HB 19 / SB 180 Representative Steube / Senator Evans School Safety Permitting the superintendent with approval by the board to authorize a school safety designee to carry a concealed weapon or firearm on school property. Specifies requirements for school safety designee. Provides exception to possession of weapons or firearms on school property. Provides for fingerprinting processing and retention. Requires fees to be borne by designee or district.

HB 19 / SB 180 (continued) Representative Steube / Senator Evans School Safety District formulates policies & procedures for active shooters & hostage situations with local law enforcement agencies. Requires districts and private schools to allow law enforcement to tour and access each campus. Permits district to have more than one safety officers per school site.

HB 37 / SB 118 Representative Raschein / Senator Hays Voluntary Contributions for Public Education Facilities Authorizes participating business that register with DOR to solicit & collect contributions from customers for construction & maintenance of public education facilities. Provides registration requirements. Requires participating business to file returns & remit contributions to DOR. Requires DOR to deposit contributions into PECO & Debt Service Trust Fund. Requires DOR to adopt emergency rules.

HB 41 / SB 154 Representatives Metz and Senator Hays Hazardous Walking Conditions Revises criteria for hazardous walking conditions. Revises procedures for inspection & identification of hazard conditions. Authorizes superintendent to initiate formal request for correction of hazard conditions. Requires district to provide transportation for students subjected to the hazardous conditions. Requires state & local entities with jurisdiction over roads with hazardous conditions to correct conditions.

HB 41 / SB 154 (continued) Representatives Metz and Senator Hays Hazardous Walking Conditions Provides requirements for governmental entities relating to capital improvement programs. Provides requirements relating to civil actions for damages.

HB 63 Representative Steube Public-Private Partnerships Creates Division of Public-Private Partnerships within Department of Economic Opportunity (DEO) Authorizes use of public-private partnerships for certain contracts. Revises provisions related to unsolicited proposals received by responsible public entities. Restricts & requires certain provisions in financing agreements.

HB 65 Representative Steube Public Records & Public Meetings/PublicPrivate Partnerships Provides exemption from public records requirements & public meetings for unsolicited proposals held by responsible public entity for specified period. Requires that recording be made of closed meeting. Provides exemption from public records requirements of records generated during a closed meeting for specified period.

HB 87/SB 418 Representative Passidomo and Senator Richter Construction Defect Claims Revises the definition of completion of building or improvement Provides additional requirements for notice of claim. Revises requirements for response. Provides that actions making claims for certain previously resolved claims be deemed frivolous. Provides for sanctions for such frivolous claims.

HB 87/SB 418 (continued) Representative Passidomo and Senator Richter Construction Defect Claims Revises provisions related to production of certain records. Provides for sanctions for claims that were solely fault of claimant or his agents. Provides exceptions.

HB 113 Representative Perry Local Government Construction Preferences Prohibits local ordinances & regulations from restricting a certified contractor s competition for award of contract for construction services based upon certain conditions. Colleges, districts & other political subdivision to disclose certain competitive solicitation documents,

HB 181/SB 448 Representative Bileca and Senator Florez Educational Facilities Provides for a district board by supermajority vote at a public meeting adopt resolution to implement one or more exceptions to SREF. Before voting board must conduct a cost-benefit analysis based on accepted methodology. Describing each exception selected for cost savings, improves the use of districts resources, and impacts the life-cycle costs and life span of the facility. Demonstrates the implementation will not compromise student safety or quality of student instruction.

HB 181/SB 448 (continued) Representative Bileca and Senator Florez Educational Facilities The use of fire-rated wood studs for non-load bearing interior walls (new & remodel) that will not be exposed to water or located in wet areas. Student parking areas approving the use of designated, stabilized, and well drained gravel. Omission of covered walkway requirements for portable classrooms leading back to the permanent buildings.

HB 181/SB 448 (continued) Representative Bileca and Senator Florez Educational Facilities Site Lighting No lighting for gravel or grassed auxiliary or student parking areas. Provide timer lighting setting for walkways, roadways, driveways, paved parking lots, exterior stairs, ramps, and walkways from building to public walkways only during site occupancy times.

HB 181/SB 448 (continued) Representative Bileca and Senator Florez Educational Facilities Site Lighting Allow lighting for building entrances and exits to be with a timer set to provide light only when building is occupied. Minimum light level to be reduced to no less than 1 foot candle.

HB 217/SB 338 Representative Van Zant and Senator Altman Engineers Prohibits person who is not licensed as an engineer from using specified name & title. Provides licensure & application requirements for structural engineer license. Prohibits specified persons from using titles of licensed structural engineer, professional structural engineer, registered structural engineer, or structural engineer.

SB 254 Senator Clemens Charter Schools An amendment to s.1002.33,f.s. Requires a charter school to demonstrate it meets certain needs that the local school district does not or is unable to provide to students in that district in order to obtain approval. Specific educational needs. Additional educational facilities that the local school district does not or is unable to provide to students.

HB 319 Representative Costello Education Funding Property Tax Reform Intent to stimulate growth, business expansion, & job creation. The local school property tax, nonvoted discretionary, and capital outlay property tax shall be eliminated from the local property tax levy starting Nov. 2016. A 2.75-cent education surtax shall start Jan.1st 2017. In order to build up funds for replacing local efforts & nonvoted discretionary funds on $ to $ basis.

HB 345 Representative Burton Code Enforcement Officer Requires training requirements and certification for the officials. Requires post-certification training at specified intervals. Specifies timeframes for completing training courses. Included are code inspectors and fire safety inspectors.

HB 357 Representative Diaz Charter School District Pilot Program Provides requirements for participation. Exemptions, professional development, rulemaking, and reporting. Provides for renewal or revocation of the charter. Requires school board participation in pilot program to provide certain funding allocations. Provides additional authority & responsibilities to school principals. Specifies content of professional development program.

HB 374 Representative Sobel Chemicals in Consumer Products Providing a statement identifying chemicals of high concern & the presence of chemical in consumer products that may effect pregnant women or children. The list of chemicals of high concern will be published on the Dept. of Health web site by a specified date. Authorizing DOH to participate with other states and government agencies in an interstate clearinghouse established for specific purposes.

HB 413 / SB 466 Representative Cortes and Senator Flores Low-Voltage Alarm Systems Revises definition of low-voltage alarm system and defines the term wireless alarm system Provides that a permit is not required for the install, maintain, inspect, replace, or service a wireless alarm system and its ancillary components. Reduces maximum price for permit labels for the alarm system. Authorizes local law enforcement agencies to coordinate inspect certain alarm system projects.

HB 477 Representative Sprowls Background Screening Revises requirements for background screening of instructional personnel in virtual instruction programs. Provides additional offenses to determine ineligibility for educator certification or employment. Revises requirements for submission, retention, search, and reporting of fingerprints of educational personnel & contractual personnel. Provides for FDLE participation in national retained print arrest notification program.

HB 501 Representative Fant Limitation of Actions Reduces period during which action must be brought for latent defects in design, planning, or construction of improvement to real property. Time frame is within four years.
