Short inventory: of Oradea s Public Transport (PT) system Servicing done at the present time highlights the heterogeneity of service: Can distinguish 5 tram lines(red) and 17 bus lines (black). Daily average of passenger is higher than 173.000 pass/day! The trams transport more than 75% of number of passenger, the buses are mostly used in the peripheral areas. From those bus lines only 3-4 bus lines, whose justify urban passenger transport in terms of return (economical efficiency) There is however a several number of bus lines that perform social services, but some lines have exceeded the boundaries of the social service category solitary passed (less than 4-5 passengers per/bus or less then 10 per/hour of operation) Indoor coverage is revealed - with gaps in some areas not well served (can say under necessities, but in economic raisons!) Presents opportunities for market expansion of transport up to the city limits and metropolitan area 2

Timing of E-ticketing system in Oradea & Z.M.O.: A short chronology of implementation: 2011 - Preparing the public acquisitions for ATTAC project, tender books, procedures,; 2012 -January - End of tender procedure organized for e-ticketing pilot project, winner is RADCOM Ltd Bucharest, who can start elaboration of software modules and hardware; 2012 - September - RADCOM finished the pilot software e-ticketing extension for Metropolitan Area (ZMO) integrated with the system of Oradea; 2012 - November - RADCOM finished the pilot software e-ticketing extension for Metropolitan Area (ZMO) integrated with the system of Oradea; 2013 January - Start the implementation of E-ticketing system in city of Oradea, first group who was involved were the students (group most receptive to new technologies); 2013 May - all categories of monthly tickets start change from printed pass to RFID E-cards; 2013 October - more than 95% of monthly tickets (passes, abonements) are on E-cards; 2013 December - of 46.500 pensioners more than 37.500 E-cards were distributed; 2014 January - START of PT services in the Metropolitan Area and implementation of e-ticketing extension (localities: Sânmartin, Borş) with traditional (old) fare system; 2014 February - implementation of a simplified fare system in Z.M.O. (combined passes); 2014 March - END of implementation of e-ticketing extension in Metropolitan Area. 5

How to make an EASY USABLE system having a very detailed fare system with too many prices? How can be integrate other operators in metropolitan area s e-ticketing systems by a MULTI FARE and MULTI OPERATOR extension? Which is better: only Check-in or Check-in + Check-out system, concentric circle or longitudinal approach of prices? 8

Project ATTAC results for OTL SA: OTL SA, as PP3 in project ATTAC have the next direct benefits: Material acquisitions: - 40 pcs. dual validator for vehicles (as testing equipments of e-ticketing system extension in the metropolitan area) - 10 pcs. wireless router/pcb - 1 pcs. Access point - 1 pcs. specialised modular software for pilot e-ticketing system in Oradea and his extension in the metropolitan area Strategic results: - elaboration of the Sustainable Urban Mobility Plan (SUMP) of municipality of Oradea, as an integrated strategic plan with the General Urbanization Plan (PUG), the Urban Local Development Plan (PUZ) and the Master plan of Transport for Metropolitan Area. 18
