Control and Instrumentation Digital Control and Communication Systems Development of Modern Control Strategies for Gas Turbogenerators Type 5001, in an Industrial Controller The development and factory testing of the Digital Control System for the Turbo gas Units 5001 (SCD-UT 5001) in an industrial platform was concluded, including the software for the speed and power fuzzy controllers. The studies undertaken in this project generated the required knowhow for technology development, as well as for its implementation in actual gas turbine controls to improve the profitable operation of these machines. The implantation of the SCD-UT 5001 in an industrial platform makes the commercialization of this product feasible in the short term. Separation Header Flow Measurement and Monitoring at the Mora Battery Complex A real-time measurement and monitoring system was developed to improve the conventional well production measuring procedure used by Pemex. The precision, reliability and repeatability of the gas flow measurement comply with the American Gas Association standards, and those of liquid flow comply with the American Petroleum Institute standards. The commissioning of the Real Time Measurement and Monitoring System will allow Pemex to optimize its production, schedule maintenance, evaluate the wells residual life and schedule their production, as well as to anticipate possible contingencies. Following the evaluation of results of this system, Pemex might install similar systems in other Battery complexes throughout the country. Electric Variables Recorder for Distribution Lines (RVE-23) The RVE-23 electronic device was developed to measure Ampere-hour when applied in the detection of illegal power consumption and for calculations of energy balance and quality. This product may provide financial 2
savings for the power utilities, and an opportunity for IIE to transfer its technology to the industry. Technical Assistance for the Analysis and Emission of Corporate Policies and Technical Specifications of SISPA, and the Specification and Installation of CIAME in Pemex The Subsystem of Industrial Safety and Environmental Protection (Subsistema de Información de Seguridad Industrial y Protección Ambiental, SISPA) was developed and put into service at Pemex industrial plants, and the Institutional Center of Emergency Attention and Administration (Centro Institucional de Atención y Manejo de Emergencias, CIAME) was implemented at the Pemex Administrative Center in Mexico City. With these systems, Pemex will efficiently supervise, attend and coordinate all necessary actions to mitigate the impact of incidents and/or accidents, which might occur in any of its industrial plants. Also, the number of industrial safety and environmental protection reports and their content will be optimized; minimizing the delivery time to the required destinations. In addition, the performance indices linking the efficiency of the actions to the established goals at the work centers will be calculated. Information Technology Support for the Office of Technology and Professional Development (Subdirección de Tecnología y Desarrollo Profesional, STDP) at PEP A prototype was built to evaluate knowledge administration technologies. A virtual university was integrated into the STDP Intranet, for accessing didactic material on demand and managing courses, students and instructors. Support was provided to specify hardware and software for STDP procurement, which already has an operative infrastructure that supports critical technologies, groups of specialists, and multidisciplinary projects. Simulation Development of Simulators for Operator Training and Equipment Testing Upgrade of the Computer Equipment Platform for Simulator I The Simulator I was delivered and ready for training in CFE s Operator Training Center in Ixtapantongo (Centro de Adiestramiento de Ope radores de Ixtapantongo, CAOI) in 1984. The computer equipment was a set of two SEL mini-computers series 32/77, linked by a shared memory. CAOI asked IIE to update the Simulator I computer equipment. The new equipment consists of a network of workstations, using the same hardware architecture and simulation environment as Laguna Verde s new simulator platform. The benefits that CAOI obtained by replacing the Simulator s platform included the ability to select operating scenarios, utilization of standard software systems, guaranteed maintenance and spare part service according to the conditions provided by each manufacturer. Also, the peripheral equipment is based on standards that will assure the compatibility of future components with the computer equipment and, with that, a simpler and quicker preventive maintenance, which represents savings. Simulator for Training of Combined Cycle Plant Operators Based on the Unit 1 of the Samalayuca II Combined Cycle Plant, Using a Commercial Development Platform The simulator for the training of combined cycle plant operators was based on the document "Technical Specifications for the Design, Construction, Installation and Start-up of a Simulator with the Samalayuca II Combined Cycle Power Plant Unit 1 as a Reference Plant", sent by CAOI. The results of this project include the development of a full-scale simulator that reproduces the behavior of the Unit 1 of the Combined Cycle Plant in its entire operation range, according to the scope offered by the ProTRAX v 6.1 package. Information Systems Advanced Information Technology Specialized Technical Assistance in the Implementation of the SAP R/3 System in CFE IIE s Information Systems Area (Gerencia de Sistemas Informáticos, GSI) continued with the project entitled Automation of Administrative Solutions in Real Time (Automatización de Soluciones Administrativos en Tiempo Real, Asare) for the General Office of CFE, through the implementation of the SAP R/3 system in its regions. The design, development, revision, correction