There are many challenges facing asset managers to ensure they operate their assets safely, efficiently and economically. Consideration should be given to the impact assets have on the community and the environment. Impacting the environment Asset managers are faced with many challenges in ensuring assets are operated safely, efficiently and economically. However, consideration should also be given to the impact assets have on the community and the environment. Environmental considerations, such as waste disposal, recycling programs, or the effect of ageing infrastructure in rail networks, require a significant amount of focus, particularly where infrastructure is degraded. Calibre Global s Rail Division has a team of in-house environmental specialists, who help clients to build a strategy to manage assets that impact the environment. Asset management uses knowledge of the asset condition and its rate of degradation to make evidence-based decisions enabling the optimisation of maintenance, renovation and renewal strategies. Such strategies may include, Reliability Centred Maintenance (RCM); a process where maintenance interventions are predicated by the equipment condition and its performance rather than by simple routine intervention to a set frequency. This strategy revolves around delivering the same outputs with less overall physical intervention, that is, less operational expenditure. Implementing cost conscious methodologies in a cost conscious environment, rail asset management delivers sustainable train performance and maintenance spend on rail (e.g. rolling stock) and infrastructure assets. Where a number of assets are co-dependent, an Asset Management Plan (AMP) will help to determine priorities and seek to optimise performance over the assets life cycle. Asset Management Implications Calibre Global believes rail owners or operators who fail to fully implement an asset management strategy may not be making the best risk-based decisions on maintaining, renovating or renewing their assets based on risk and expenditure. Asset management provides an organisation with the knowledge and tools to use assets to achieve its purpose and can help to demonstrate to stakeholders that it is managing its assets optimally. Asset management requires a clear line of sight - from Board level of an organisation to the workforce on the ground. This integrating framework cuts across all departments and functions, and fully engages management and staff in pursuit of a single unified and understood aim. The current publicly available specification, PAS 55 provides clear definitions for establishing and verifying a management system for all types of physical assets. PAS 55 will apply to any organisation that incorporates a high dependence on physical infrastructure or equipment. Adopted by 50 organisations from 15 industry sectors across 10 countries, PAS 55 has been accepted as the basis for the development of the ISO 55000 series of International Asset Management standards and will be published in 2014. The use of an asset management information system can integrate information such as asset inventory, condition register, service frequencies, faulting and maintenance records and renewals decision tools. Such a system, properly populated with accurate asset information helps rail operators and owners to manage their assets efficiently. These systems generate maintenance work orders, set priorities and use reliability data to change inspection frequencies. Companies can measure productivity by knowing how long each task takes to complete against a set of agreed norms. By measuring, and improving productivity and reliability, systems can assist in improving asset performance. This links directly with improved safety, through less staff interventions on the railway offering less opportunities for unsafe acts. Assisting in strategy development Calibre Global has a wealth of engineering knowledge and for more than ten years has been heavily involved in the design and build of rail assets. Our team understands the difficulty in commissioning and maintaining accurate asset inventories and believes an accurate and relevant asset inventory providing usable asset information is a fundamental requirement to implementing an effective asset management strategy. Asset management services Calibre Global offers the following asset management services: Support and advice in the following: Assisting clients in defining the scope of which asset to include in any asset management strategy Helping to define the scope of decisions relating to maintaining, renewing and enhancing assets as well as network operation Creation of an asset management policy showing higher management intent Creation of an asset management strategy linking companies business objectives to their medium to long term approach to asset management; and. Identification of the key components of the asset management framework, e.g. policies, strategies, plans and the production of asset registers which include condition surveys. We offer practical support in the following: Assess clients existing asset management strategies and delivery against the existing PAS 55 standard (ISO 55000 from 2014) and preparation of improvement plans where appropriate Decide on asset information format, asset and asset condition surveys and preparation of an asset inventory to dovetail with existing asset information and systems Advice and provision of a suitable asset management system to assist in areas such as asset workflow management, performance monitoring and renewal decisions.
