C O N S U L T A N T S RESUME Ed Bove, P.E. SUMMARY OF EXPERIENCE Mr. Bove possesses 28 years experience in the civil engineering field. He has been involved with investigation, design, analysis, and quality control for projects ranging from residential, commercial and industrial, to public works. He has managed various operating Architectural/ Engineering groups specializing in Reconstruction, Claims, Property and Casualty, Surety, Project Management, Site Assessment, Quality Control, Geotechnical and Expert Services. Two of the operations managed maintained full service construction inspection and material testing laboratories. These facilities were qualified to test soil, asphalt, concrete, masonry and both structural and reinforcing steel. Inspections were provided in regards to the construction of post tensioned concrete slab on grade, conventionally reinforced concrete construction, reinforced masonry construction and structural steel construction. Mr. Bove has provided expert services for numerous clients regarding site civil engineering issues including underground utility installation, fine grading and site drainage. Other areas of expertise include concrete durability, conventional and post-tensioned slab construction, insurance related claims, construction failure claims and moisture infiltration issues. Project Manager representing the Chubb Group of Insurance Companies in response to the Surety Claim filed by the North County Transit District, following a dispute over the construction completion of the

Mr. Bove supervised the assembly of the completion bid documents and the ratification of all subcontractors Performed earthquake structural inspections for fifteen apartment complexes and numerous residential structures. United States Testing Company General Manager 1987-1995 Project Executive for the Groundwater Well Installation project located at Building 3001 Tinker AFB, Midwest City, Oklahoma. Project included the installation and development of 40 vertical extraction and 5 horizontal wells that ranged up to 1000 feet in length. Project Executive for the Materials Investigation at the Sherman Island Multi-Arch Buttress Darn located in Glen Falls, New York. Areas of the 80-year old concrete dam were experiencing distress in the form of cracks, deterioration, spalling, scaling, and excessive efflorescence accumulation on the surface of the concrete. The primary objective of the investigation was to evaluate the concrete from a materials standpoint and determine buttresses' repair requirements. Project Executive for the Quality Control Services provided to the Port District of San Diego in conjunction with construction of the San Diego Convention Center. Oversaw an on-site staff of up to 12 inspections and off-site inspections of steel fabrication at Hyundai Heavy Industries in Korea. Senior Project Manager of the Catastrophe Office established in response to the Northridge Earthquake of January 17, 1994. Over a period of 4 1/2 months this temporary facility performed numerous structural investigations of residential structures and commercial buildings. Personally performed inspections on over 50 structures. General Manager and Responsible Engineer for the San Diego Operation. The services that were provided out of this facility included full architectural, engineering, construction inspection and construction material laboratory testing. The laboratory was capable of performing extensive testing on concrete and its constituents including aggregates, cement and admixtures. Performed numerous mix designs for local projects. Southern California Edison Construction Inspection 1984-1987 Rosemead, California Chief Inspector for the $300 million Balsam Meadows Hydroelectric Project Mr. Bove was responsible for the administration of the quality control program and supervision of the field inspection staff which

RESUME ED BOVE Page 4 numbered up to 23. Due to the remote location of this project a full service construction material-testing laboratory was set up on site. Major aspects of this project included a 200mw turbine generator fully encased in concrete located 1,000 feet underground, construction of the 1,200 foot long forebay dam and 5 miles of drill and blast tunnel. Southern California Soil and Testing Senior Engineer 1981-1984 Placentia, California Senior Engineer responsible for functional and administrative supervision of local staff. Services provided included geotechnical engineering and construction inspection and material laboratory testing. This facility specialized in services to local readymix producers providing full aggregate, cement and concrete testing. Provided engineering for over 300 concrete mix designs. Performed field and laboratory evaluation of concrete performance problems. DeLeuw Cather & Company Senior Resident Engineer 1977-1981 Chicago, Illinois Senior Resident Engineer for three mainstream connecting structure contracts as part of the multi-billion dollar TARP (Tunnel and Reservoir Plan) for the Metropolitan Sanitary District of Greater Chicago. Responsibilities included review of contractor's compliance with plans and specifications, CPM monitoring and review and approval of pay request. Project scope included the construction of 25 underground concrete control structures and related connecting sewers (in tunnel and open cut) in the downtown Chicago area. Senior Resident Engineer for the construction of the Cumberland Rapid Transit Station. The project scope included the train station and parking structure. This station was part of the Chicago Transit Authority's expansion of train services to O Hare Field along the Kennedy Expressway. Soil Exploration and Engineering Companies Illinois Project Engineer 1973-l977 Performed engineering design and analysis for the construction and installation of conventional, posttensioned and deep foundation systems. These designs encompassed residential, multi-family and commercial structures. Geotechnical engineer performing soil investigations in the establishment of design criteria for the development and construction of residential, commercial and public works projects.

Performed observations and quality control testing to determine conformance to project specifications and applicable codes. Field-tests included sampling and testing of concrete and concrete aggregates, density testing of soil and aggregates utilizing sand cone and nuclear gauge equipment, and field sampling of structural and reinforcing steel.
