JOB FUNCTION: The Human Resources Director manages and supervises the Human Resources Department. The position requires leadership to the Human Resource (HR) Office. The HR Department serves the Tribes programs and employees of the Shoshone-Paiute Tribes and the Owyhee Community Health Facility. Responsible for providing direction to the Tribes staff, to provide quality service and employee career development through training, developing policies that promote individual responsibility accountability, and the creation of a program that will encourage employees to pursue individual career development. Under the supervision of the Chief Executive Officer, the incumbent will be responsible for the administration of all Human Resources Department issues for the Shoshone- Paiute Tribes and the Owyhee Community Health Facility, to include administering the Drug and Alcohol Testing Program. The position requires incumbent to meet with Tribal Council on a regular basis. ESSENTIAL FUNCTIONS: 1. Responsible to assist the Tribes in developing the necessary resources to perform all facets of Tribal self-governance through the recruitment and hiring of qualified individuals consistent with the Tribes goals of Indian Preference as authorized by the Civil Rights Act of 1964, the Indian Self-Determination Act, PL93-638, and other Tribal policies. 2. The incumbent is the leader of the HR staff for all positions and personnel, to include recruiting, job processing, staff evaluations, mentoring sessions, feedback, drug testing, surveys, and training. 3. The Director and Assistant HR Director, will perform job-auditing duties for the positions and conduct salary surveys.
4. Responsible to initiate job announcements, review applications, conduct any necessary tests on applicants, participate in Personnel Selection Committee reviews, and conduct background investigations and reference checks on all applicants, elected officials, contractors, and other potential or current employees. 5. Assist the HR staff members to ensure the Human Resources portion is in full compliance and ready for announced/unannounced inspections by the Accreditation of Healthcare Organizations. 6. Ensures timely assembly of announcements; writes or edits promotional material, directs the production, distribution of the job announcements and the placement of advertisements. 7. Documents recruitment procedures and necessary forms; develops the recruitment policies, rules and practices. Assists with outreach and recruitment when necessary. 8. Provides interpretation of the personnel policies; formulates policies and other management activities related to human resource management. 9. Functions as the principal management technical advisor to departments and the Business Council on personnel issues, has direct responsibility for the planning, management, operation, and evaluation of the Human Resource Department. 10. Responsible for ensuring proper protocol is followed on all personnel actions. 11. Responsible for interpreting Federal and State regulations and assist program directors with data. 12. Responsible for recommending appropriate changes to the Employee Handbook, ensuring personnel policy updates are distributed, identifying personnel policies irregularities, assisting in staff planning and recruitment. 13. Maintaining the Shoshone-Paiute Tribes Organizational Charts. 14. Represents the organization at personnel-related hearings and investigations. 15. Serves as the Drug Testing Program Director to ensure compliance with the Drug Free Workplace Policy according to the Employee Handbook and the Drug Free Workplace Act of 1988. Will oversee the personnel staff in the completion of any testing and reporting objectives. 16. Assist in planning, analyzing, and evaluating all necessary requirements established for certification with federal, state, Tribal or other regulatory/
governing bodies and the ability to coordinate with the Tribal and OCHF Administration. 17. Responsible for coordinating employee discipline, complaints, grievances, and appeals; counseling employees and supervisors to resolve work-related problems. 18. Responsible for facilitating staff education on various HR issues, including interpreting the Employee Handbook, supervisor training, and for writing articles and a quarterly newsletter. 19. Will co-lead with the Assistant HR Director the coordination of the benefits that are offered by the Tribe, e.g. Health, dental, medical, vision insurance and other benefits. 20. Performs other related duties as assigned by the Tribal Council, CEO and Administrator. Required to report to Council and Committees on the hiring staff. 21. MINIMUM QUALIFICATIONS (Education and Experience): 1. Masters Degree is preferred in Human Resources (No substitutions) and current certification. (See grade increments) 2. Minimum of a Bachelor s degree in Human Resources is required, Business Administration, or Organization Development. Masters degree is preferred. 3. Must possess specialized knowledge of applicable local, state and federal laws and regulations in areas such as FMLA, ADA, COBRA, FLSA, Laws Against Sexual Harassment and Workers Compensation. 4. Experience in the administration of benefits and compensation programs and other Human Resources programs. 5. Excellent computer skills in Microsoft Windows products, e-mail systems, payroll software, web base recruiting systems required and other computer applications is desired. 6. Experience in recruiting, interpersonal and coaching skills and in keeping confidential information and records on file.
