about the impact fee waiver request, TPEP, teacher work load, substitutes, and biology End of Course testing in the high schools. Superintendent Report The superintendent s report was accepted as presented and included: Opening of School Enrollment Report Fresh Fruit & Vegetable Program application accepted for Daniel, Scenic Hill, Kent Elementary, Park Orchard, East Hill, Meadow Ridge, and Springbrook Draft of the Annual Report for Board feedback Education the Educator Event, Thursday, October 16, 2:20-6 p.m. at Red DOT Corporation Kent Early Learning Center Ribbon Cutting, Thursday, September 11, at 10 a.m. Board Reports & Discussion Maya Vengadasalam announced that she is a table captain for the Kent Food Bank breakfast and to contact her if interested in attending. Russ Hanscom reported on filming the bio for his webpage. Russ also commented on the first day of school and appreciated seeing district administers in the schools.

5 Page 5 President Straus read a report from Agda Burchard that included her meeting with Jill Sells, executive director of Washington State Rach Out and Read, her meeting with Board Intern Camille Cioffi, a request from board members for the top 10 priorities for the Washington State School Directors Association Legislative Assembly in Yakima on September 19-20, and an invitation for board members to attend a monthly meeting with other board members who are currently developing a leadership for equity project which will provide professional development for school board directors to support implementing equity policies in order to reduce and eliminate the achievement gap. Debbie Straus reported in filming the bio for her webpage. Debbie also asked the Board for availability for the Board Retreat beginning at 5:30 in the evening. September 29 was the date selected.
