SEMINAR ON PAYOUT AND CLAIMS SETTLEMENT STRATEGY, SYSTEM, PROCESSES AND CONTROLS Wayne Acton Steve Ashfield CDIC SPEAKERS PROFILES Wayne Acton has unique expertise in leading cross-functional professional teams operating across public and private sector environments. He has extensive experience in the design and execution of effective strategies and efficient processes and in planning and leading negotiations. He has over 30 years of progressive experience managing the resolution of insolvent and restructured financial services companies. His experience includes the following: Advisory services on contract to PIDM with respect to the development of policies and procedures for deposit insurance operations with particular focus on payout strategies and operations. Chief Financial Officer of 4 Toronto Stock Exchange ( TSX ) listed gold mining companies. The companies operated in Brazil, Peru, Mexico and Canada CDIC Senior Vice President reporting to the CEO, represented CDIC interests as the major creditor of failed member financial institutions. Led a core group to manage a virtual organization for the execution of payout, realization, and litigation activities. Clarkson, Gordon now Ernst & Young) Senior Manager Insolvency & Restructuring Toronto insolvency practice following articling experience and qualification in the audit practice as a Chartered Accountant. PenelopeMoreland-GunnhasbeenwiththeFDIC24yearsandisaSeniorPolicyAnalystintheOffice of International Affairs. She provides training, expert consultations and resolution assistance to foreign bank supervisory authorities, deposit insurers, foreign central banks, and other foreign government agencies. These programs enhance the development of foreign bank systems, bank Penelope Moreland-Gunn FDIC supervisory frameworks, deposit insurance systems, and promote the exchange of information between the U.S. and other countries. She has represented the FDIC at international meetings and is developing Claim Management: Reimbursing Insured Depositors training for the International Association of Deposit Insurers. Prior to her current position in OIA, she held positions of increasing responsibility within the Division of Resolutions and Receiverships (DRR). She served as the Assistant Director, Operations, in the Midwest Temporary Satellite Office (Schaumburg, Illinois) for the last five months of the office s existence. She was responsible for the DRR Operations work and the smooth transition of the office s workload and data to the Dallas Field Office. As the Assistant Director of the Business Program Management Section in Washington, DC, Penelope was responsible for DRR s portfolio of business systems used to support all aspects of bank resolution and receivership activity. In that capacity, she served as Project Manager for two major FDIC multiyear, multimillion dollar, successful information technology development projects. Penelope joined the FDIC after a successful career in mortgage banking and secondary markets. She holds an advanced master s certificate in Program Management from George Washington University. Steve Ashfield is Manager within the Audit& Consulting Services division of Canada Deposit ( CDIC ). He joined CDIC in 2004 and has primary responsibilities to develop and implement a risk-based audit plan that includes system, financial and operational audits. Steve has participated in several payout simulations where he reported against the simulation objectives and recommended improvements to the payout processes and controls including the various information systems related to intervention. He has more than 20 years of accounting and auditing experience, with over 15 years of that within the Internal Audit area. Steve graduated with a Bachelor of Arts Degree (Major in Business, Minor in Economics) and is also a Certified Information Systems Auditor(CISA), Certified Internal Auditor(CIA) and a Certified Management Accountant(CMA). Prior to joining CDIC, Steve was attached with the Office of the Auditor General of Canada for 5 years where he was an Audit Project Leader and preceding that, Steve was an Internal Auditor and Cost Accountant with E.B Eddy Forest Products Limited for 12 years. Marcelo E. Ayes is the Vice President of the Risk Management Office & Concurrent VP Head Executive Assistant Office of the President of the Philippine Deposit ( PDIC ). Prior to working with PDIC, Marcelo worked with the Philippine National Bank from 1998 to 2006. He was the Vice President, Treasury for Foreign Exchange and Capital Market before joining Equitable PCI Bank as the Senior Vice President for Financial Management Group. From 2009 to 2011, Marcelo moved to Rizal Commercial Banking Corporation and held the position of Senior Vice President of Treasury Group. Marcelo holds a Master in Business Administration (MBA) from Ateneo de Manila University Graduate School of Business and a Bachelor of Science in Business Administration major in Accounting from the University of the East. He is also a Certified Public Accountant. Marcelo is a financial analyst and lectures on the topics of Foreign Exchange& Money Market, Capital Market, Derivatives and Risk Management. Chul Hee YOON KDIC Marcelo Ayes PDIC Mr.ChulHeeYoonhasbeenwiththeKoreaDepositInsuranceCorporation(KDIC)since1998.Mr.Yoonistheteam leader of the Depositor Reimbursement Team in the Department of Savings Bank Rehabilitation and Resolution, which is responsible for the convservatorship of failed savings banks and depositor reimbursement. Since 2011, 26 savings banks in Korea have been closed, and as the team leader, Mr. Yoon oversaw the reimbursement of 70,000 depositors (accounting for 97% of insured depositors) for about KRW 2,251 billion in insured deposits. Thanks to his effort, the KDIC improved its reimbursement process maximizing depositor convenience. Prior to this, Mr. Yoon had worked at the Office of Information Technology as a specialist in building and operating information systems infrastructure (i.e., server, network, security etc.) and business systems. Before joining the KDIC, he had worked at the Insurance Supervisory Service (now the Financial Supervisory Service) for 3 years.