7. Must have strong time management, organizational, communication and presentation skills. 8. Three to five years of progressive leadership experience in Human Resources positions, minimum. 9. Knowledge and experience in employment laws, compensation, organizational planning, organization development, employee relations, safety training, and labor relations is required. 10. Professional in Human Resources (PHR) certification preferred, not required, but must be obtained within or being hired. 11. Experience in the human resources field in a management level position, including experience with wage and salary studies, training and education programs, staffing plans, benefits administration, and recruitment and retention; 12. Must have a valid Idaho or Nevada Driver s License. Must be insurable under the Tribes vehicle insurance carrier. 13. Must be bondable, punctual and dependable. Additional Significant Criteria: 1. Must possess the ability related to planning, delegation, motivation, guidance, and review. 4. Must understand the techniques of sound Human Resource management in dealing with employees, individuals, and group of employees. 5. Must possess organization and management skills that enable the incumbent to: devise economical and effective organization plans and procedures; understand, interpret, and gain support for management goals and objectives; coordinate and integrate the work of subordinates effectively; and resolve organizational management, personnel, and technical problems. Note: Once an incumbent has completed the requirements for the next higher grade, they will be promoted to that grade as of the first pay period of the next Fiscal Year (FY), provided they have met the requirements prior to the approval of the FY budget. Grade 31 Masters Degree in Human Resources (No substitutions) and current certification as Senior Professional Human Resources (SPHR) from the Society for
Human Resource Management (SHRM), and seven-years Human Resources supervisory experience, two of which must have been after completing either the Masters Degree or obtaining the SPHR certification. An individual possessing the SPHR certification and meeting the time requirements as well as having at least 50 percent of the requirements completed for a Masters in Human Resources (No substitutions) may be hired at this grade as a provisional appointment up to 18-months (Not extendable). The individual will drop to Grade 30 at the end of the 18 months if the Masters in Human Resources is not completed. Minimum of 2 years at Grade 30/equivalent preferred. The incumbent must maintain both the PHR and SPHR certifications for the duration of their employment. Grade 30 Bachelors Degree in a related field AND current certification as Senior Professional Human Resources (SPHR) from the Society for Human Resource Management (SHRM), or National Native American Human Resources Association (NNAHRA) Indian Country Human Resources Certification Program AND five-years Human Resources supervisory experience, two of which must have been after completing either the Bachelors Degree or obtaining the SPHR certification. An individual possessing a Bachelors Degree in Human Resources (No substitutions) AND certification as Professional Human Resources (PHR) from the Society for Human Resource Management (SHRM) and 5 years of HR supervisory experience, two of which must have been after completion of the HR Bachelors Degree and the PHR certification may be hired at this grade as a provisional appointment up to 1-year (Not extendable). The individual will drop to Grade 29 at the end of 1-year if they have not obtained the SPHR certification within 1-year of hire. Minimum of 2 years at Grade 29/equivalent preferred. The incumbent must maintain both the PHR and SPHR certifications for the duration of their employment. Grade 29 Bachelors Degree in a related field AND current certification as Senior Professional Human Resources (SPHR) from the Society for Human Resource Management (SHRM), or National Native American Human Resources Association (NNAHRA) Indian Country Human Resources Certification Program AND five-years Human Resources supervisory experience. An individual possessing a Bachelors Degree in Human Resources (No substitutions) AND certification as Professional Human Resources (PHR) from the Society for Human Resource Management (SHRM) and 5-years HR supervisory experience may be hired at this grade as a provisional appointment up to 1-year (Not extendable). The individual will drop to Grade 26 at the end of 1-year if they have not obtained the SPHR certification within 1-year of hire. Minimum of 2 years at Grade 28/equivalent preferred. The incumbent must maintain both the PHR and SPHR certifications for the duration of their employment. Grade 27 A Tribal Member possessing a Bachelors Degree in Human Resources/Related Field and three-years HR supervisory experience OR Associates Degree in Human Resources/Related Field and current certification as Professional Human Resources (PHR) from the Society for Human Resource Management (SHRM),
or National Native American Human Resources Association (NNAHRA) Indian Country Human Resources Certification Program and three-years Human Resources supervisory experience may be provisionally hired at this grade, however, they must obtain their PHR certification within 1-year of hire or their Bachelors Degree in Human Resources/Related Field within three years of hire, as appropriate. This is a provisional 3-year position only. A person that fails to obtain the PHR certification within 1-year and/or fails to complete their Bachelors Degree within three-years of appointment will be terminated unless a non-hr Director position in HR is vacant for which they will receive consideration if it has not been advertised. The incumbent must maintain the PHR certification for the duration of their employment in this position. OTHER: This person will be required to belong to the Society for Human Resource Management or the National Native American Human Resource Association in order to keep abreast with changes to the career field and incorporate them into this office.