and tests of the Sapscript formularies were carried out. The necessary workflow structures were created for the startup in CFE s Occidental and Central Production Regional Areas, and support was provided to the users of the different CFE regions. Information System for the Calculation of the Outage Time Per User at LyFC (Luz y Fuerza del Centro) Requirement Specifications of the Telecommunications Administration System of CFE s Area of Information Technology and Telecommunications (GIT) GSI developed the technical specifications for the Telecommunications Administration System (Sistema de Administración de las Telecomunicaciones, Satel) and a prototype for the administration of frequencies and payments to the Secretary of Communica-tions and Transportation (Secretaría de Comunicaciones y Transportes, SCT) for CFE. The development of the Information System for the Calculation of Outage Time per User (Sistema de Información para el Cálculo del Tiempo de Interrupción por Usuario, SICTIU) included the design phases of the database, and the development of the interface and information modules. These products were installed in LyFC s server and client terminals. Functional testing was performed and the staff was trained in the use of SICTIU, as well as in the use of the development tools. A client/server architecture system with a centralized database was developed, with user friendly interfaces for capture and consulting of the outages from the Mexico City offices. 5

Technical Support for PEP s Information Systems In collaboration with STDP, GSI developed PEP s census of technical professionals and its insertion in the Integral Professional Development System (Sistema Integral de Desarrollo Profesional, SIDP), as well as the Budget Administration System (Sistema de Administración del Ejercicio Presupuestal, SAEP) and the Foreign Commission Control System (Sistema de Control de Comisiones al Extranjero, SCCE). Finally, PEP s census of technical professionals was integrated into STDP s Web page. Knowledge Discovering for Non-Technical Energy Loss Detection in Electrical Distribution Circuits In collaboration with CFE s Areas of Information Technology and Telecommunications (GIT) and Commercialization (GC) IIE carried out data mining experiments over a subset of commercialization data with more than 35,000 records. The objective was to analyze energy consumption patterns in order to detect those that incur in illicit uses of electric energy Additionally IIE designed the relational model of a database, using Oracle Designer 2000, that integrates all the charging, service and control processes of CFE s Commercialization Area; data storage was also designed for their processes. 6 6
Process Supervision In order to support the monitoring plan commissioning for Laguna Verde, training was offered to CFE personnel in the use of tools for plant behavior ana-lysis. Supervision requirements were established for the turbine building service water system and for the turbine s closed circuit cooling water system, according to the EPRI- 107668 guide. Real Time Integral Information Systems Specialized Technical Support for Computer Systems at the Laguna Verde Nuclear Power Plant (Central Nucleoeléctrica de Laguna Verde, CNLV) The Integral Process Information System (Sistema Integral de Infor mación del Proceso, SIIP) was improved in the design, installation and testing of the calculation algorithms and meteorological parameter and effluent displays, which were incorporated into the system to support the plant s External Radiological Emergency Plan. The system was also modified to increase its data acquisition capacity by 50% through the incorporation of two formatters. As part of the development of the Unit 1 SIIP interfaces, advances were obtained in the Wide Range Nuclear Monitoring (WRNM) and the Automated Traversing In-core Probe (ATIP) systems. Feasibility Study for the Implantation of SIIP in the CNLV Operator Training Simulator Global specifications were defined for the requirements to couple the Integral Information System to the Laguna Verde training simulator. The scope of the SIIP functions and components necessary for the integration were defined, including an initial conceptual design and an analysis of the signals of the Safety Process Parameter Exhibition System (Sistema de Exhibición de Parámetros de Seguridad del Proceso, SEPS) that are implemented in the simulator. The development of the material infrastructure was initiated, in particular, a wooden template scale 1:1 of the SIIP consoles was installed in the Main Control Room; the construction of three of the eight consoles required for the SIIP was initiated at IIE. 7
Development and Implementation of the Data Extractor and Database Modules of the Integral Information System for Diagnosis and Predictive Maintenance (Sistema Integral de Información para el Diagnóstico y Mantenimiento Predictivo, SIIDMP) for Thermoelectric Plants The data extraction and database configuration stage was completed. ODBC techniques were used to implement extraction/insertion mechanisms to obtain information from the Heat Rate Control System to be transferred to the SIIDMP. Generation of models, consulting procedures and data extraction services was carried out for the database administrator. Development of Software to Extend the Applications of Energy Measurement in the Automated Energy Acquisition System (Sistema de Adquisición Automatizado de Energía, SAAE) for LyFC The implementation of the SAAE system will provide LyFC with automated mechanisms to gather and store energy data in a timely and efficient manner. This system will receive energy data from data concentrators installed in the substations and generating plants, through remote access mechanisms. In this way, the system will take charge of validating, processing and presenting the required energy reports.
