WORK COVERED This standard covers nonsupervisory work that primarily involves repairing and operating one or more utility systems (air conditioning, heating, water, wastewater, etc.). Such work requires the ability to start, stop, and regulate the utility or utilities for optimum efficiency and troubleshoot, maintain, and repair them. Work requires knowledge of user requirements and the locations and functions of all equipment in the system(s) and the repair procedures and specifications. WORK NOT COVERED This standard does not cover work that primarily involves: - Maintenance and repair requiring the use of a variety of trade practices associated with occupations such as carpentry, plumbing, electrical, and other related trades. (See Job Grading Standard for Maintenance Mechanic, 4749.) - Operation of two of more utility systems. (See Job Grading Standard for Operating, 5406.) - Operation or operational maintenance and repair of a single utility system. (See Job Grading Standards for Equipment Mechanic, 5306, Boiler Plant Operating, 5402, Heating and Boiler Plant Equipment Mechanic, 5309, Wastewater Treatment Plant Operating, 5408, or Water Treatment Plant Operating, 5409). TITLES Jobs covered by this standard are titled Repairer-Operator. GRADES This standard does not limit grades to those illustrated. Some jobs may differ substantially from the levels of skill, knowledge, and other work requirements of the grades illustrated in this standard. They may be graded at either higher or lower levels, applying the mixed job policy. U.S. Office of Personnel Management 2

NOTES TO USERS Work in this occupation includes a combination of at least two trade practices (repair work and operation) performed in different work situations throughout the Federal service. Despite the variety of work combinations which are possible, three main elements of the occupation are constant: 1. the work requires the application of more than one trade practice, 2. the grade level of work performed in utility repair and operation must be the same, and 3. the combined utility repair and operation must represent the highest grade level of work performed in the job. Jobs that meet these three criteria and the definition in the WORK COVERED paragraph are covered under this occupation. Grade level distinctions are provided in this standard to demonstrate the technique to be used in grading jobs in this occupation. The examples of work that are presented at the various grade levels are not intended to show the only combinations of work; duty assignments in this occupation may vary based on the work environment and also the skills and abilities of the employees. The examples are intended to show some of the more common combinations of work. If the highest level of work (without credit for shift responsibility) represents a single occupation (e.g., air conditioning equipment mechanic or wastewater treatment plant operator), the job should be titled, coded, and graded according to the job grading standard for the occupation that represents the highest skill and qualification requirements for the predominant line of work. UTILITY SYSTEMS REPAIRER-OPERATOR, GRADE 8 General: Grade 8 utility systems repairer-operators perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities. Typical work assignments include the performance of various checks, tests, adjustments, and troubleshooting tasks to determine the need for and the performance of repair and operation work. The skill and knowledge, responsibility, physical effort, and working condition factors are described in the job grading standards for the kinds and levels of work shown in the following examples. UTILITY SYSTEMS REPAIRER-OPERATOR, GRADE 10 General: Grade 10 utility systems repairer-operators perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities. Typical work assignments include the performance of various checks, tests, adjustments, and troubleshooting tasks to determine the need for and the performance of repair and operation work. The skill and knowledge, responsibility, physical effort, and working condition factors are described in the job grading standards for the kinds and levels of work shown in the following examples.
