Request for Bids for District Wide VOIP Telco System The Rochester School District is seeking proposals for telephone equipment. Bids will be accepted until 12:00 noon Local Time on June 24, 2015. The bids will be opened publicly and read aloud at that time. Bids shall be submitted to Michael Hopkins, Superintendent of Schools, Rochester School Department, 150 Wakefield Street, Suite 8, Rochester, New Hampshire 03867. Bids must be submitted in sealed envelopes plainly marked BID FOR DISTRICT WIDE VOIP TELCO SYSTEM. Failure to properly mark the envelope will result in disqualification of the bid should it be prematurely opened. Specifications with required Bid Form may be obtained at no cost from the Superintendent of Schools Office or on the District website at http://www.rochesterschools.com/sau/bids/bids.html. All bid proposals must be made on the bid proposal form supplied and the bid proposal form must be fully completed when submitted.

RFP Specifications: District Wide Voice Over IP Digital Phone System with Fax and Elevator Lines The low (or chosen) bidder may be used for possible district wide VOIP systems for the next year with options for a second and third year. The district will be accepting both hosted and cloud based VOIP solutions. We also need centralized billing and requesting fax and elevator lines are included as POTS lines. The district is currently using an Alcatel-Lucent system and will be using IP Touch phones (4028/4038/4068/Sidecar Units for Reception Stations) with the specified system. Requirements: 1. All VOIP/Internet Based, NO POTS Lines (except Fax/Elevator/Alarm Lines) and all digital systems. Options of bidding a locally hosted system or a cloud based solution. All T-1/PRI s for any outside access must be included in the pricing. We are currently using our Internet connection via a VPN to connect to our service provider in a cloud based solution. 2. Static IPV4 and ability to work in a NAT Static and Dynamic Addressing environment. 3. 1 Year contract with ability to extend for second and third year if meets superior customer service requirements. 4. Need to have formal trainings sessions scheduled (general users each building, receptioneach building, and key tech support-general session). 5. Tech Support by 1-800 number 24/7, 365 days-a-year. 6. Direct dial to each extension using 4 or 5 digit code internally. 7. Ability to make configuration changes (passwords/display name/vm options/rings/etc.) and management through web site/web console GUI. 8. Individual numbers per phone for direct dialing capability from both internal and outside lines. 9. Installation and programming of new systems and assistance with phone set reconfiguration. 10. Options of lease or purchase for switching devices if a host based solution (in cost proposal of bid). 11. Ability to use current infrastructure with a 100MBPS or 1000MBS switched Ethernet environment using routers/vlan s on a mix of HP, Enterasys, Cisco, and DLink switches. 12. Must be able to support current IP Touch Phones model 4028, 4038, 4068 and the Attendant Sidecars. We use a mix of POE and power adapters, depending on building. 13. Ability to create and view history of all service calls/request from web based system. 14. Ability to add and delete additional phones/voice mail boxes based on needs of the district. Pricing should be included in the bid if we decide later to add/delete systems. 15. Ability to retrieve voice mail through: dialing (local and remote), web browser, or through email. 16. Any associated power cables, or miscellaneous cables, adaptors. 17. One Year onsite warranty with 48 hour turn around service with same warranty if extended for second and third year. 18. Delivery in the Rochester School District. 19. Documentation shall include all available hardware specifications and any other literature required for operation and troubleshooting of software and hardware components. 20. School System will provide all necessary LAN and Electric connections at each required location. 21. List of Protocols necessary for operation through complex firewall system (Sonicwall). 22. Reception stations must include any specialized software installation and must support auto attendant (day/night/holiday messages).

23. E911 Configuration and support to meet all Federal, State, and Local laws. 24. Timeline for full implementation (Summer 2015) Need to be fully operational by 28 August 2015. 25. Traffic analysis software to pinpoint any potential issues or bottlenecks. Specifications should meet or exceed the listed the specifications.
