Page 3 Executive Summary Challenge Though the challenges to efficiency are considerable, CIOs have never had so many opportunities to achieve efficiency gains and cost savings. Resource virtualization, standardization, automation and cloud computing are key techniques now available to help eliminate waste from today s enterprise IT. However, for gains to be realized and potential fulfilled, all critical components supporting IT Service Delivery must be identified and controlled across their lifecycles. This includes maintaining alignment between strategic Green IT goals and the projects executed to achieve those goals. Solution CA Technologies provides a powerful, holistic approach to data center consolidation and migration. For migration planning and execution, the journey typically beings with assessment of cloud capabilities and results in strategy definition. The next step is to plan and execute the consolidation. This includes conducting an inventory of IT and Facilities infrastructure and carrying out the move with detailed work breakdown structures (WBS) and alignment of enhancement projects with Green IT goals. The third step is to automate so as to maximize the data center environment. Many services can be automated, including client, server, virtualization, configuration, process and workload. It also includes controlling cooling systems and moving virtual machines to locations where greater power capacity exists or where lower energy costs apply. Case Study Results The case study of a classified federal agency demonstrates the business value delivered in assisting with consolidation of a large data center and move to a new facility. This project included a rigorous planning and assessment phase, new data center requirements gathering and an execution phase to ensure continuity of service. Keeping in mind the people, process and technology, the CA Technologies team delivered on the agency s goals and objectives of a smooth, seamless transition within a very challenging timeframe while saving the agency $24 million over 3 years.

Page 4 SECTION 1 Goals and Challenges Assess sites and infrastructure The task of evaluating data center sites is complex, due to the various criteria and the far from homogeneous nature of data centers. Criteria to evaluate sites include potential hazards, personnel, required size, and energy characteristics, as well as facilities infrastructure, IT infrastructure, and adherence to management standards. Agency management requires a flexible, but systematic approach to support transparent decision making. Several of the major challenges with site selection are energy related, including energy prices, the availability of free cooling, and the efficiency of existing assets. For example, a major challenge to date has been how to measure the Power Usage Effectiveness (PUE) of existing data centers. Agency executives seek a cost effective and rapidly deployable solution to quantify PUE and facilitate its use in the evaluation process. Assess current environment Most agencies that are trying to leverage the benefits of virtualization on the way to cloud computing adoption have many questions. Have you adopted a virtualization platform in the lab, now want to realize the benefits in production, yet have concerns about moving forward? Using CA ecogovernance, we can create assessments to gather data center information needed to select sites and enhancements. Our web-based questionnaires provide an efficient methodology for capturing agency information. The open-ended nature of these questionnaires allows an agency to capture information and track progress for both pre- and post-consolidation. We send surveys to each data center during the site selection process; use another set of more detailed surveys to evaluate possible enhancements to asset allocation, site staffing, and other areas of potential improvement; and to identify and evaluate the sustainability practices of contracted suppliers. Likely utilization percentages are calculated, along with the detailed TCO / ROI analysis. This includes sustainability and energy management projections. Using CA ecosoftware, trend analysis and forecasting is achieved with a combination of dashboards, reporting analytics and scenario planning and forecasting tools. Reports and dashboards show a statistical view of benchmarks and consumption with the ability to view by categories, facility, and more. Forecasting functions provide projections of energy consumption and spend for an organization or for a specific subset of an organization. CA ecosoftware comes with a robust ad hoc reporting tool that allows users to create virtually any report on any type of data. Reports for trend analysis and forecasting can be easily rerun or scheduled to be run and emailed on a regular basis. IT is expected to roll out new applications, provision new servers and other resources quickly, cost effectively and securely. In most cases, however, the demand for IT outstrips the capacity to manually complete all necessary tasks in a timely fashion. The same holds true for the power and cooling infrastructure. SECTION 3 Case Study: CA Federal Data Center Consolidation Strategy in Practice Base Technologies, a CA Technologies Company, worked to consolidate a classified Federal Agency s data centers from a commercial subscription facility to an agency data center located more than 1000 miles away. The scope of the data center consolidation tasks included: Inventory of all systems involved; identifying the gaps between what servers and storage an agency group owned and what the group had been leasing from the vendor; Assisting with the procurement and timely scheduled delivery of new systems at the Agency data center; Shutting down the active disaster recovery systems, and standing up the migrated and recently purchased new systems to enable seamless resumption of operating capabilities at the new site. As part of the consolidation, CA Technologies engineers planned and managed the movement of 30,000 mainframe MIPS, more than 3 PB's of storage and hundreds of UNIX and x86 servers along with tape backups, virtual tape systems, controllers, switches, and printers. The move was implemented and completed within a tight timeframe; in less than 3 months.
