2 A Memorandum of Agreement (MOA) has been executed between the Department of Human Services Division of Mental Health & Addiction Services and the Rutgers Center of Alcohol Studies and the Rutgers School of Social Work. DMHAS NJ Department of Human Services Division of Mental Health and Addiction Services

3 1. Attract new masters level students to the addiction field. 2. Support academic credentialing for the existing workforce at the masters level. 3. Increase the pool of dually licensed counselors in New Jersey. 4. Develop a career pathway to assist and advance incoming and current co occurring counselors.

4 5. At least 400 students will graduate and be eligible for dual licensure in New Jersey as a LCADC and other professional clinical license (LCSW, LPC, LMFT, etc.). 6. Practicum and internship experiences will be provided at licensed substance abuse treatment facilities where students can document proficiency in the 12 core functions of alcohol and drug counseling and are supervised by qualified clinical supervisors who meet the requirements set forth in N.J.A.C. 13:34C 2.3.

Create and sustain ahigh quality, comprehensive curriculum that will enable graduates to master the challenges of providing cost effective treatment to the State s alcohol and drug treatment seeking population, particularly those with co occurring disorders. 8. Increase agencies ability to bill Medicaid and third party insurance providers

6 ACT at Rutgers Addictions Counselor Training Certificate Program

7 Graduate courses will meet LCADC/CADC course requirements of the State Board of Marriage and Family Therapy Examiners Alcohol and Drug Counselor Committee as defined by N.J.A.C. 13:34C 1.2 Will be open to masters and post masters students in clinical disciplines (social work, counseling, psychology, nursing, marriage and family therapy) to facilitate multidisciplinary professional education leading to addictions credentialing

8 Covers domains in N.J.A.C C 2.2, 54 hours each of assessment counseling case management client education professional responsibility Incorporates emerging, relevant professional topics evidence based practices medication assisted therapies co occurring disorders

9 Initially offered in the day and evening in New Brunswick Summer and winter courses will be offered as needed Will be offered on Newark & Camden campuses, as needed Hybrid delivery will maximize the quality of education while minimizing the amount of time a working professional will need to be on campus

10 Offer stipends to students for completion of all requirements Recruit ethnically diverse students and those meeting university financial aid eligibility criteria through an open enrollment process Will develop a comprehensive marketing, recruitment, and dissemination plan

11 Those working in a licensed substance abuse treatment facility with less than 50% credentialed staff Those working in a licensed substance abuse treatment facility in an urban area Those who have worked for a least one year in addictions Those currently enrolled in a master s degree program Applicants who demonstrate financial need Working professionals with a clinical graduate degree

12 Students receiving the maximum stipend awarded must commit to working or completing their practicum or internship at a licensed substance abuse treatment facility. Individuals who do not fulfill this requirement will be subject to repayment to the State of New Jersey for all direct assistance received through this program.

13 Assist students in navigating academics, internship, and LCADC licensure or CADC certification process Convene an advisory board of key stakeholders to assist in ACT program development, promotion, advocacy, and collaboration of managing and sustaining ACT Maintain a computerized data system that tracks student progress in coursework, internship, and credentialing

14 a masters degree that can lead to dual clinical licensure 18 graduate semester hours in counseling and related courses 270 contact hours of alcohol & drug counselor education 500 to 1125 supervised hours in 12 core functions 30 self help meetings upon graduating from ACT, complete additional supervised clinical experience hours as needed to meet dual licensure requirements

15 complete the required alcohol & drug counselor education hours commit to working 2 years in an licensed substance abuse treatment facility upon graduating from ACT, complete additional supervised clinical experience hours as needed to meet dual licensure requirements