He joined IDIC since 22 September 2005 and served as the Head of Risk Management Division as well as the Corporate Secretary. Prior to joining IDIC, he was the Sub Head of Insurance Directorate of the Minsitry of Finance of the Republic of Indonesia. He has a vast experiences in Finance, particularly in Insurance, for over the years. During his service in the MOF, he was involved in the establishing of several Insurance-related Regulations and Laws. He was granted a Master of Applied Finance from the Macquarie University Sydney, Australia, in 1995. And he had his Bachelor Degree in Economics majoring in Finance and Insurance Management from the University of Indonesia in 1990. Apart from being the Director of Insurance and Risk Management of IDIC, he is also a Postgraduate Program Lecturer of the University of Gunadharma s Business School Jakarta, Indonesia(1997-now). Poltak Tobing is the Head of the Bank Liquidation Division of Indonesia Deposit. He joined IDIC on 22 September 2005 and served as the Head of the Insurance Division. He is member of the Society of Actuaries of Indonesia. Prior to joining IDIC, he was the Section Head of Insurance Directorate of the Minsitry of Finance of the Republic of Indonesia. During his service in the MOF, he was involved in the establishing of several Insurance-related Regulations and Laws. He was granted a Master of Actuarial Science from The City University, London - UK, in 1995 and had his Bachelor Degree in Mathematics from Institut Teknologi Bandung in 1992. Poltak Tobing IDIC Head, Claims Settlement IDIC Shrither Nagalingam is a Deputy General Manager of the Intervention and Failure Resolution Division of Malaysia Deposit ( MDIC ) with primary responsibilities in the areas of Claims Settlement and Recoveries. His role entails him overseeing the development of necessary policies, procedures and infrastructure which will enable MDIC to reimburse insured deposits and protected policy benefits with speed and efficiency, when MDIC s obligation to do so is triggered. An Associate Member of the Chartered Institute of Management Accountants, United Kingdom and holding a Bachelor s degree in Law from the University of London, Shrither has a total of 18 years of insolvency experience. Prior to joining MDIC in 2010, Shrither was an Executive Director attached with the insolvency practice of PricewaterhouseCoopers, Malaysia and had spent 15 years providing a variety of solutions to distressed companies and their stakeholders. Shrither Nagalingam MDIC Noorida Baharuddin MDIC Noorida Baharuddin heads the Audit and Consulting Services Division of MDIC. Her main responsibilities include providing independent and objective assurance and consulting services which are designed to improve the effectiveness and efficiency of PIDM s operations, reliability and integrity of PIDM s financial reporting as well as ensure PIDM s compliance with applicable laws and regulations. She has 20 years of combined experience in internal and external auditing, supervisory examination, risk management and policy development gained through her career with PriceWaterhouse, Securities Commission of Malaysia, Labuan Offshore Financial Services Authority, Malaysia Airlines Berhad and secondment at the Islamic Financial Services Board. She holds a Bachelor of Business degree in accounting from the University of Tasmania, Australia and a Bachelor of Law degree from the Universiti Institut Teknologi Mara (UiTM), Malaysia. She is a Certified Practising Accountant (Australia), holds Certification in Risk Management Assurance conferred by the Institute of Internal Auditor( IIA ), a Chartered Member of the IIA Malaysia and a Certified Financial Planner with the Financial Planning Association of Malaysia.
