CALL TO ORDER Following proper public notification, Chair Bob Hodge called the meeting of the State Board of Proprietary Schools to order at Members present: Scott Aaron, Bob Hodge, Kuburat Ganiyu, John Pettitt, Victor Riley. Ashley Wallace attended via telephone. Also present: Scott Corl, Executive Director of Office of Proprietary Schools; Rasheeda McAllister, Program Auditor for Office of Proprietary Schools. ETHICS AWARENESS & CONFLICT OF INTEREST The Chair reminded Board members of the ethical requirements for those who serve as public servants and requested that members identify any conflicts or potential conflicts of interest that they may have with respect to any item on the agenda. Mr. Riley advised the Board of a potential conflict with the Southern College of Health Sciences and that he would abstain from consideration of the school. See the attached abstention list for license renewal conflicts. APPROVAL OF MINUTES Mr. Hodge requested a motion for approval of the Minutes of the February 6, 2015 meeting of the State Board of Proprietary Schools. Mr. Riley made a motion to approve the minutes as drafted. Ms. Ganiyu seconded the motion and the minutes were unanimously adopted by the Board by voice vote. Mr. Hodge requested a motion for approval of the Minutes of the March 13, 2015 telephonic meeting of the State Board of Proprietary Schools. Mr. Riley made a motion to approve the minutes as drafted. Ms. Ganiyu seconded the motion and the minutes were unanimously adopted by the Board by voice vote. APPROVAL OF AGENDA Mr. Hodge requested a motion for approval of the meeting Agenda. Mr. Pettitt made a motion to approve the Agenda as presented. Mr. Wallace seconded, and the Agenda was unanimously adopted by the Board by voice vote. DIRECTOR S REPORT Fund Balances: As of April 30, 2015, the total of the Student Protection Fund was $671,660; and the balance of the General Education Fund was $558,000. Ten (10) schools did not submit license renewal applications: American Academy of Magnetic Resonance ('05); American Institute of Applied Sciences ('91); American Red Cross Nurses Assistant Training Institute ('13); East Carolina NA Training ('14) Graceful Touch Health Institute ('14); Myers Park School of Dental Assisting ('08); NCDATS -Burlington ('08); Research Triangle College of Health Sciences ('13); Right Choice Dental Assisting ('15); Thomas Health Care School ('10) All schools required to file a Quarterly Bond Report have done so. Applicable bond increases have been verified.
REVISION OF 2A SBCCC 400.2 The Board considered a proposal to amend 2A SBCCC 400.2. The proposal would allow proprietary schools to enroll students who graduated from a community college or university; or students who completed secondary education that is equivalent to high school education in the United States. Mr. Hodge requested a motion to approve. Mr. Aaron made a motion to approve the revision. Mr. Riley seconded, and the revision was unanimously adopted by the Board by voice vote. Mr. Corl will forward the revision request to the General Counsel of the North Carolina Community College System for review. REVIEW AND RECOMMENDATIONS FOR INITIAL LICENSING Mr. Aaron motioned to move into closed session pursuant to North Carolina General Statute 143-318.11(a)(1) to prevent the disclosure of information that is confidential or privileged pursuant to North Carolina General Statute 132-1.2(1). After being properly seconded by Mr. Riley, the motion was adopted by unanimous voice vote. After discussion, Mr. Riley made a motion to return to open session. Mr. Wallace seconded, and the Board then reconvened to open session. The State Board of Proprietary Schools recommended the following schools for initial licensure to the State Board of Community Colleges: Charlotte School of Law Charlotte, NC Hands on Dental Assistant Academy Greenville, NC Southern College of Health Sciences Charlotte, NC REVIEW AND RECOMMENDATIONS FOR LICENSE RENEWAL Mr. Aaron motioned to move into closed session pursuant to North Carolina General Statute 143-318.11(a)(1) to prevent the disclosure of information that is confidential or privileged pursuant to North Carolina General Statute 132-1.2(1). After being properly seconded by Ms. Ganiyu, the motion was adopted by unanimous voice vote. After discussion, Mr. Riley made a motion to return to open session. Mr. Aaron seconded, and the Board then reconvened to open session. The State Board of Proprietary Schools approved and recommended seventy-eighty (78) schools to the State Board of Community Colleges for proprietary license renewal for fiscal year July 1, 2015 June 30, 2016. See attached License Renewal List See 2015-2016 North Carolina State Board of Proprietary Schools License Renewal Abstention List The State Board of Proprietary Schools refused to recommend three (3) schools to the State Board of Community Colleges for proprietary license renewal for fiscal year July 1, 2015 June 30, 2016. North Carolina Medical Institute (formerly CAN-Health Courses) Fayetteville, NC Caring For Life Jacksonville, NC Caring For Life Wilmington, NC The Board directed OPS to continue investigation of the Caring For Life campuses and report its findings to the Board prior to the July meeting of the State Board of Community Colleges.
