Routinely served as the Administrator s central point of liaison with the Office of the Secretary, Department of Health and Human Services, and the White House. (SAMHSA is a $3.4 billion agency with 550 staff. Substance abuse prevention and treatment components of budget are $2.3 billion). Worked closely with Administrator to develop concept of and implement National Outcome Measures to align SAMHSA funding streams with SAMHSA vision and mission. The National Outcome Measures have become a major alignment initiative of the entire agency. Worked closely with SAMHSA Administrator to develop concept of and to implement the Strategic Prevention Framework to use the findings from public health research along with evidence-based prevention programs to build capacity within States and 4
5 communities to assess preventin need based on epidemiologocal data, buiild prevention capacity, develop a strategic plan, implement evidence-based programs, and evaluate for outcomes and the prevention field. The Strategic Prevention Framework is still in use at SAMHSA. Led Substance Abuse Prevention and Treatment Block Grant Reengineering Initiative resulting in substantial change in internal policies and procedures and in major staff development efforts for CSAT and CSAP staff. Led efforts to clarify and focus policy attention on maintenance of effort requirement of Block Grant and consistently communicate and negotiate with Governors Offices on this requirement. Participated in international substance abuse leadership efforts in the Netherlands, Belgium, Turkey, and Lithuania. Led SAMHSA Criminal/Juvenile Justice Workgroup and represented the Administrator in senior executive interagency task force which developed the President s Prisoner Re-entry Initiative. Led Substance Abuse Financing Workgroup to identify current and future substance abuse financing alternatives, including innovative payment mechanism applicability to substance abuse funding streams (e.g., voucher mechanism). Workgroup representatives included states, community based organizations, and SAMHSA staff. Developed and maintained close relationships with major national, state, and sub-state substance abuse stakeholder and advocacy organizations.
