Why Did It Take the Adolescent Treatment Grant to Accomplish These Changes? Florida s s large population - 4 th most populous state Geography - 53,927 square miles (522 miles from Pensacola to Key West) Dissimilar philosophies and interests among many stakeholders Sweeping system changes could not have occurred without the leadership and support of the Governor s s Office, Office of Drug Control, and Department of Children and Families
