Ramifications for Counseling i. SEP mandate Student Success committee membership and presence is needed to hear all updates and information distributed and planned for their college. SAP-Summer advantage Program at Norco is implementing SEP s for high school grads through summer. Realistically for HS grads, just need one semester plans. The law does not state to do right away according to SB1456. Notification of students to do one semester
plans via email blasts. Programs requiring SEP s at Riverside, Pathways to Excellence, Title V grant (HSI). Basic skills initiative, one year of BSI, then 2 year plan to transfer. April 18 th Chaffey conference, we need information. One semester plans is still ahead of the game for students to plan courses. Pathways to Excellence- 12 units. *Counselor input very important to see what will help students be successful. The position of counseling is happening to put the biggest requirements on counseling with no additional support. Completion Counts-RCC summer program AOC completed-large group workshops, college info, time management, 2 year education plan required for all students first semester. Norco SAP- Initial goal is 2 year education plans, yet one semester plan is still negotiable. Counselors need more of a role in dictating this. The issue is collaboration. There is a request for Educational Advisors to assist counseling, only under Counselor Supervision. We would need to hire another 20 counselors to accommodate the need for counselors and SEP s. Sharing the information needs to be discussed in the discipline. GAP of communication between state and Administration in regards to counseling and recommendations of SEP s required *The need to take a stand to Administration on the SB1456 task force recommendations are still being decided and one semester plan is meeting the needs. Allocation of monies being distributed for counseling coverage. The communication needs to be distributed The student success committee needs participation to get information across. Connect with Student Success Committee Representatives as Counseling Faculty we need to take the initiative. How do Counselors take the initiative? Resources are not being given to support the need for counseling and Sep s with new requirements for SEP s and planning The interpretation is different at each level. What do we need to do at each college to be on the same page? Norco- Assessment, data collection to request funds for SAP Counseling presence is not visible in EOP, SSS and special programs. *Fall and spring push for SEP s for continuing students via email blast. Winter & Summer- Still being seen for Re-Admit contract and during same term. Need a committee to handle winter and summer AOC=Incoming students, welcome center at RCC can redirect during winter and summer with Ed advisors Recommendation: Tap on resourcefulness of VP was to create one semester plans, the Counselor input is already there. What do you have to be present if already done with AOC?
Administration wants more SEP special SLO counseling-taking stats to see effective and measure results. Be seen as being valuable as a discipline. Per Latonya Parker, She is part of the Student Success Committee and it is an excellent opportunity to service students and the value being placed on counseling and current topics at community college. Needs assessment for SAP is recommended to show the budget being used. Per Sal Soto- Presence in August, Contractual days, administration can tell when counseling is needed. Need to utilize the adjunct and Full time counselors. Document the need to document the financial need ii. Electronic SEP-Degree Works/Student Academic planner-per Monica Delgadillo Flores, Datatel took a year to implement. Riverside- limited usage. Ed plan populated through Datatel is a huge problem. Sal Soto brought up the Degree works. Ellen stated the majoring of students plan on transfer and the need to set up our own SEP s to tie into UC sites. Pathways (UC) using assist but may change in future. Next year changes. Per Marissa Iliscupidez, RCCD is looking into Student education planner. Degree Works is pending and is compatible. Marissa will review Demo. Thursday there is a demo to review Student planner. Counselors need input on the Electronic Version of SEP s and what is used Counselors haven t heard anything yet; we are main users of the SEP -Mike will talk with Mike Herman and Dr. Bush *Degree audit still needs help because of other transcripts and misplaced classes Degree works also has a self scriber Portal = web advisor and expected to change Department chairs need to meet with Student Success committee for input for discipline. b. Role of Ed advisors- Support for counselors under the Supervision of counselors, will discuss next meeting c. Counselor Contract-Norco-Due to APC, Counselor will be hired in fall 2013, along with Music, psychology, Art. Counseling Discipline needs to look at contract. 1.2 million dollars being spent during summer and of that amount is 200,000 budgets for counseling. -The issue of 11 month contract coming up Norco counselors met with President to discuss honoring the new position of Counselor pending. Discussion of 11 month contract will be negotiated in 2 years? *Strongly recommended per consensus of counseling to have union representation. It is illegal to discuss contract As soon as suggested, need to refer to Union Representation and contact Dariush H. This discussion started approximately 7 years ago. We are not having separate contracts Do not discuss Contracts We are Counseling Faculty, end of discussion.
Recommendation to talk to Union and ask how to advise on this issue of our contract and the discussions on the 11 month contract. Per Scott Brown- an 11 month schedule per Martha Arrellano in Human Resources An 11 month contract adds 10-12 days on top of the 10 extra calendar days. Can it be on an individual basis or a group? Can be different schedule at your job site. Banking hour s option also if given the option. The biggest issue- We can t look different in Contract Some more equal than the other? What are the benefits as a unified group? Contract itself stays the same counseling and Faculty stay the same. It would be 101/2 plus 2 more weeks (22more days) Disadvantage is cannot choose those days/hours if administration would have the right to choose those days/hours needed. Winter wasn t that much of a problem but it was designed by faculty for overload. *David Payan will email Dariush and take action to understand the contract for Counseling, and representation on this issue. The overload is a big issue; the discussion is creating the role of Ed advisors to do components. Appeal reviews from financial aid. If overload not offered then appeals don t get reviewed and SEP s do not get done. Student loans need SEP s. Transition to Ed advisors and SEP is an issue. The role of ed advisors is based on the list of courses generated from counselors and recommended. Hours required to do advising. State senate to put something to support faculty on advising students. What do counselors do? Look at job description of ED advisors, address faculty, we as a discipline need to share what we do as a discipline. 1. Need to share information on counseling to faculty to support students 2. Faculty advising to take the initiative on what can and cannot be done. 3. Ellen will share PowerPoint & Distribute 4. Flex Day workshops need to be given for various departments. Follow up meeting needed in April (End of April)-David Payan will schedule Rick Herman and online degree planning program input Union Representation needed for contract Financial Aid to speak next meeting Info on Nursing Distributed from Zina Chacon per Jackie Terriquez Info on process of AA-T certification attached for distribution per Sylvia Thomas.
